The Australian Institute of Professional Intelligence Officers takes great pleasure in inviting you to participate in the 29th AIPIO intelligence conference and exhibition, Intelligence 2020, to be held as a virtual event for the first time on 24-25 November 2020. The conference and exhibition will bring together intelligence professionals from around Australia, the region and further afield. The AIPIO annual conference and exhibition has been conducted continuously since our establishment in 1991.
AIPIO (www.aipio.asn.au) is the peak representative body for intelligence practitioners in Australia. Our vision, “Integrated Intelligence: People and Practice”, is reflected in this year’s theme ‘Intelligence Professionals In The 21st Century’.
INTELLIGENCE PROFESSIONALS IN THE 21ST CENTURY The theme for Intelligence 2020 is ‘Intelligence Professionals in the 21st Century’, and within that theme we will explore the sub-themes of People; Technology and Practice.
We believe the job of intelligence professionals will be transformed in the 21st Century by an operating environment marked by the unexpected and the unpredictable. In anticipating and responding to continuously evolving security risks, intelligence professionals will likely be tracking new combinations of non-state and state-sponsored actors who threaten to disrupt civil society. Shifting strategic alliances amongst these hostile actors, military conflicts, the presence of terrorist factions and street gangs, and deteriorating local economies will add to the complexity of intelligence work. At the same time, hostile actors will have access to new resources, including computing technologies and cyberspace operations, as well as chemical and biological agents that will amplify their power to inflict harm and disrupt daily life and commerce. We must prepare the intelligence enterprise for these rapid changes ahead by shaping agile intelligence professionals, assimilating new technologies and building practices that can anticipate and respond at will.

The Kangaroo Island Wildlife Network (KIWN) is a not- for-profit, volunteer based organisation that is committed to the conservation of all wildlife species on the island. KIWN has been an active organisation engaging with the Kangaroo Island community for the past six years.
The mission of KIWN is to conserve and rehabilitate Kangaroo Island biodiversity through: Ongoing wildlife conservation programs for all of Kangaroo Island’s wildlife, including the endangered and endemic Glossy Black Cockatoo The rescue and rehabilitation of injured, sick and orphaned wildlife Education, awareness and engagement activities that aim to connect us with and protect Kangaroo Island wildlife
Following the devastating bush fires in late 2019 and early 2020, the immediate focus has been on the rescue and rehabilitation of wildlife in partnership with the local Veterinary Clinic, Parndana Wildlife Park and relevant Government agencies. KIWN volunteers rescued 150 animals impacted by the fires, mostly koalas, with a 40% success rate through treatment and release. Ten kangaroos are still in care and will live in KIWN’s soft release sites around the island.

10 SETTING THE SCENE
David Irvine AO AIPIO Patron A long-serving diplomat, David Irvine was Australian High Commissioner to Papua New Guinea from 1996-1999 and Australian Ambassador to the People’s Republic of China between 2000-2003, also concurrently Australian Ambassador to Mongolia and to the People’s Democratic Republic of Korea. He subsequently became the only person to have served as the head of both Australia’s foreign intelligence collection agency and its domestic security agency – positions he held for almost twelve years. He is currently the Chairman of the Foreign Investment Review Board. He is an Adjunct Professor at Charles Sturt University and also assists at the National Security College within the Australian National University. He chairs the Cyber Security Research Centre, a not-for-profit company promoting industry investment into Australia’s cyber research capabilities in conjunction with the Government’s Cooperative Research Centre programme. Irvine has published two books on Indonesian culture. He has honorary doctorates from the University of Western Australia (Letters) and Edith Cowan University (Science). He is a Fellow of the Australian Institute of International Affairs and was a member of the Advisory Council of the National Archives of Australia for nine years. Irvine was appointed an Officer of the Order of Australia (AO) in 2005 for services to the promotion of Australia’s international relations.
Dr Phil Kowalick MAIPIO President, AIPIO Phil is one of Australia’s preeminent thought leaders in law enforcement, intelligence and national security. For over 34 years in the Australian Federal Police, he played a key role in many of Australia’s most important law enforcement programs and initiatives. He established multiagency intelligence capabilities in Australia’s major airports; designed arrangements to set and manage Australia’s counter terrorism priorities in the Counter Terrorism Control Centre; was instrumental in developing the Australian Criminal Intelligence Model; the strategic organisational design of the Australian Border Force; the Australian Federal Police, International Engagement 2020 and beyond; and the National Plan to Combat Cybercrime. Phil is the President of the Australian Institute of Professional Intelligence Officers and a member of the School of Justice Advisory Committee at the Queensland University of Technology.

