Minutes of the Meeting of the West Central Municipal Government Committee held in the Landis Community Centre, Landis, on Thursday, October 27, 2016.

Urban Co-Chairman: Gwenn Kaye Rural Co-Chairrnan: Bill Owens Administrator: Stacy Hawkins Urban Co-Chair Gwenn Kaye called the meeting to order at 10:30 am.

On behalf of the Village of Landis and the RM of Rosemount, Administrator AliciaLeclercq and Councillor Gary Braithwaite welcomedthe delegates to the Village of Landis and RM of Rosemount.

The 30 delegates introducedthemselves and stated where they were from.

TRANS Stew Seversen reported on the Provincial Conference held in October, 2016. Discussion REPORT was held on the future of TMS roads and other highways in the province with regard to funding challenges. The next ATPC meeting is scheduled for November 7, 2016 in Scott.

Dr. Torr, Chief Medical Officer with HeartlandHealth Region, provided information on health trend changes in the region, challenges with chronic disease, good immunization rates in our region, communicabledisease educationto prevent outbreaks, high smoking rates, encouraging radon testing in households, the high proportion of seniors in this region, the provision of good water in our communities, the importance of oral health and the increase in sexually transmitted diseases throughout the province. In?uenza season is just beginning and immunization clinics will be starting October 31, 2016.

Gayle Riendeau, Interim CEO for Heartland Health Region, answered questions arising from the Heartland Health report.

Stephen Davies, National Traffic Authority, provided an update on progress with the Ministry of Justice in providing contract services for Community Safety Of?cers. At this point the National Traffic Authority is looking at a contract charge to municipalities of $90.00 per hour for enforcement services.

NEW The West Central AGM is scheduledfor November 24, 2016 in , the BUSINESS agenda will include elections, appointments and a presentation from the Ministry of Government Relations on Public Disclosure Statements, Council Oath of Of?ce and Council Code of Ethics.

OLD Discussion was once again held regarding the possibility of amending our Terms of BUSINESS Reference relating to membership and voting rights for Community Planning District Boards. Further discussion will be held again in Landis. The only date left available in 2017 to host a meeting is September 28, 2017. Please contact Stacy Hawkins if your municipality would be interestedin hosting on that date.

Federal RailSafety Improvement Program

-_The Government of Canada has recently announcedan expanded RailSafety Improvement Program focused on funding for: improvingthe safety of existing rail lines; closing unsafe or unused grade crossings; and initiatives that raise awarenessabout railsafety concernsacross Canada.The government has allocated$12 millionto the program in 2016-17, $20 millionin 2017-18, and $20 millionin 2018-19.

Urban governments can apply directly to the federal government for funding, and the deadlinesfor applications are December23, 2016 for infrastructure and projects, and January 31, 2017 for publiceducation awarenessprojects.

2016 Rural Municipal Election Online Reporting Tool for RMs Once again. SARM is excited to be hosting a real-time, online reporting toolfor RMs to publicallypost their election candidates and results for the upcoming rural municipal election. The site allows for real- time reporting on election night, as well as provides an online forum to view candidates prior to the election. On September 15, 2016. SARM sent an e-mail with a linkto the election reporting website for 2016 and each RMAdministrator was provided a unique username and password to log in and enter the municipality's election candidates and results via the website.

ATTACHMENT "C" West Central Government Committee October 2016 Better Health In?uenza Immunizations to Begin October 31 Immunizations are the best way to protect yourself, your family, and those around you from influenza. The Heartland Health Region will begin its seasonal influenza immunization campaign with the first clinics of the season beginning October 31st. Vaccine will once again be available to all Saskatchewan residents at no cost. This year, the public influenza vaccination program will be providing only the injectable vaccine. Furthermore, this years injectable vaccine will have four protective components as opposed to previous years where there have been three. This gives a wider spectrum of protection. There will be no free nasal mist. Recommendations from both the Canadian and American immunization advisory committees, based on recent studies, are that the injectable vaccine is more effective. Any person can attend any of the available public clinics to receive their immunization. Several clinics will be offered in a number of communities throughout the region starting on October 315‘.Many of these clinics offer evening hours for those unable to attend a clinic during regular business hours. Everyone is encouraged to receive their seasonal influenza vaccination.

High risk groups for influenza include health care workers, adults and children with chronic health conditions, child care providers, residents of nursing homes and long term care facilities, seniors, healthy pregnant women, and children younger than 5 years but older than 6 months of age.

Pharmacists will provide free flu vaccinations again this year as part of the province's seasonal influenza (flu) immunization program. This additional option provides increased access, choice and convenience for residents. in addition to the public health immunization campaign, the public may also choose to receive their immunization from participating physician/nurse practitioner offices and pharmacies. Please speak with your physician, nurse practitioner, or pharmacist to inquire about their offering of influenza immunizations.

Talking to Youth Live (TTYL) The Sun West School Division, Heartland Health Region and the Drug and Alcohol Awareness Wellness Network (DAWN) are partnering to offer a full day event for grades 7-9 students. This event is called Talking to Youth Live (TTYL). It is an interactive day to educate and create awareness in youth about alcohol and illegal drug use, while networking, learning about healthier alternatives and having fun. The Talking to Youth Live program was run in Elrose on October 13th. It will also be held in Rosetown on November 17"‘,Kindersley on February 9"‘,2017 and Outlook on March 16"‘,2017.

Launch of Twitter On October 15th we launched our Twitter account: @heartlandhr. After 5 days we already had 38 followers and it is growing every day. Our plan is to use it as another tool of communications. It was a great time to launch just ahead of our influenza immunization campaign.

The Sun West School Division was proud to recognize the hard work, dedication and success of our teachers, staff and students during Education Week. The theme this year is Celebrating Today, Preparing for Tomorrow.

Education Week provided an opportunity to celebrate student success and recognized our dedicated professionals across the province. Itwas also an opportunity to celebrate the achievements of our students and the dedication of our education professionals throughout the yean

This years theme: Celebrating Today, Preparing for Tomorrow, was about recognizing student achievement and teaching excellence that occur each day in our schools while continuing to prepare our students for a brighter future before and after graduation.

Schools throughout the Sun West School Division celebrated Education Week in various ways. October 17.2016 was also proclaimed School Bus Driver Appreciation Day to celebrate and thank our dedicated drivers who get our students to and from school safely evewday. To qualify for a General Proficiency Award, a student must be a grade twelve graduate, attending or planning to attend, a post-secondary institution. Each award is a $400.00 bursary provided by the ProvincialMinistry of Education. The awards are granted to students who demonstrate academic excellence as indicated by their averages in seven grade twelve subjects. The recipients across Sun West had averages between 98% and92%. Congratulations to the Sun West School Divisiongraduates on your accomplishments.
