It can also be seen as a contribution to a number of areas of scholarly inquiry and debate. First, it is a study in the historical anthropology of "Western" capitalist society, at the height of British imperial power and industrial might, as seen by intelligent outsiders. The reconstruction of the "discoveries" of imperial Europe and North America by observers from Africa, Asia, South America, and the Pacific is, as Apollon Davidson points out in his Cecil Rhodes and His Times (Moscow: Progress Publishers, 1988), a great challenge for "historians, psychologists and ethnographers." There is also a fascination in fiction about seeing "ourselves as others see us," to use Robert Burns's phrase-a fascination that goes back in English literature at least as far asJonathan Swift's Gulliver's Travels (1726), and that continues through works such as A Bayardfirom Bengal, the adventures of "Baboo" in Britain (1902). If we may translate that fascination from fiction to nonfiction and put it in "postmodern" literary terms, this present book may be said to be an attempt to allow imperial "subalterns" to speak for themselves-portraying Western society as "other" rather than as "us." Second, this book may be seen as a contribution to the social and political history of late Victorian Britain.

Manungo The Bechuanaland Protectorate lagged behind most British African colonies in the development of its government. In 1920 a Native (later "African") Advisory Council was established, representing mainly the chiefs. Key issues for the Council included raclla dlscrlmmatlOn m the Protectorate, agricultural improvement, and (above all) preventing the Protectorate's transfer to the Union of South Africa. Despite calls for constitutional development, it was not until 1960 that a Legislative Council for the Protectorate was established. Background on British rule in the Protectorate British rule in Africa has been the subject of discussion by many scholars who have written on the Colonial era in Africa. Apart from a few divergences most of these sources indicate that there is a general agreement on the nature of the British Administration in their colonial territories. I "Pax Britannica" had no clear cut policy for the administration of its colonies or protectorates. What is certain is that Britain needed colonies where she could obtain raw materials and also markets for her products without much cost to the exchequer. This resulted in a policy that was later to be called "Indirect Rule".

After 1955, Italy tried to advocate the Alliance’s role in the Near East and in Mediterranean Africa. The Suez crisis offered Italy the opportunity to forge closer ties with Washington at the same time appearing progressive and friendly to the Arabs in the Mediterranean, where she tried to be a protagonist vis a vis the so called neo- Atlanticism. This link with Washington was also instrumental to neutralize General De Gaulle’s ambitions of an Anglo-French-American directorate. The main issues of Italy’s Atlantic policy in the first years of “centre-left” coalitions, between 1962 and 1968, were the removal of the Jupiter missiles from Italy as a result of the Cuban missile crisis, French policy towards NATO and the EEC, Multilateral [nuclear] Force [MLF] and the revision of the Alliance’ strategy from “massive retaliation” to “flexible response”. On all these issues the Italian government was consonant with the United States. After the period of the late Sixties and Seventies when political instability, terrorism and high inflation undermined the Italian role in international relations, the decision in 1979 to accept the Euromissiles was a landmark in the history of Italian participation to NATO.

    New Contree, No. 75, July 2016, Bakgomong Bakgomong: The Babirwa’s transboundary pastoralist identity and social change in late 19th century Botswana Phuthego Molosiwa Botswana College of Open and Distance Learning [email protected] Abstract To follow is a critical narrative on the intersection between identity production and transformations in the indigenous herding systems of the Babirwa of pre-colonial Botswana. The production of the Babirwa’s pastoralist identity rested on the adaptability of their cultural practices, language and social systems to socio-ecological influences. This emerging pastoralist identity was embedded in organic or loan words and concepts, which were continually reconstituted to negotiate social and environmental change. From the 1850s, the Babirwa of the eastern Botswana gradually transformed into cattle herders. The assimilation of cattle led to a symbolic shift in the Babirwa’s social identity from the Banareng (people of the buffalo) to theBakgomong (people of the cow). This shift was crucial in the production of a cattle-based identity in an area where crop production, hunting and the herding of caprines (goats and sheep) had been the primary ways of life since the first settlement of the Babirwa in the eastern Botswana a century earlier. The Babirwa praise each other as kgomo, referring to their totem, the nare (buffalo), which to them iskgomo ya naga, “a wild cow”.1 Since the Babirwa had knowledge that buffaloes were wild cattle, this praise phrase may have roots in their adoption of the buffalo totemic identity long before the mid- century while they lived in Nareng (place of buffalo) in the Transvaal.2 From the 1850s, the Babirwa, on the confluence of the Limpopo and Shashe rivers 1 The language of the Babirwa is called Sebirwa.
