Fernandes, Department Controller, Community Services Department OPERATING BUDGET REVIEW 62 Preliminary 2011 Operating Budget and The Standing Policy Committee on Protection and Community Services recommends Executive Policy Committee Financial Plans for 2012 and 2013 to the Executive Policy Committee that the Preliminary 2011 Operating Budget and Financial Plans for 2012 and 2013 under its purview be approved with the exception of the following:

1. That an additional $25,000 be added to the Winnipeg Public Library material's budget, as a permanent addition to the library's budget;

2. That an additional $24,000 be added to the Big Brothers Big Sisters of Winnipeg grant;

3. That an additional $25,000 be added to the Winnipeg Boys and Girls Clubs

4. Than the Winnipeg Arts Council Inc. Grants be increased by $150,000;

5. That the Downtown Winnipeg BIZ grant be increased by $100,000 for the Downtown Outreach Patrol: A Downtown Safety Initiative;

6. A. That an additional annual amount of $80,000 not be approved to fund the hiring of one Streets Constable in order to increase enforcement of the Neighbourhood Liveability By-law No. 1/2008 relative to illegal temporary advertising signs on streets.

B. i. That Schedule "A" (Streets on Which Temporary Signs are Prohibited) of the Neighbourhood Liveability By-Law No. 1/2008 be amended as per Attachment A to the report of the Winnipeg Public Service dated February 1, 2011, by adding the following streets:

a. Wilkes Avenue from PTH 100 to Shaftesbury Boulevard. b. Sterling Lyon Parkway from Shaftesbury Boulevard to Victor Lewis Drive.

63 Winnipeg Public Library – Increase to Material's The Standing Policy Committee on Protection and Community Services Nil Budget received as information the request from the Winnipeg Public Library Board to transfer the $75,000 increase to the material's budget in the 2009 and 2010, as a permanent addition to the library's budget.

64 Removal of Temporary Commercial Advertising The Standing Policy Committee on Protection and Community Services did not See Minute 62 Signs on Streets concur in recommendation 1 the Winnipeg Public Service and recommends to the Executive Policy Committee:

1. That an additional annual amount of $80,000 not be approved to fund the hiring of one Streets Constable in order to increase enforcement of the Neighbourhood Liveability By-law No. 1/2008 relative to illegal temporary advertising signs on streets.

Further, the Standing Policy Committee on Protection and Community Services concurred in recommendations 2 and 3 the Winnipeg Public Service and recommends to the Executive Policy Committee:

A. Wilkes Avenue from PTH 100 to Shaftesbury Boulevard. B. Sterling Lyon Parkway from Shaftesbury Boulevard to Victor Lewis Drive.

3. That the Proper Officers of the City be authorized to do all things necessary to implement the intent of the foregoing, 65 City of Winnipeg Museums Board - 2011 The Standing Policy Committee on Protection and Community Services Nil Operating Budget Recommendation received as information the recommendation of the Winnipeg Museums Board, namely:

1. That the overall operating funding be increased 2% in 2011, with the intent that the City of Winnipeg Museums Board recommend to the Standing Committee in 2011 the establishment of a museums policy that addresses current funding disparities for future years:

1. That (financial) support be given to the St. Boniface Museum’s Collection Storage Project for the following reasons:

A. adheres to the collections care policy as outlined in the Standard Practices established by the Museums Board;

B. improves long term storage for the collection;

C. reduces the long term operating costs in terms of storage space.

67 Funding Request – North Point Douglas The Standing Policy Committee on Protection and Community Services Nil Women’s Centre received as information the recommendation of the Lord Selkirk-West File PR-2 Kildonan Community Committee that funding in the amount of $50,000 be provided to the North Point Douglas Women’s Centre to help support services addressing the recreational and safety needs of the North Point Douglas community.

68 Millennium Library – Hours of Operation On March 11, 2011, due to a tie vote, the Standing Policy Committee on Executive Policy Committee Protection and Community Services submitted the February 24, 2010 Council Motion, pertaining to the hours of operation at the Millennium Library, to the Executive Policy Committee and Council without recommendation.
