On March 22, 2011, the City of Winnipeg Museums Board approved a grant for projects that build on the following functional competencies of museums, namely, Collections Management and Conservation & Preservation, with the condition that a final 10% be issued upon submission of each museum’s final project report no later than November 30, 2011.

On January 19, 2010, the City of Winnipeg Museums Board approved an amended City Museums Profile and requested that the Museum Coordinator forward it individually to each of the museums for report back.

City of Winnipeg Museums Board 2011 Special Project Grant FINAL REPORT – THE HISTORICAL MUSEUM ASSOCIATION OF ST. JAMES- ASSINIBOIA INC. 3180 PORTAGE AVENUE WINNIPEG, MB. R3K 0Y5

SUMMARY OF PROJECT TASKS COMPLETED

I. PLANNING MEETINGS, COORDINATION OF EXISTING DOCUMENTATION AND ACTION PLAN DEVISED FOR RE-BOXING RESERVE COLLECTION I.I. INVENTORY OF COLLECTION, ACCESSION OF NEW TAYLOR COLLECTION, SUPERVISION AND GUIDANCE OF HIRED PART TIME WORKERS.

- Paid and Volunteer staff worked with the Curator to devise an action plan for sourcing out conservation materials, detailing and assigning project work tasks, physical moving of objects and creating inventories, implemented from July through until November 2011. -Work objective included the physical security of the collection through repackaging and increased environmental security of the collection through transfer of select items from basement storage to first floor area storage in preparation for final transfer to the second level storage facility. -An assortment of sensitive artifacts were re-located to vignettes for exhibit purposes, and for conservation treatment. -New inventories were completed to coincide with expanded reserve collection and accessions. -Purchase of conservation grade boxes not possible due to limited financial resources; funds were earmarked for hired workers to assist with the project. -Plans in 2012 to purchase conservation grade containers for specialty artifacts in addition to remaining reserve collection based upon financial resources available including potential grants.

PROJECT OBJECTIVES COMPLETED: 1) Upper Level Storage Facility or the second level of the Municipal Hall Building earmarked for St. James-Assiniboia Museum following discussion with City administration. 2) Timeline delay for collection transfer outside sphere of Museum influence, but hopeful for 2012 re transfer of reserve collection to second level storage area. 3) Intellectual re-organization of museum reserve collection complete. 4) Honourable John Taylor Accession 50% complete and consisting of 200 artifacts with an assortment of archival materials. 5) Physically re-boxed 80 % of reserve collection to card stock boxes and the remaining requires specialty boxes and containers. 6) Physically re-stocked the shelving unit in lower level with some new containers and re-arrangement of extant on shelves. 7) Plan for remaining re-boxing and re-stocking shelving units once the collection has been transferred to upper level pending City timetable. 8) Written Inventory documentation for collections management file including box and location lists completed.

Back in May we had submitted the attached Flood Plan document as part of our application for the Special Projects initiative of the Cow Museums Board. Please consider this recap of what was accomplished as our Final Report. If you require the financials etc, please let me know

1.At the Ave de la Cathédrale basement storage location, City crews inspected and repaired the Sump Pump operation by verifying the functionality of the pump itself and reconnecting the piping to the exterior of the building. At the point of egress, asphalt was then laid in a manner to ensure drainage away from the building. 2. At the same time, the back-flow retention valve was inspected and needed to be replaced as the access lid had rusted shut. While doing this work, the City crew noticed that the drain pipe beyond the back-flow valve had cracked. The repair involved breaking up a section of the concrete floor and replacing a section of the pipe. ( Despite the best efforts of the crew, a good deal of cement dust needed to be cleared from our storage shelves and artefacts by Museum staff.) 3. A new de-humidifier was purchased and installed at the Cathédrale site as well as the installation of a floor mounted water sensor connected to our monitored Alarm system. 4. Shelving work was completed at our Turenne location in order to create more space for items to be removed from ave de la Cathédrale and the basement of the Museum. As well, a day was spent shifting items on the shelves at Turenne in order to accommodate inflow of items from De la Cathédrale and 494 Taché. 5. Numerous, appropriate storage boxes were ordered and assembled to facilitate the moving of the items and to enhance the continued storage of our collections. Bubble wrap was also purchased for this purpose. The Boxes and wrap will also be used as part of on-going management and storage of the Collections 6.Our `portable `photo studio and related equipment were relocated to 494 Taché from the basement storage. 7.All items on the floor at the Cathédrale site were relocated to Turenne (mostly large items including two pianos) as well as numerous other oversize items found on the shelves. 8.All of the lower shelves at Cathédrale were then cleared and elevated to higher shelves. 9. A list was compiled of `high value’ items from the Cathédrale site and relocated to Turenne 10. Two new sump pumps and required hosing were purchased to serve as back-up for both Cathédrale and the Museum at 494 Taché.

