The military helicopter segment has been impacted significantly by continued defense budgetary pressures across most traditional markets, and a recent slide in global crude oil prices has impacted the demand for new civil helicopters as well as the level of activity for existing fleets engaged in the offshore oil & gas exploration sector. This situation has impacted industry OEMs significantly, many of which had been working towards strengthening the civil helicopter segment to partially offset the impact of budgetary cuts on the military segment. However, the medium- to long-term view of the market is promising given the presence of strong fundamentals and persistent, sustainable growth drivers. The market for military helicopters in particular is set to cross a technological threshold in the form of next-generation compound helicopters and tilt rotorcraft. -

Abstract: This accident summary report discusses the August 5, 2008, accident involving a Sikorsky S-61N helicopter, N612AZ, which impacted trees and terrain during the initial climb after takeoff from Helispot 44 (H-44), located at an elevation of about 6,000 feet in mountainous terrain near Weaverville, California. The pilot-in-command, the safety crewmember, and seven firefighters were fatally injured; the copilot and three firefighters were seriously injured. Impact forces and a postcrash fire destroyed the helicopter, which was being operated by the U.S. Forest Service (USFS) as a public flight to transport firefighters from H-44 to another helispot. The USFS had contracted with Carson Helicopters, Inc. (CHI), of Grants Pass, Oregon, for the services of the helicopter, which was registered to CHI and leased to Carson Helicopter Services, Inc. -

Police Aviation News 281 September 2019 1 ©Police Aviation Research Issue 281 September 2019 Police Aviation News 281 September 2019 2 LAW ENFORCEMENT PHILLIPPINES NATIONAL POLICE: On July 25th Robinson Helicopter Company delivered two R44 Raven IIs to the Philippine National Police (PNP). The aircraft were purchased through Robinson’s long-standing dealer Lionair Inc. based in Manilla. It was stated that this was the first acquisition of Robinson helicopters by the Philippine government [but see below]. The PNP is the armed civilian national police force tasked with law enforcement throughout the Southeast Asian country’s 7,000+ islands. The acquisition is part of an overall effort by the government to strengthen and expand its law enforcement. Upon their arrival in Manila, the R44s will be turned over to the Special Action Force Aviation Unit (SAF- AU) to be used for training. Police Lt. Colonel Ruel Zalatar, Chief of PNP-SAF-AU, who has logged signifi- cant time in various rotorcraft, believes the R44 is well suited for training and enhancing police-related skills namely surveillance, patrol, and aerial reconnaissance. The R44’s ease of maintenance and low op- erating costs allows more pilots to receive additional training before moving up to the fleet’s higher catego- ry rotorcraft. Ed: Selective memories are definitely in gear. Despite the statement by Robinson, these are not the first R44 to appear in Philippine Police Service. Back in 2010 the then SAF-AU commander Director Leocadio Santiago took delivery of what were be- lieved to be three brand new helicopters at Camp Crame, the PNP HQ.
