VISION The National Library of Malaysia aspires to be a world class library in the provision of excellent information services towards the realisation of Malaysia's vision of becoming an industrialised and developed nation by the year 2020. MISSION To ensure that all Malaysians have equal access to library services and facilities as well the ability to utilise Malaysian and universal intellectual heritage knowledge through a national infrastructure of integrated electronic libraries. ANNUAL 4 REPORT 2 0 0 1 ESTABLISHMENT The National Library of Malaysia is a Federal Department under the Ministry of Education. It was established by the National Library Act (Act 80) passed on 1 September 1972. In keeping with the development of library and information services in Malaysia this act was subsequently amended in 1987. OBJECTIVES The purpose and objectives of the National Library of Malaysia as stipulated in Part II Section 3 of the National Library Act (Amendment) 1987 are as follows: (a) to make available for the use of present and future generations a national collection of library resources (b) to facilitate nation-wide access to library resources available within the country and abroad; and (c) to provide leadership matters pertaining to libraries. DEPOSIT OF LIBRARY MATERIAL ACT 1986 The National Library of Malaysia is also the implementing agency for the Deposit of Library Material Act 1986 which replaced the Preservation of Books Act 1966. This Act stipulates the following purpose and objectives of the National Library as the National Depository Centre: (a) to provide for the conservation and use of library material published in Malaysia; (b) to create standard bibliographic record of library material published in Malaysia; and (c) to maintain statistical records of library material published in Malaysia. Its role is to advise the Director-General on matters pertaining to the progress and development of libraries in the country. The Secretariat functions as the national Members co-ordinating body to inculcate the reading habit amongst Malaysians. Why does the fading of the social solidarity happen? This time, the Indonesians are experiencing the multidimensional crisis that is eroding the culture of mutual assistance, the community group work, caring for each other and social gap, while the social solidarity in essence is the Indonesians’ self identity. The self identity, according to the Minister for Social Affairs, Salim Segaf Al Jufri , “is something needs rebuilding” by empowering the social solidarity movement by involving various elements that may prevent the brittle of the nation’s strength (Republika, 2012). By the easily breaking of the social solidarity into social conflicts—in many instances without reasonable cause whatsoever—shows one thing: trust between one another is thinning and thinning. Nobody can tell whether the trust will disappear altogether or will endure the test of the time. Nobody actually wants the trust will fade away but there is nobody that is able to promote a solution to the jumble mumble of the situation. Ia menegaskan bahawa sesuai dengan perubahan sosio-politik, ‘bidang makna’ yang berkaitan konsep ‘intelektual’ dan lokasi sosial sebenar para intelektual itu sudah mengalami perubahan besar sepanjang abad dua puluh. Ini menimbulkan cabaran kepada sejarahwan yang ingin melihat masa lampau dengan kaca mata masa kini tetapi yang sepatutnya perlu difahami dengan tanggapan yang ikhlas sesuai dengan masanya. Selain itu, ia juga menimbulkan cabaran kepada penyelidik sains sosial untuk mengelak dari mengaitkan konsep masa lampau kepada konsep masa terkini supaya dapat memahami sumbangan ide dan kaitannya kepada masa lampau. Sehubungan itu, makalah ini memberi bayangan sekilas tentang persekitaran, motivasi dan sumbangan beberapa tokoh intelektual yang terkenal di Malaysia. Kata kunci: A Samad Ismail, intelektual, wacana, Alam Melayu ABSTRACT This paper focuses on the discourse in Malaysia concerning intellectuals. It asserts that in concert with political and sociological changes, the ‘field of meanings’ associated with the concept of ‘the intellectual’ and the actual social location of intellectual actors have undergone considerable change during the twentieth century. This flags the challenge for historians who are telling today’s stories about the past in today’s terms, but who have to try to understand that past on its own terms. Further, it flags the challenge for social scientists to not merely appropriate the concepts of past scholars in tying to understand the present, but rather to also understand the context in which those ideas had relevance.

Re- Mahathirisation refers to the increase in attachment towards the legacy of Malaysia's fourth Prime Minister, Dr. Mahathir Mohamad (1981–2003). Transpiring not long after Mahathir's relinquishment of official power, the process was seen as approaching a peak with BN-UMNO's campaign for the 13th General Elections (GE13) of May 2013. It was orchestrated especially by conservative elements in UMNO disillusioned with the political liberalisation began by his successor Abdullah Ahmad Badawi (2003–2009) and continued by Najib Razak. In line with an understanding of conservatism as characterised by resistance against radical change and by admiration of past values, re- Mahathirisation was employed by the BN-UMNO regime during the GE13 hustings to court the large pool of conservative-minded Malay voters. The successful dislodging of Abdullah Badawi from the party-cum-national leadership in 2009 signified a powerful return of Mahathirism to the foreground of UMNO and national politics. Although Najib Razak has pursued Abdullah's political liberalisation initiatives, he felt compelled to tolerate a rising public presence of Mahathir.

It suggests that blogs perform three main functions, which help make a democracy more meaningful: blogs as fifth estate, blogs as networks, and blogs as platform for expression. First, blogs function as the fifth estate performing checks-and-balances over the government. This function is expressed by blogs’ role in the dissemination of information, providing alternative perspectives that challenge the dominant frame, and setting of news agenda. The second function of blogs is that they perform as networks. This is linked to the social-networking aspect of the blogosphere both online and offline. Blogs also have the potential to act as mobilizing agents. The mobilizing capability of blogs facilitated the mass street protests, which took place in late- 2007 and early-2008 in Malaysia.

By looking at the production process of local drama television programming, this study examines the interactions among the three major players – the Barisan Nasional regime, the major television networks and independent producers – who are responsible for shaping its content. Three research methods are used for this study: in-depth interviewing, the informal conversational interview and documentary research. Between June 2001 and November 2002, 32 interviewees participated in this research. The research finds that the Malaysian drama television producer’s ability to generate program content is constrained by the Barisan Nasional regime. Three observations are made to outline the power relationship between the government and the television industry. First, the government often encourages television producers to make drama programs with the theme of friendship and goodwill (muhibah) among different ethnic communities in order to nurture racial harmony.

In fact, Anjuman-i- Islam, was considered as a branch of Khwaja Kamaluddin’s own organization, Muslim Mission of Woking, England. Among the objectives of the Anjuman were to disseminate Islamic literature and spread the Islamic teaching; to help the Muslim Mission, Woking, in furthering its cause; and to open a Muslim reading room. The Anjuman had worked tirelessly to rally support from other Muslim organizations and societies throughout Malaya. This Islamic association primarily attracted the educated Muslims especially among the Indian Muslims and the Jawi Peranakan. However, less is known about its prominent leaders. Utilizing printed primary documents, thus, this study provides brief profiles of the prominent members of the Anjuman-i-Islam and their roles in this Islamic association. Keywords: Anjuman-I Islam, Malay-Muslims, Indian-Muslims, British and Caliphate. 2019 JHLCB Introduction Early 20th century Malaya was characterized by British colonialism, the influx of immigrant communities and the Malay-Muslim’s backwardness vis-à-vis the immigrant communities. Therefore, Muslim intelligentsias in Malaya were very concerned with the sorry state of the Muslim ummah. Accordingly, they increasingly felt the urgent need to bring about reform within Muslim society to redress the problems facing them. This article provides information on the Muslim organization, primarily associated with Muslims of Indian-origins, known as the Anjuman-I Islam.
