Report Code: 001_GBP_IIT_GEN_DAT_01_Ver 1_Dec 2010 River Ganga at a Glance: Identification of Issues and Priority Actions for Restoration Report Code: 001_GBP_IIT_GEN_DAT_01_Ver 1_Dec 2010 Preface In exercise of the powers conferred by sub‐sections (1) and (3) of Section 3 of the Environment (Protection) Act, 1986 (29 of 1986), the Central Government has constituted National Ganga River Basin Authority (NGRBA) as a planning, financing, monitoring and coordinating authority for strengthening the collective efforts of the Central and State Government for effective abatement of pollution and conservation of the river Ganga. One of the important functions of the NGRBA is to prepare and implement a Ganga River Basin: Environment Management Plan (GRB EMP). A Consortium of 7 Indian Institute of Technology (IIT) has been given the responsibility of preparing Ganga River Basin: Environment Management Plan (GRB EMP) by the Ministry of Environment and Forests (MoEF), GOI, New Delhi. Memorandum of Agreement (MoA) has been signed between 7 IITs (Bombay, Delhi, Guwahati, Kanpur, Kharagpur, Madras and Roorkee) and MoEF for this purpose on July 6, 2010. This report is one of the many reports prepared by IITs to describe the strategy, information, methodology, analysis and suggestions and recommendations in developing Ganga River Basin: Environment Management Plan (GRB EMP). The overall Frame Work for documentation of GRB EMP and Indexing of Reports is presented on the inside cover page. There are two aspects to the development of GRB EMP. Dedicated people spent hours discussing concerns, issues and potential solutions to problems. This dedication leads to the preparation of reports that hope to articulate the outcome of the dialog in a way that is useful. -

While I have a feeling of a colossus today, it is only ephemeral and is instantaneously overtaken by a sense of humility. Democracy gives wings to the wingless, cautioning us all the while, that howsoever high or wide our flight may be, we must remain connected to the ground. For giving me this opportunity, I am grateful to the Hon'ble Prime Minister Dr. Manmohan Singh and the UPA Chairperson, Smt. Sonia Gandhi and pay my homage to the sacred memory of Sh. Madam Speaker, as I proceed, my thought goes to a particularly severe cold spell during the recent winter, when it was snowing heavily in Kashmir valley, and suspension of road and air services had brought life to a grinding halt. Photographs appearing in Newspapers showing a train covered with snow emerging from a similar white background, carrying passengers travelling over the recently commissioned Qazigund - Baramulla section instilled in me a sense of immense pride. -

NEHRU’S ‘THE DISCOVERY OF INDIA’ 157 Nehru’s ‘Discovery of India’ The Role of Science in India’s Development Science should unite and not break-up India ‘I love India, not because I have had the chance to be born on its soil but because she has saved through limitless ages the living words that have issued from the illuminated consciousness of her great sons’. So wrote our great poet Rabindranath Tagore several years ago but few among the modern generation of intelligent youth have bothered to get even a glimpse of what that glorious heritage of India was. Valmiki, Vyasa, Kalidasa and Bhavabhuthi are just names. The masses of India, however, are better informed, Rama¯yana and Maha¯bharatha have impressed on their mind the oneness of India. Every village, at least till recently, had a Bhajan Mandal where the entire village would participate. Pilgrimages were undertaken with great religious fervour to holy places like Varanasi, Gaya, Rameswaram, Dwarka, Puri and Haridwar, Badrinath and Amarnath. These inculcated in the minds of the people the vastness and variety of their homeland and welded them as one human entity. This tradition of unity and integrity of the country is being destroyed by the self-serving politicians jockeying for power and sowing seeds of hatred in an otherwise peaceful population. Science has barely tried to perpetuate this unifying influence. ‘The Discovery of India’ by Nehru When my mind was deeply distressed at the present state of the country, I was drawn to a review of the book ‘The Discovery of India’, a recent edition of which has been brought out by the Penguin publishers. -