As can be seen from the above list of actions and the attached plan, a good deal of staff time and effort was engaged in preparing for a possible flood emergency. This time, and the funds required to purchase the equipment and to pay the moving crews were not part of our initial 2011 plans. The assistance of the City of Winnipeg Museums Board is greatly appreciated and it should know that while no water issues were encountered during the rather `wet` spring, many of the steps taken will not only ensure longer term security against flood related issues but have also assisted in the Museum`s capacity to care for its significant collections over the long term.

Collections Management Report for Seven Oaks House Museum Summer 2011

What was Accomplished

Using Museum Archive software, the Collections Manager for Seven Oaks House Museum, Kimberly Feriolo, has been diligently working to create an up-to-date, comprehensive archival database of all the artifacts inside the Seven Oaks House Museum. The majority of known artifacts inside the house have been added to the museum's archives. This has been a long process, which has included not only transferring the paper copies of the archives to a digital format, but also updating the current condition of the items, any important information that has previously been omitted, and including items that have previously not been recorded. The museum's collection is literally a treasure trove of artifacts relating to the Red River Settlement and the way of life in early Manitoba, and many of these artifacts have been improperly cared for and never documented until this year. What was accomplished this summer was the start of a much larger project that involves updating existing data, and creating a long-term preservation program.

Statistics (As of August 18, 2011)

Total Number of Archival Records to date: 713 Rooms not yet archived: 4 (Kitchen, Children's Room, Display Area, and Store Building) Rooms currently in the process of being archived: 1 (Master Bedroom) Estimated Number of Artifacts yet to be recorded: 300 – 500

Note: These numbers reflect archival records and not the actual individual number of artifacts. For example, 8 silver teaspoons are put into one entry as “Teaspoons”, and are counted as one, rather than individually recorded, and counted as 8. If each item is counted and recorded individually then there are approximately 850 artifacts recorded in the archives to date.

Through the digitalization of the archives we have learned: − There are 15 items On Loan to the museum. − Of these 15 items 6 items are On Loan from a person known to be deceased, 7 items have been On Loan since 1963 or earlier, 1 item is On Loan from an unknown person, and 1 item was stolen while On Loan. − There have been 8 items that have been confirmed Stolen. − The last reported theft occurred in the fall of 1981. − There are 3 items reported to be missing. − There are currently 304 items in the archives with no accession information (unknown source and accession date). − There are 50 artifacts classified as Art – the majority are prints and paintings. − There are 21 artifacts classified as Documents – 3 of these are Inkster family documents. − There are 2 artifacts classified as Maps – both of are the Red River Settlement. − There are 18 artifacts classified as photographs – the majority are of the Inkster family. − There are 20 artifacts classified as Printed Materials – this includes books and newspapers. − There are 597 artifacts classified as Historical – this includes 7 items directly related to Inkster family genealogy, 8 items relating to the history of Seven Oaks House, 7 Aboriginal artifacts, 55 pieces of china, 8 clocks, 130 items of clothing, 72 pieces of furniture, 133 household items, 61 linen items, 10 rugs, 2 spinning wheels, 17 pieces of silverware, and 14 tools, which includes 8 pieces of weaponry.

Plan for 2012

Further funding and support for the Seven Oaks House Museum Collections Management Project will go towards:

− Completing the database of artifacts to include artifacts that have not previously been recorded or numbered, as well as artifacts in the Store Building and Outdoor Display Area. Photographs of the artifacts should also be taken and added to the archives. Photographs can be used to help identify objects and to track the condition of the artifacts 34 Agenda – City of Winnipeg Museums Board – December 13, 2011

over a period of time. Moreover, if an artifact becomes damaged a photograph can act as a restorative point.

− Adding records of artifacts that have been removed from the collection for various reasons to the archives in order to gain a comprehensive look at all items that have been in the possession of Seven Oaks House Museum over the last fifty-three years.

− Amending the current artifact numbering system to better include artifacts that were previously unrecorded or had no inventory number, and to fix the problem of repeated inventory numbers.

− Create a preservation plan for the artifacts in Seven Oaks House Museum. Many of the artifacts in the collection have not been stored or displayed properly, which has led to deterioration and other problems. With the creation of a long-term preservation plan Seven Oaks House Museum hopes to prevent further deterioration of the artifacts, and to reverse the damage that has already been done.

