Outbreaks Heartland Health Region declared an outbreak of respiratory illness in the Dinsmore Health Centre effective June, 2016. Precautions and visitor restrictions were put into place. It was lifted on July 1“. Community Paramedicine Community Paramedicine programming is now available in Biggar, Davidson, Eston, Kerrobert, Kindersley, Outlook and Unity. We will be expanding the programming to Rosetown soon. We are collaborating with Home Care and Primary Health. Standard work is being developed as we progress to try things and make adjustments. Initial work has begun on developing a post-acute discharge follow-up program. Four regional EMSstaff attended the international round table on Community Paramedicinein in June.

The Dr. Ralhan will be leaving his practice in the Outlook Medical Clinic and his last day to see patients will be July do so clinic has secured a Saskatchewan MedicalAssociation (SMA)locum for two weeks in August and will continue to whenever the SMA has locums available. To maintain Emergency Room (ER)services, the region is working to secure addition locum coverage once Dr. Ralhan leaves. The Clinic, the Town and the Health Region are working together to a secure a permanent physician for Outlook. During this recruitment period, efforts are also being made to secure temporary physician to provide both clinic and ERservices until the permanent position is filled.

family be Dr. Harjeet Nanda has advised the Health Region and the MacklinMedical ClinicCommittee that he and his will Clinic leaving Macklin in mid—Ju|y.We wish Dr. Nanda the very best in his future endeavours. The Macklin Medical Committee and the Health Region are working together to plan interim arrangements for continuing physician services, including clinic coverage. While this short—term plan for coverage is our most immediate priority, we are also working on community of a longer term strategy that will provide more stable, sustainable Primary Health Care services for the on Macklin and area. Dr. Nanda’s last day in the clinic will be July 15th. He willbe joining the Kindersley Clinic practice July 25th. At present there is a temporary Nurse Practitioner position posted for Macklin. Once this posting has been is filled, more information will be provided to the community. Planning for the continuation of physician services underway, and further details will be shared once arrangements are confirmed.

The Kindersley Clinicwill experience some changes to their team of physicians over the next few months. Dr. Kheir (July other 10th), Dr. Keaveney (August 12th), and Dr. Bisayo Olabiyi (August 31st) will be leaving Kindersley to pursue are opportunities. We wish them the very best in their future endeavors. The Kindersley Clinicand the Health Region working together to plan for physician services in the interim and for the long term.

HEARTLANDHEALTHREGION Healthy People, Healthy Communities, gluglalgl?lgjgiug and Service Excellence in an Enduring Health System Dr. Nanda willbe starting in the community on July 25th and additional physician recruitment efforts are also underway. Dr. Nanda will join Dr. Jimenez, Dr. Tasveer and, Dr. Michael Olabiyi in providing Clinicand Emergency Department coverage.

Dr. Elhma Yahyaee has completed the SIPPA program and has started in Wilkie. Dr. Yahyaee began the Saskatchewan International Physician Practice Assessment (SIPPA)program in January 2016. She started her clinicalfield assessment in February in , finishing it at the end of April, arriving in Wilkie mid—May.She will be working in the Wilkie MedicalClinicnext to Dr. Kemp. Dr. Yahyaee received her medical degree from the University of Theran and immigrated to in May 2013. She has practiced in medicalclinics in Ontario and was recruited by Heartland Health in the fall of 2015. Elhma and her husband come from small towns in Iran with populations under 1000 people. The area they grew up in is actually quite similar to the area around Wilkie.

Budget 2016-1 7 The Heartland Regional Health Authority approved a balanced operating budget and capital equipment budget for the 2016-17 fiscal year at its meeting on July 14"‘,2016 in Rosetown. The Board also approved the 2016-17 operational plan. The budgets and operational plan are aligned with the provincial health plan and the region's strategic priorities, vision, and values. Heartland Health Region provides services to over 44,000 people in 57 urban and rural communities.

