Annexure -N 99 1 INTRODUCTION OF CITY AGRA 2 Preliminary: Name of CITY: AGRA 1.1 Background Information Situation: (Regional) Origin and Development MAP 1.2 Agra is the city of the inimitable Taj Mahal. The story of Agra begins much earlier than the Taj, However it finds mention in the epic Mahabharata when it was called Agrabana . Ptolemy, the famous second century A.D. geographer, marked it on his map of the world as Agra. Tradition and legend ascribe the present city of Raja Badal Singh (around 1475 A.D.) whose Fort, Badalgarh, Stood on or near the site of the present Fort. However, the 12th century A.D. Persian poet Salman, too, speaks of a desperate assault on the fortress of Agra, then held by one King Jaipal, by sultan Mahmud of Ghazni. It was Mughals who finally nurtured Agra with the finest monuments architects could design: The Taj Mahal of Shah Jahan, Agra Fort of Akbar, Atmad-Ud-Daulah and neighboring Sikandra are but few of the many that spangle the city, each of which stands in mute testimony to the city's grandeur over the ages. 1.2 General Topography: MAP 1.3 Location, Boundaries and Weather:-The Agra district is situated in western U.P., between 27.11' degree Latitude North and 78.0' degree to 78.2' degree Longitude East. Its Altitude is 169 meters above sea level. On the North, it is bounded by Mathura District, On the South, it is bounded by Dhaulpur District, On the East, it is bounded by Firozabad District and On the West, it is bounded by Bharatpur. Agra is situated on the bank of Yamuna River. Normal slope land is towards river Yamuna, Contour Survey is attached Map 1.5 indicate that south & western part is higher than to the remaining part. Most of watershed area has natural drains (known as Nallah) carries the rain run off and wastewater towards river Yamuna towards North East and East. 3 The city of Agra is divided in to 25 Zones with population of 9.48 Lac as per the 1991cencus and spread over 141 Sq. Km. resulting a population density of 6,724 persons per Sq. Km. The maximum temperature of Agra rises to 47 oC and drops down to 3 oC during winter seasons. The average annual rain fall at Agra is about 685 mm. The ground level of Agra varies from 170M to 150 M from Sikandra to Trans Yamuna. The underground stratum consists of mainly of loam, sandy soil and subsoil. water table is generally 20 to 30 meter below ground. 1.3 Area and Population ( of Agra District ) According to Census 1991, the area of Agra district is 4027.00 sqr. km., Where Rural area is 3838.60 sqr. km. and Urban area is 188.40 sqr. km.. Its Total Population is 27,51,021 out of which Males are 15,01,927 and Females are 12,49,094. Of the Total Population, 16,39,935 constitute the Rural Population and 11,11,086 are makes the Urban Population. 1.4 Infrastructure The Agra district is divided into Six Tehsils and 15 Blocks. Total number of Nayay Panchayats in the district are 114 while Gram Sabhas stands at 636. The total populated MAP 1.4 villages are 904. The total number of police stations in the district are 41 out of which 16 are in Urban area and 25 are in Rural area. The total number of Railway Stations (including Halts) are 29 and Bus Stands/Bus Stops are 144. Total length of Broad Guage lines is 196 K.M. and Meter Guage is 35 K.M.. 4 Over View of Agra MAP 1.5 5 . 1.5 Transport Systems: Agra is well connected by Road, Rail and Air as per following Rail: has divisional office of NC Railways, having three major railway Stations i.e. Agra cantt., Raja Ki Mandi and Agra Fort, and two minor railway stations i.e. Idgah and Agra City. 1.6 Road: well connected, as it is situated on NH 2 and starting point of Agra Bombay Road. Air: Agra civil air Port at Kheria. 1.7 Land Use: Since Agra is historic town , it has typical growth pattern with a nucleus and satellite habitats. Agra District has Master plan for yr. 2000-2021. This was developed by Agra Development Authority, which has clear demarcation of residential and industrial zones. Area outside the Town is mostly used in Agriculture and related use except some parts of Bah and Fatehabad which has ravines near bank of River Yamuna and River Chambal. They have no proper space to prepare their food , sell their goods and keep hygienic dispensing condition at their food card and nearby cart area. In the survey it found following condition of the vendors. Place for sell goods : the vendors have no particular area ( defined by local urban bodies ) to sell their goods. They sell their goods by standing roadsides and where they have little space. Some of vendors are standing near the drainage area and some time upon the sewerage line. Harassment of vendors : the unwanted person of that area eat their goods without payment on the name of protection. The in charge of sanitation of that area asked about for unsolicited favour or other benefits to stand. In the market area shopkeepers also asks to remove their food cart from front of their shops while they sell their good by road side. Condition of food cart : the food cart of present situation is not properly made for selling the goods. With No proper arrangement for cooking and selling. They have no proper assess for cooking and clean pure drinking water. Electricity : Since vendor have no electrical connection, they have used emergency light or lamp burned by kerosin. Thus they have to pay more amount than electricity. Health and insurance : in absence of medical cover / alternate vendoring option a sick or ill vendor forced hardship. 7 INTERVENTIONS PROPOSED FOR SAFE FOOD TOWN The Ministry proposes the following interventions in this component to achieve the desired objectives: ● Initial survey of street food vendors for needs assessment in a fair and transparent manner. ● Identification of the street food vendors for assistance. ● Provide training to the street food vendors to enable them to voluntarily adopt the hygienic practices to improve the quality of food served. ● Assist them in getting registered and provide them with identity cards, possession of authorized vending spaces in the vending zones from the municipal authorities. ● Health checks to ascertain the status of health of the vendors/ their families and follow up immunization programme. ● Insurance; health cover for the vendor and a maximum of 4 members in her/his family, life insurance cover for accidental death/ dismemberment/ partial disability and insurance cover for the processing and vending equipment/cart/kiosk avoiding overlap and duplication of other public funded schemes. ● Grant of 25% towards the cost of a scientifically designed safe & hygienic food cart/kiosk or Rs 7,500 (Rupees Seven thousand five hundred only), whichever is lower, as the grant portion of the food-cart/ kiosk. Facilitating micro-finance to the selected vendors for the rest of the amount for cart/kiosk and working capital. ● Promote the concept of ‘Clean and Tasty’ street food through awards for the best vendors, municipalities. 8 IMPLEMENTATION MECHANISM FOR SCHEME: The implementation of the entire project is being done by local concerned Urban Local Body (ULB) i.e. Agra nagar Nigam here after will be referred as ANN. Step -1 Selection process • ANN has published an advertisement ( Annexure-M ) in local Hindi news pare Amar Ujala inviting prospecting vendor to join the safe food town scheme. Vendor are asked to deposit the filled form with requisite supporting documentation to nodal officer of this project at Nagar Nigam Agra • Simultaneously Agra Nigam appointed Dass Rasayanic services as Project implementation agency (PIA) after following free & fair selection process.