Linda joined AustCyber in January 2019 as the Manager of the Canberra Cyber Security Innovation Node. Changing Dynamics of Terrorism in Australia Leanne Close, APM is the head of the counter-terrorism program at the Australian Strategic Policy Institute. Prior to joining ASPI, Leanne was a Deputy Commissioner of the Australian Federal Police (AFP), with over 33 years policing and law enforcement experience. Commencing her policing career in 1986, Leanne has investigated, and led teams involved in, a variety of areas including financial crimes and narcotic importation in Sydney and community policing within the Australian Capital Territory. Other senior leadership roles held by Leanne in the AFP included Deputy Commissioner of National Security and Operations, and Assistant Commissioner for Protection, Aviation Operations, Human Resources, Professional Standards and Learning and Development. In 2016, Leanne completed a 12-month secondment at the Commonwealth Attorney-General’s Department as Deputy Secretary Criminal Justice Group. From 2015-2019, Leanne was the permanent Co-Chair of the Asia-Pacific Group (APG) on Money Laundering. The APG is the largest Financial Action Taskforce in the world today, comprising 41-member states. It is a regional multi-lateral organisation, with the strategic mission to combat money laundering and terrorism financing. Dr John Fahey Honorary Fellow, Macquarie University
The Problem of Tradecraft Dr Fahey is an Honorary Fellow at the Department of Security Studies and Criminology at Macquarie University where he presents on Australian intelligence history. He has now published two books, ‘Australia’s First Spies’, which deals with Australia’s foreign intelligence activities from 1901 until 1949, and ‘Traitors and Spies’, which deals with Australia’s security intelligence history from 1901 until around 1955. Prior to setting up his own business in health education in Sydney in 1996, Dr Fahey worked as an officer of Defence Signals Directorate, now Australian Signals Directorate. He also served full and part time in both the British and Australian armies in a range of regimental and intelligence postings. His academic work covers military matters including the strategic bombing of Germany from 1939 until 1945 and he is currently working on a book on Australia’s management of its war effort from 1935 until 1943.

He is keen to build his network in Oceania and to incorporate the region into SpyCast’s programming. His interest in intelligence came from a period of service in the Royal Air Force, with secondments to the British Army, at a HQ G2 unit, and the Royal Navy, to a Naval Photographic Unit. He is the author of a forthcoming book entitled, ‘Struggles for Freedom: Afghanistan and US Foreign Policy Since 1979’, which compares and contrasts the Soviet-Afghan War with the War on Terror. It will be released in 2021 by Edinburgh University Press. He is also the author of articles such as ‘Through a Glass Darkly: The CIA and Oral History’ and co-editor of a forthcoming journal special issue entitled ‘Towards a Social History of American Intelligence.’ He has a PhD in Diplomatic History from the University of Warwick, UK, and has held fellowships at the British Library, the Library of Congress, New York University and the Wilson Center. He has taught at a number of institutions in the UK and the US and was based for two years at the 9/11 Memorial & Museum in Lower Manhattan. Christopher Hewett Acting Head Intelligence Capability, Defence Intelligence Group, Department of Defence
People, Practice and Technology – Taking an Enterprise Approach to Defence Intelligence Chris joined Defence as a trainee Geospatial Intelligence analyst in the Defence Imagery and Geospatial Organisation in 2003 (now known as the Australian Geospatial-Intelligence Organisation). He held several analytic positons focused on regional military capabilities. In 2017, he established the Maritime Security section, before being posted as the Deputy Liaison Officer (Operations) to the National Geospatial-intelligence Agency in Washington DC, USA. Chris has held leadership roles in GEOINT capability development, Counter Proliferation and support to military operations directorate. In 2016, Chris established the Collection Directorate in AGO, which gained Government approval for the first large scale investment in space-based GEOINT collection capability in Australia. Chris was promoted to the Senior Executive Service in July 2017, and was responsible for the planning, delivery and sustainment of GEOINT collection, production and dissemination systems. Since September 2020, he is assisting in establishing the new Defence Intelligence Group as acting Head Intelligence Capability.
Prof. James Howcroft International Intelligence Security Analyst
Meeting the Needs of the 21st Century Intelligence Consumer James Howcroft has served as an intelligence analyst, collector, producer, planer, policymaker, instructor and mentor for the past 40 years. Mr. Howcroft served in a wide range of tactical, operational and strategic positions during his 30 years as a U.S. Marine Corps Intelligence Officer, including with the 2nd Marine Division in Operation Desert Storm, and with the 1st Marine Division that spearheaded the invasion of Iraq, which culminated in the capture of Baghdad and Tikrit. Following the conclusion of combat operations, he directed the reorganization and refocus of intelligence resources to support infantry units conducting security, governance and humanitarian missions in southern and central Iraq. Deploying to Iraq a second time in 2004 with the First Marine Expeditionary Force, Mr. Howcroft led the intelligence effort supporting combat, counter-insurgency and counter-terrorism operations in Al Anbar Province, Iraq. Howcroft served as a Military and Defense attaché in Moscow and Tbilisi, Georgia from 1993-2001. In his last military assignment, as the Director of U.S. Marine Corps Intelligence Plans and Programs, he was responsible for defining the requirements for, the selection and purchase of, and training and fielding of imagery, geospatial, cryptologic and electronic warfare systems to support global Marine Corps operations. Mr. Howcroft retired at the rank of Colonel from the Marine Corps in 2009. From 2009-2014, as an educator at the United States European and Africa Commands’ Regional Joint Intelligence Training Facility in the United Kingdom, Mr. Howcroft developed and taught programs for U.S. and partner European and African intelligence personnel which addressed methodology for the planning, collection, production and dissemination of fused intelligence in support of international civilian and military members in global Counterinsurgency, Stability and Peace Support Operations. Mr. Howcroft most recently served as the Director of the Program on Terrorism and Security Studies, a globally- focused Counter Terrorism Program at the George Marshall European Center for Security Studies in Garmisch- Partenkirchen, Germany. The Program provides practitioners with in-depth knowledge of the motivations, methodologies and capabilities of modern terrorist groups as well as the expertise required to utilize the range of capabilities required within a successful whole of society counter-terrorism strategy.