− To deaccession artifacts that are in very poor condition or the museum can no longer properly store without further damaging the artifact. For this to happen Seven Oaks House Museum hopes to create a partnership with other museums in the province that do have the proper facilities and funds to care for fragile artifacts. The four most pressing artifacts that should be deaccessioned are a handle-less cup (7/64/435 a) that was found in an Aboriginal grave in 1950, two Aboriginal quillwork belts (2/73/500 a,b) that are light and temperature sensitive, and an Aboriginal quillwork book cover (7/68/480 b) that is also light and temperature sensitive. These items are important cultural artifacts, and without proper care and restorative measures they will deteriorate beyond repair. This is especially evidenced with the book cover, which due to improper handling and storage has already begun to deteriorate. What was once white leather is now grey. Furthermore, in regards to the handle-less cup, this is a cultural item that never should have been removed from the gravesite, and now it is just sitting in storage, it should be returned to the First Nations community. Once these four items have been properly deaccessioned the museum can look at removing other items from the collection that are in very poor condition. Many of the clothing items in the collection are in very poor condition, but may be salvageable if given to an organization such as The Costume Museum of Canada.

1. Museum Board Goals and Objectives:

In 2005, the Executive Policy Committee appointed a Heritage Preservation Committee, which was tasked to make recommendations on a Heritage Preservation Policy for the City. Based upon the recommendations stemming from the final report of this Committee, on May 24, 2006, City Council formed The City of Winnipeg Museums Board. The role of this Board is to implement the City’s Heritage Preservation Policy (to ensure the ongoing preservation and coordination of Winnipeg’s museum resources and assets) and to audit the ongoing operations of the museums that receive grant funds and in-kind services from the City.

Museum Standard Practices

All museums have common functions that relate to the ways in which they collect, preserve, administer and interpret their collections. These common core functions can be assessed in terms of standard or best practices. There is no single set of museum standards. In some instances, museums rely on the standards that have been imposed upon them from outside the profession, such as accounting standards.

To this end, the Museums Board developed a set of core Museum Standard Practices for city museums. The Board recognizes that City museums may not address all standard 48 Agenda – City of Winnipeg Museums Board – December 13, 2011

practices equally or find them all applicable. Rather, it encourages museums to work towards achievement of these core standard practices, which will help them to enhance their capacities to better meet the needs of their visitors. A document outlining the standard practices adopted by the Museums Board was prepared and distributed to each City Museum in the summer of 2008.

Standard practices were developed in core museum functions, including: • Governance • Collections Management and Conservation • Exhibitions and Public Programming • Marketing and Communications • Human Resources Management • Fiscal Management

Operating Grants Program

The City of Winnipeg Museums Board Operating Grants Program is intended to provide and coordinate ongoing support to those museums receiving grant funds and in-kind services from the City of Winnipeg. It is designed to support a range of programs and activities, reflecting the museums’ role within their communities. Organizations receiving support are expected to maintain a reasonable level of public support and to maintain strict management and financial controls.

The Program objectives are to: • Work towards achievement of accepted museum standard practices in the areas of collections; • management and conservation, exhibitions and public programming, management, governance and financial management; • Encourage public awareness, understanding and appreciation of heritage in the City of Winnipeg and beyond; • Increase access to quality local heritage programming; • Encourage community involvement; and, • Encourage program diversity.

An application form and assessment process for the 2011 budget year was prepared and distributed to City Museums in May 2010 and the grant deadline set as September 1, 2010. The Museums Board heard museum delegations regarding their applications during a special meeting of the Board held on October 8, 2008. Upon review of the applications, recommendations regarding 2011 operating grant support for City Museums were made to the Standing Policy Committee on Protection and Community Services.

6. Special Project funding

The City of Winnipeg Museums Board was pleased to announce a special one-time only granting program to assist eligible City of Winnipeg museums with funding for their special projects in 2011. This grant may complement other funding projects to be undertaken in 2011 and each museum may apply for up to $2,000 through this program.

Program guidelines included projects that build on the following functional competencies of museums, namely, Collections Management and Conservation & Preservation projects. Applications were accepted by May 2, 2011.

In total, $12,050 was distributed to the following Museums:

The Museums Board has an annual budget of $69,000.00, a portion of which is to be allocated for the services of the Museum Coordinator on a contract basis, to assist the Board to carry out its responsibilities.

The Board recognizes the important role museums play within our community and serves as an advocate for these museums. To help celebrate and support the City Museums, the Board hired photographer, Robert Barrow, to take photographs of the museums during the summer and early fall of 2008. These photographs were used in a newly designed brochure designed to promote the museums to Winnipeggers and tourists visiting our City. Distribution of the brochure included Destination Winnipeg, Travel Manitoba, City schools, City Museums and hotels and businesses. The photos also provide an image bank that the museums will be able to access for their own promotional activities.
