Landers Aug. 18, 2007 1201 a.m. ET Sacco & Vanzetti By Bruce Watson Viking, 433 pages, $25.95 Furious at the indictments of his fellow anarchists Nicola Sacco and Bartolomeo Vanzetti -- charged with the murder of a shoe-factory paymaster and his guard in South Braintree, Mass. -- Mario Buda headed for New York City in September 1920. When he got there, he obtained a horse and wagon and placed in it a large dynamite bomb filled with cast-iron sash weights and equipped with a timer. On a Thursday morning, he drove to the corner of Wall and Broad Streets, parked across the street from J.P. Morgan and Co. and disappeared. The noontime explosion killed 33 people, injured several hundred and caused millions of dollars in property damage. His philosophical point made, Buda soon returned to Italy, beyond the reach of American law. William J. Flynn, director of the Justice Department's Bureau of Investigation, blamed the Wall Street bombing on the Galleanists, militant followers of the deported anarchist leader Luigi Galleani -- "the same group of terrorists," he said, that was responsible for coordinated bombings on June 2, 1919, in Washington and six other cities. Buda was indeed a Galleanist -- and so were Sacco and Vanzetti.

Photo: Library of Congress, New York World-Telegram and the Sun Newspaper Photograph Descriptions of the event on Wall Street might seem eerily familiar. “It was a crush out of a blue sky—an unexpected, death-dealing bolt,” one witness observed, “which in a twinkling turned into a shambles the busiest corner of America’s financial center and sent scurrying to places of shelter hundreds of wounded, dumb-stricken, white-faced men and women—fleeing from an unknown danger.… Looking down Wall Street later I could see arising from the vicinity of the subtreasury building and the J.P. Morgan and Co. bank, a mushroom-shaped cloud of yellowish, green smoke which mounted to a height of more than 100 feet, the smoke being licked by darting tongues of flame.” Many of the World War I veterans on the scene suspected that the “infernal machine” that wreaked such destruction had come from the skies, but the delivery system consisted of a horse-drawn wagon. On September 16, 1920, an explosion at the corner of Wall and Broad Streets in downtown Manhattan killed 39 people and wounded hundreds more. It would be the deadliest terror attack on American soil until the Oklahoma City bombing 75 years later. Despite its proximity to the attacks on New York on September 11, 2001, the Wall Street bombing of 1920 has more in common with the public sentiment at the Occupy Wall Street protests in lower Manhattan today—with one notable exception.

This period is widely known as the First Red Scare, and is framed as a reaction to recent anarchist terrorism, syndicalist unionizing, and the Bolshevik Revolution.

I argue that this history demonstrates a process of threat construction and changes in institutions, laws, and policies. These changes came about through a mixture of complex social and political factors, but the perception of threat significantly influenced their content and the populations they were directed against. This was particularly the case in the state’s response to European anarchists, in which the response could be described as against an “inflated” perception of threat, while the response to the KKK and Irish-American Fenians was more constrained.
