The Livingstone Shire Local Disaster Management Plan (LDMP) has been prepared to ensure there is a consistant approach to Diaster Management in the Livingstone Shire. This plan is an important tool for managing potential disasters and is a demonstrated commitment towards enhancing the safety of the Livingstone Shire community. The plan identifies potential hazards and risks in the area, identifies steps to mitigate these risks and includes strategies to enact should a hazard impact and cause a disaster. This plan has been developed to be consistant with the Disaster Management Standards and Guidelines and importantly to intergrate into the Queensland Disaster Management Arrangements (QDMA). The primary focus is to help reduce the potential adverse effect of an event by conducting activities before, during or after to help reduce loss of human life, illness or injury to humans, property loss or damage, or damage to the environment. I am confident the LDMP provides a comprehensive framework for our community, and all residents and vistors to our region can feel secure that all agenices involved in the Livingstone Shire LDMP are dedicated and capable with a shared responsibility in disaster management. Emergency appeal Philippines: Typhoon Goni Revised Appeal n° MDRPH041 To be assisted: 100,000 people Appeal launched: 02/11/2020 Glide n°: TC-2020-000214-PHL DREF allocated: 750,000 Swiss francs Revision n° 1; issued: 13/11/2020 Federation-wide funding requirements: 16 million Swiss Appeal ends: 30/11/2022 (24 months) Francs for 24 months IFRC funding requirement: 8.5 million Swiss Francs Funding gap: 8.4 million Swiss francs funding gap for secretariat component This revised Emergency Appeal seeks a total of some 8.5 million Swiss francs (revised from CHF 3.5 million) to enable the IFRC to support the Philippine Red Cross (PRC) to deliver assistance to and support the immediate and early recovery needs of 100,000 people for 24 months, with a focus on the following areas of focus and strategies of implementation: shelter and settlements, livelihoods and basic needs, health, water, sanitation and hygiene promotion (WASH), disaster risk reduction, community engagement and accountability (CEA) as well as protection, gender and inclusion (PGI). Funding raised through the Emergency Appeal will contribute to the overall PRC response operation of CHF 16 million. The revision is based on the results of rapid assessment and other information available at this time and will be adjusted based on detailed assessments. The economy of the Philippines has been negatively impacted by the COVID-19 pandemic, with millions of people losing livelihoods due to socio-economic impacts of the pandemic. As COVID-19 continues to spread, the Philippines have kept preventive measures, including community quarantine and restriction to travel, in place. -

Nativiclacl(2) (1) Bureau of Fisheries and Aquatic Resources, 860 Arcadia Bldg., Quezon Avenue, Quezon City 3008, Philippines - [email protected] (2) Frabelle Fishing Company, 1051 North Bay Blvd., Navotas, Metro Manila, Philippines Abstract Payao is a traditional concept, which has been successfully commercialized to increase the landings of several species valuable to the country's export and local industries. It has become one of the most important developments in pelagic fishing that significantly contributed to increased tuna production and expansion of purse seine and other fishing gears. The introduction of the payao in tuna fishing in 1975 triggered the rapid development of the tuna and small pelagic fishery. With limited management schemes and strategies, however, unstable tuna and tuna-like species production was experienced in the 1980s and 1990s. In this paper, the evolution and development of the payao with emphasis on the technological aspect are reviewed. The present practices and techniques of payao in various parts of the country, including its structure, ownership, distribution, and fishing operations are discussed. Monitoring results of purse seine/ringnet operations including handline using payao in Celebes Sea and Western Luzon are presented to compare fishing styles and techniques, payao designs and species caught. The fishing gears in various regions of the country for harvesting payao are enumerated and discussed. The inshore and offshore payaos in terms of sea depth, location, designs, fishing methods and catch composi- tion are also compared. Fishing companies and fisherfolk associations involved in payao operation are presented to determine extent of uti- lization and involvement in the municipal and commercial sectors of the fishing industry. -

Firstly, it is the most intense cyclone to make landfall so far south on the east coast of Australia during the satellite era. Secondly, it rapidly intensified from a Category 2 to a Category 5 system in 36 hours. While coastal residents of the region, including Yeppoon and Byfield are accustomed to receiving cyclone forecasts and warnings, many were taken by surprise by the intensity of Marcia and the fact that it wasn’t another ‘near miss’. Being situated further inland, the residents of Rockhampton were even more surprised. Given the rapid escalation in intensity of this event, the effective transmission of warnings and how these were used to inform mitigation and community preparedness was particularly important. -

