WCMGC Oct 27,2016 Approved Minutes WEST CENTRAL MUNICIPAL GOVERNMENT COMMITTEE MINUTES- OCTOBER 27, 2016 Minutes of the Meeting of the West Central Municipal Government Committee held in the Landis Community Centre, Landis, Saskatchewan on Thursday, October 27, 2016. Urban Co-Chairman: Gwenn Kaye Rural Co-Chairrnan: Bill Owens Administrator: Stacy Hawkins Urban Co-Chair Gwenn Kaye called the meeting to order at 10:30 am. On behalf of the Village of Landis and the RM of Rosemount, Administrator AliciaLeclercq and Councillor Gary Braithwaite welcomedthe delegates to the Village of Landis and RM of Rosemount. The 30 delegates introducedthemselves and stated where they were from. 97/16 AGENDA Kathy Heilman, Town of Wilkie/Gerald Gerlinsky, RM #379: THAT the agenda be accepted as presented. CARRIED 98/16 MINUTES Brian Watson, RM #347/Robert Dewey, Sun West S.D.: THAT the Minutes of the September22, 2016 meeting in the Town of Cut Knife be adopted as presented. CARRIED SUMA Al Heron reported on some available grants which are outlinedin the SUMA Urban REPORT Update and a George Cuff workshop is coming up in the Town of Eston. A copy of the SUMA UrbanUpdate dated October 17, 2016 is annexed as Attachment “A”. 99/16 SUMA Al Heron, Town of Eston/Amanda Carruthers, Town of Biggar: REPORT THAT the SUMA Report as presentedby Al Heron be accepted and annexed to these minutes as Attachment “A”. CARRIED SARM Rod Wiens reported on the proposed carbon tax by the FederalGovernment, REPORT less federal funding will be coming to the province in health care and the mid-term convention coming up in November. A copy of the SARM Update for September, 2016 in annexed as Attachment “B”. 100/16 SARM Rod Wiens, RM #318/Al Heron, Town of Eston: REPORT THAT the SARM Report as presentedby Rod Wiens be accepted and annexed to these minutes as Attachment “B”. CARRIED 101/16 HEALTH Stew Severson, Town of Kerrobert/Kathy Heilman, Town of Wilkie: REPORT THAT the Health Report as submittedby Heartland Health Region be accepted and annexed to these minutes as Attachment “C”. CARRIED ED Robert Dewey, Sun West School Division, presented his written report which is REPORT annexedas Attachment “D”. ‘ 02/16 ED Robert Dewey, Sun West S.D./W.H. CARRIED 103/16 SC & REC Amanda Carruthers, Town of Biggar/Lana Gerein, Town of Wilkie: REPORT THAT the Sport, Culture & Recreation Report as submittedby Kerry Bailey be accepted and annexed to these minutes as Attachment “E”. CARRIED 104/16 FINANCE & Stacy Hawkins, RM#380/Kathy Heilman, Town of Wilkie: MEM.RPT. THAT the Finance and Membership Report be accepted and annexed to these minutes as Attachment “F”. CARRIED TRANS Stew Seversen reported on the Provincial Conference held in October, 2016. Discussion REPORT was held on the future of TMS roads and other highways in the province with regard to funding challenges. The next ATPC meeting is scheduled for November 7, 2016 in Scott. 105/16 TRANS Stew Seversen , Town of Kerrobert/Lorne Sheppard, RM #225&Lucky Lake: REPORT THAT the Transportation Report as presented by Stew Seversen be approved. CARRIED Dr. Torr, Chief Medical Officer with HeartlandHealth Region, provided information on health trend changes in the region, challenges with chronic disease, good immunization rates in our region, communicabledisease educationto prevent outbreaks, high smoking rates, encouraging radon testing in households, the high proportion of seniors in this region, the provision of good water in our communities, the importance of oral health and the increase in sexually transmitted diseases throughout the province. In?uenza season is just beginning and immunization clinics will be starting October 31, 2016. Gayle Riendeau, Interim CEO for Heartland Health Region, answered questions arising from the Heartland Health report. Stephen Davies, National Traffic Authority, provided an update on progress with the Ministry of Justice in providing contract services for Community Safety Of?cers. At this point the National Traffic Authority is looking at a contract charge to municipalities of $90.00 per hour for enforcement services. NEW The West Central AGM is scheduledfor November 24, 2016 in Kindersley, the BUSINESS agenda will include elections, appointments and a presentation from the Ministry of Government Relations on Public Disclosure Statements, Council Oath of Of?ce and Council Code of Ethics. OLD Discussion was once again held regarding the possibility of amending our Terms of BUSINESS Reference relating to membership and voting rights for Community Planning District Boards. Further discussion will be held again in Landis. The only date left available in 2017 to host a meeting is September 28, 2017. Please contact Stacy Hawkins if your municipality would be interestedin hosting on that date.
