First, it conducts a survey of past and present Northern Sea Route (NSR) cargo flows. Then follow discussions of the route’s commercial potential as a transit route, as well as of its economic importance and relevance for each of the Russian Arctic regions. These discussions are summarized by estimates of what types and volumes of NSR cargoes that can realistically be expected in the period 2000-2015. This is then followed by a survey of the status quo of the NSR infrastructure (above all the ice-breakers, ice-class cargo vessels and ports), with estimates of its future capacity. Based on the estimated future NSR cargo potential, future NSR infrastructure requirements are calculated and compared with the estimated capacity in order to identify the main, future infrastructure bottlenecks for NSR operations. The information presented in the report is mainly compiled from data and research results that were published through the International Northern Sea Route Programme (INSROP) 1993-99, but considerable updates have been made using recent information, statistics and analyses from various sources. -

235 Shrimp fishing in Mexico Based on the work of D. Aguilar and J. Grande-Vidal AN OVERVIEW Mexico has coastlines of 8 475 km along the Pacific and 3 294 km along the Atlantic Oceans. Shrimp fishing in Mexico takes place in the Pacific, Gulf of Mexico and Caribbean, both by artisanal and industrial fleets. A large number of small fishing vessels use many types of gear to catch shrimp. The larger offshore shrimp vessels, numbering about 2 212, trawl using either two nets (Pacific side) or four nets (Atlantic). In 2003, shrimp production in Mexico of 123 905 tonnes came from three sources: 21.26 percent from artisanal fisheries, 28.41 percent from industrial fisheries and 50.33 percent from aquaculture activities. Shrimp is the most important fishery commodity produced in Mexico in terms of value, exports and employment. Catches of Mexican Pacific shrimp appear to have reached their maximum. There is general recognition that overcapacity is a problem in the various shrimp fleets. DEVELOPMENT AND STRUCTURE Although trawling for shrimp started in the late 1920s, shrimp has been captured in inshore areas since pre-Columbian times. Magallón-Barajas (1987) describes the lagoon shrimp fishery, developed in the pre-Hispanic era by natives of the southeastern Gulf of California, which used barriers built with mangrove sticks across the channels and mouths of estuaries and lagoons. The National Fisheries Institute (INP, 2000) and Magallón-Barajas (1987) reviewed the history of shrimp fishing on the Pacific coast of Mexico. It began in 1921 at Guaymas with two United States boats. -

Due to the Arctic’s historic inaccessibility and corresponding vulnerable ecosystems, Arctic shipping activities must be carried out sustainably. In this study, a content analysis method was adopted to detect Chinese perspectives toward sustainable Arctic shipping based on qualitative data collected from the websites of several Chinese government agencies. Results show that, first, China emphasizes the fundamental role played by scientific expeditions and studies in developing Arctic shipping routes. Second, China encourages its shipping enterprises to conduct commercial and regularized Arctic voyages and intends to strike a good balance between shipping development and environmental protection. Third, China actively participates in Arctic shipping governance via extensive international cooperation at the global and regional levels. Several policy recommendations on how China can develop sustainable Arctic shipping are proposed accordingly. Keywords: sustainability; Arctic shipping; governance; China 1. To assess the navigability of trans-Arctic passages, combined model and satellite sea ice thickness (CMST) data covering both freezing seasons and melting seasons are integrated with the Arctic Transportation Accessibility Model (ATAM). The trans-Arctic navigation window and transit time are thereby obtained daily from modeled sea ice fields constrained by satellite observations. Russ The Pacific Ring of Fire manifests itself in numerous places on the rim of the Pacific Ocean – but nowhere more dramatically than in Russia’s Far East. Along one of the world’s most active plate boundaries, the Pacific plate subducts under the Eurasian plate and the resulting volcanic and geothermal activity has built a unique and amazing landscape. Upwelling from the deep trenches formed by this action and currents around the many islands means there is an abundance of food for both birds and marine mammals, making the seas here amongst the richest in the world. The region’s human history is as interesting and as fascinating as the geological history and it is closely connected to the oceans that surround it. The earliest people to settle in the RBL Russia - Ring of Fire Itinerary 2 region, the Ainu, lived from the sea. Explorer Vitus Bering and, at the height of the Cold war, Russia’s formidable Pacific Fleet, were based in the region. The secrecy surrounding the fleet resulted in the region being ‘closed’ even to Russians, who had to obtain special permits to travel to and within the area. It is only now, two decades since Perestroika, that people can travel relatively freely here, although there is still very little in the way of infrastructure for visitors. This voyage takes us where very few people have been – or are able to go. The region falls into three quite distinct and unique geographical regions: the Kamchatka Peninsula, the Commander Islands (the western extremity of the Aleutian chain of islands) and the Kuril Islands. -