Regional Health Authorities have been directed to reduce administration expenses by $7.5 million with the re- investment of that funding to frontline staff in long term care homes. The administration reduction for Heartland Health Region is $444,000. The Heartland Health Region is in the process of identifying and implementing specific measures that reduce administrative costs and increase point of care staffing in our long term care facilities by that amount.

The capital budget willaddress capital equipment priorities throughout the region's communities by providing funds to purchase equipment and renovations related to patient and staff safety. The Board approved a $650,000 investment. Equipment was identified and prioritized with input from all levels of the organization encompassing factors such as the age of equipment, repair history, vendor support, and others. It takes a significant amount of planning and consultation to select the top priorities from a list that is much broader than available resources. Community partners such as health foundations play a significant role in this.

The region was able to end the 2015-16 year with a small surplus. Achieving a balanced budget for the coming year will be a significant challenge. While Heart|and’s budget will see an overall increase of 2.9% or $2.709M the region must find approximately $1.4M in savings/efficiencies in order to balance. The increase of 2.9% will be utilized to fund collective bargaining increases and physician remuneration.

The operational plan for 2016-17 willfocus on the priority of Primary Health Care Sustainability including a shared vision of Primary Health Care and Chronic Disease Programming. Additional operational initiatives willinclude:

As well as these areas of focus the region will be busy preparing for the Accreditation survey visit from Accreditation Canada in June 2017, continuing work on Emergency Medical Services (EMS)stabilization, working with the Long Term Care Program Guidelines for Special Care Homes, and a focus on Mental Health and Addictions services.

Two long time employees retired this summer. Facilities Supervisor, Rob Minionretired in May and Transportation Supervisor, Earl McKnight retired this month after 45 years.

The new Facilities Supervisor is MichaelZummack. He has spent the last six years as the Manager of Facilities and Transportation for the Holy Family Roman Catholic Separate School Division. He has worked in the construction industry for 20 years and is a journeyman electrician, power engineer, and network engineer. He is also a BICSIcertified telecommunicationsinstaller and Belden certified systems vendor.

Former Rosetown resident Rick McKei| returns to oversee the Transportation Department. Rick hails from Rosetown originallyand worked for 23 years at a local agriculture dealership. He then took the Supervisor of Transportation role at North West School Divisionwhen amalgamation of school divisions took place 2006. He held that position until 2014 and then transferred into a newly created position in that divisionas the Procurement Officerand until he moved back home to Sun West in May. Rick and his wife have three children and just celebrated the arrival of their first grandchild as well.

Sun West extends a huge welcome to the two newest employees in the division office, as well as to all of those who have are new employees across schools the division.

SUN WEST SUBMITS BALANCED BUDGET TO THE MINISTRY

On June 1, the 2016-2017 provincial budget was announced in the legislature with a 0.5% increase in operating funds for the Education sector. Sun West School Division received an overall allocation in funding of $59,929,000.

The Sun West School Division ran a $2.8 milliondollar deficit budget for the 2015-2016 school year to fund one-time funded projects including the Sun West Distance Learning Centre building project and the SWISI (Sun West Initiative for School Improvement) initiative. The Board requested administration prepare a “Balanced Budget’ for the 2016-2017 school year based on the funding estimations leading up to the actual June 1, 2016 provincial budget.

Although adjustments of $3.1 millionwere done by Sun West in preparation for the release of the provincial budget on June 1, 2016, funding was approximately $2.1 milliondollars lower than anticipated following the tabling of the provincial budget by the Saskatchewan Party. Even though Sun West's student population increase was the highest in the province with an increase

1 of 559 students representing a 12.5% increase, the funding was only increased by 1.99%. A significant factor is that the provincialCollective Bargaining Agreement increase for teachers of to 1.9% would not be covered by the new provincialbudget. Sun West has taken several steps find this $2.1 milliondollar shortfall including the reorganization of administrativesupport personnel, adjusting facilities and transportation budget areas, and finding savings in technology.

The Sun West School Division willnow submit their balanced budget to the Ministryfor approval.

The first day of classes for students is September 15',2016.