COVID-19, Pandemics and Health Intelligence & Security Raina MacIntyre (MBBS Hons 1, M App Epid, PhD, FRACP, FAFPHM) is Professor of Global Biosecurity, NHMRC Principal Research Fellow and Head of the Biosecurity Program at the Kirby Institute, UNSW. She leads a research program in control and prevention of infectious diseases, spanning pandemics and emerging infections, epidemiology, vaccinology, biosecurity, risk analysis, personal protective equipment, mathematical modelling, public health and clinical trials. She has a focus on adult immunization, especially frail elderly vaccination. She has over 350 peer reviewed publications. She has received many awards including the Sir Henry Wellcome Medal and Prize from the Association of Military Surgeons of the US, the Public Health Association of Australia’s National Immunisation Award, and the Frank Fenner Award for Research in Infectious Diseases. In her current role as COO of intelligence training provider ‘Intelligence Rising’, Anne-Maree plays a key role in the production and delivery of online and face-to-face training courses to international regulatory and intelligence organizations in both the public and private spheres. She has published several papers on the topics of international security and intelligence in the gaming industry and has assisted in the development of a whole of government counter-terrorism exercise in the Australian Capital Territory. Anne-Maree spent several years working for an Australian State law enforcement agency during which time she has helped uncover major financial and organized crime syndicates, provided long term strategic assessments and developed new operating procedures for the handling of missing persons cases state wide. She then transitioned to the regulatory intelligence space to assist in building their intelligence capabilities outside traditional law enforcement and national security sectors. Her specialty areas are advanced intelligence analysis techniques (with a focus on futures intelligence), human profiling and the continued professionalisation of the intelligence discipline. She has traveled extensively, including undertaking volunteering expeditions to the Pacific Islands, West Papua and Ecuador.

Thirty Seconds To Mars, Maria Sharapova and #MH17: OSINT, Influence Paradigms and Strategic Multilayer Assessment Tom Sear is an Industry Fellow in Cyber Security, UNSW Canberra Cyber at the Australian Defence Force Academy (ADFA). He has advised parliaments and industry on social media manipulation, counter influence initiatives, IoT and 5G policy, and worked as a cyber security practitioner in government. His research concerns how to build resilient national computational cultures to defend against active measures, manipulation and cyber storm. Tom led data analysis projects to analyse cross platform nation-state social media propaganda influence operations during elections, including cross lingual work with WeChat. Tom has a long association with the international Special Operations network, including a current collaboration with Joint Special Operations University (JSOU), USSOCOM, MacDill.

Building An Intelligence Team For The 21st Century Dorothy has been working in Intelligence within law enforcement for the past 10 years. She has worked in the tactical, operational, and strategic spheres. After completing a Bachelor of Arts (Criminal Justice) at the George Washington University, she spent 2 years teaching English as a Peace Corps volunteer in Kazakhstan. Dorothy then moved to Australia, where she completed her Master of Criminology at the University of Melbourne and a Master of Arts (Intelligence Analysis) at Charles Sturt University. Dorothy’s areas of interest in intelligence are in intelligence ethics and in the continuing development of intelligence professionals.

She has previously led cybersecurity teams, programs, and practices, working in the information computer technology, defence, and consulting industries. Future Shocks: Balancing Today’s Pressures With Emerging Futures Katherine Van Gurp is the Chief Executive Officer of the Australia New Zealand Policing Advisory Agency (ANZPAA), a role she commenced at the beginning of 2017. Since commencing, she has implemented a new foresight role for policing across Australia and New Zealand examining future trends and implications for policing. Katherine is also an Independent Advisor on the Australian Federal Police’s (AFP) Strategy and Performance Board; the peak governing body for the AFP.