Building Disaster and Climate Resilient Cities in ASEAN Draft Finnal Report APPENDIX 8: DAMAGES CAUSED BY NATURAL DISASTERS A8.1 Flood & Typhoon Table A8.1.1 Record of Flood & Typhoon (Cambodia) Place Date Damage Cambodia Flood Aug 1999 The flash floods, triggered by torrential rains during the first week of August, caused significant damage in the provinces of Sihanoukville, Koh Kong and Kam Pot. As of 10 August, four people were killed, some 8,000 people were left homeless, and 200 meters of railroads were washed away. More than 12,000 hectares of rice paddies were flooded in Kam Pot province alone. Floods Nov 1999 Continued torrential rains during October and early November caused flash floods and affected five southern provinces: Takeo, Kandal, Kampong Speu, Phnom Penh Municipality and Pursat. The report indicates that the floods affected 21,334 families and around 9,900 ha of rice field. IFRC's situation report dated 9 November stated that 3,561 houses are damaged/destroyed. So far, there has been no report of casualties. Flood Aug 2000 The second floods has caused serious damages on provinces in the North, the East and the South, especially in Takeo Province. Three provinces along Mekong River (Stung Treng, Kratie and Kompong Cham) and Municipality of Phnom Penh have declared the state of emergency. 121,000 families have been affected, more than 170 people were killed, and some $10 million in rice crops has been destroyed. Immediate needs include food, shelter, and the repair or replacement of homes, household items, and sanitation facilities as water levels in the Delta continue to fall. -

Briefing note 12 November 2020 PHILIPPINES KEY FIGURES Typhoon Goni CRISIS IMPACT OVERVIEW 1,5 million PEOPLE AFFECTED BY •On the morning of 1 November 2020, Typhoon Goni (known locally as Rolly) made landfall in Bicol Region and hit the town of Tiwi in Albay province, causing TYPHOON GONI rivers to overflow and flood much of the region. The typhoon – considered the world’s strongest typhoon so far this year – had maximum sustained winds of 225 km/h and gustiness of up to 280 km/h, moving at 25 km/h (ACT Alliance 02/11/2020). • At least 11 towns are reported to be cut off in Bato, Catanduanes province, as roads linking the province’s towns remain impassable. At least 137,000 houses were destroyed or damaged – including more than 300 houses buried under rock in Guinobatan, Albay province, because of a landslide following 128,000 heavy rains caused by the typhoon (OCHA 09/11/2020; ECHO 10/11/2020; OCHA 04/11/2020; South China Morning Post 04/11/2020). Many families will remain REMAIN DISPLACED BY in long-term displacement (UN News 06/11/2020; Map Action 08/11/2020). TYPHOON GONI • As of 7 November, approximately 375,074 families or 1,459,762 people had been affected in the regions of Cagayan Valley, Central Luzon, Calabarzon, Mimaropa, Bicol, Eastern Visayas, CAR, and NCR. Of these, 178,556 families or 686,400 people are in Bicol Region (AHA Centre 07/11/2020). • As of 07 November, there were 20 dead, 165 injured, and six missing people in the regions of Calabarzon, Mimaropa, and Bicol, while at least 11 people were 180,000 reported killed in Catanduanes and Albay provinces (AHA Centre 07/11/2020; UN News 03/11/2020). -

Situation analysis Description of the disaster The monsoon depression over the northeast Bay of Bengal and adjoining Bangladesh coast intensified into a cyclonic storm named ‘Komen’ on Wednesday, 29 July 2015, threatening to cause further downpours in regions that are already affected by the recent two phased flash floods and landslides which started since end of June 2015. Since mid-July, IFRC has been monitoring the situation and working closely with BDRCS on necessary response. The monsoon rain season started in most part of the country in June. Three districts (Cox’s Bazar, Chittagong and BDRCS and IFRC assessment team deployed to collect information from the Bandarban) have been badly affected by displaced people in Cox’s Bazar district.
