Post travel report by Councillor Kevin Louey: 3 February 2015 Business Partner Cities Roundtable to and , , 20 to 24 October 2014

Purpose and background

1. On 9 September 2014, the Future Melbourne Committee approved the proposal for Councillor Kevin Louey to travel to Indonesia for the period 20 to 24 October to participate in the 2014 Business Partner Cities (BPC) Roundtable and to visit Bandung to identify potential for new opportunities/engagement with Indonesia. This report provides details and benefits of the travel undertaken by Councillor Louey.

2. Councillor Louey was accompanied by a Business and International staff member who prepared the program, facilitated introductions and coordinated the on-ground logistics and arrangements.

Key issues

3. Councillor Louey’s attendance at the Roundtable strengthened Melbourne’s long standing connections with the BPC Network. Speaking to this year’s Roundtable theme “The new era of ASEAN Economic Community 2015 – Opportunities and Challenges for BPC members”, Cr Louey focused on introducing Melbourne’s industry capabilities in sustainable urban design and clean technologies as sectors for collaboration with BPC cities to strengthen their positions in ASEAN. The presentation featured video footage promoting Melbourne clean-tech company GreenSync which specialises in energy demand management and efficiency. The footage demonstrated GreenSync’s business proposition for expansion into Asian markets.

4. A visit was made to Bandung, capital of West Province, on the basis of the KPMG/Asialink report ‘Development of an ASEAN Engagement strategy’ which informed Melbourne – doing business globally, endorsed by the Future Melbourne Committee November 2014. That report recommended consideration being given to opportunities with Bandung. Exploratory meetings were undertaken with the City of Bandung, Institute of Technology Bandung University and Bandung Chamber of Commerce to gain a better understanding of opportunities that may exist and the nature of any future engagement.

5. City of Bandung expressed significant interest in a number of City of Melbourne strategies, programs and initiatives. Key outcomes of the meeting for consideration and follow-up include a letter of invitation for Mayor of Bandung, Mochamad Ridwan Kamil, to visit Melbourne and the request for a City of Bandung staff development training program in Melbourne.

6. Councillor Louey met with Mrs Sarwo Handhayani, Deputy Governor for Spatial Planning and Environment, Jakarta Provincial Government who explained that a long term project for Jakarta is the development of a new eco-city in north Jakarta. Within this context Mrs Handhayani showed significant interest in Melbourne’s sustainable urban design, including the1200 buildings program and the Docklands with its concentration of sustainable commercial development. There is considerable potential for collaboration between Melbourne and Jakarta in this sector. The meeting concluded with the understanding that a letter of invitation will be sent to the Deputy Governor to also visit Melbourne.

Recommendation

7. That the Future Melbourne Committee:

7.1. Notes this report and the attached program summary of the activities, actions and benefits of travel.

7.2. Notes that in November 2014 the Future Melbourne Committee endorsed Melbourne - doing business globally and that further consideration could be given for a pilot staff development program to be delivered for middle management staff from the City of Bandung subject to the outcome of 2015–16 budget deliberations.

Finance

1. The cost associated with Councillor Louey’s participation in the 2014 Business Partner Cities Network Roundtable in Jakarta and visit to Bandung was $5880.13. This included airfare ($4190.12), accommodation ($1216.99) and incidentals ($473.02).

2. No member of Council staff, or other person engaged under a contract, involved in advising on or preparing this report has declared a direct or indirect interest in relation to the matter of the report.

Relation to Council policy

3. The Acting Director City Business, has confirmed that the travel costs accord with the requirements of the travel guidelines outlined in the Councillor Expenses and Resources Guidelines.

4. The travel aligns with Council Plan 2013–17, Goal 3: a prosperous city and the four year outcomes of a sustainable resilient municipal economy that is globally connected.

Environmental sustainability

5. The travel facilitated opportunities for Councillor Louey to promote Melbourne’s sustainability credentials and create interest in Melbourne’s sectors to deliver world class solutions. Cr Louey profiled Melbourne’s credentials and business capabilities throughout the visit in high level meetings with civic and business leaders.

6. The carbon emissions resulting from air travel was offset with the purchase of credits.

ACTIVITIES, ACTIONS AND BENEFITS OF TRAVEL

Activities and actions

1. Met with Mr Brett Stevens, Victorian Commissioner to Indonesia for an in-market briefing and discussion on City of Melbourne’s objectives in Indonesia.

2. As recommended in the KPMG/Asialink report ‘Development of an ASEAN Engagement strategy’, exploratory meetings were held with City of Bandung. There was keen interest in Council’s city management expertise in waste management, sustainable urban design, and parks and gardens. The next steps are to:

2.1. Send a letter of invitation to Mayor of Bandung Mochamad Ridwan Kamil to visit Melbourne to consider the opportunities outlined above.

2.2. Consult with stakeholders and develop a proposal for Council to consider as part of the 2015-16 budget deliberations.

3. Met Mrs Sarwo Handhayani, Deputy Governor for Spatial Planning and the Environment, Jakarta Provincial Government. There was constructive discussion and keen interest in City of Melbourne’s capability in sustainable urban design and planning. Next step is to extend an invitation letter to the Deputy Governor to visit Melbourne and meet with Council and the private sector and undertake site visits.

4. Met with Mr Kym Hewett, Minister Commercial and Senior Trade Commissioner, Jakarta, Australian Trade Commission (Austrade) for an in-market briefing and discussion regarding City of Melbourne’s objectives in Indonesia

5. Participation in the BCP Roundtable reaffirmed Melbourne’s connections to trade offices and cities in the network and informed new attendees of our role in facilitating business and trade.

Benefits

6. Benefits that will accrue to the City of Melbourne in both the short and the long term include:

6.1 Strengthened connections with Australian senior in-country representatives from the Government of Victoria, and the Australian Trade Commission (Austrade).

6.2 Reaffirming City of Melbourne’s long standing connections with members of the Business Partner Cities Network.

6.3 Raising the profile of the City of Melbourne’s capabilities in city management, as well as key industry sectors such as sustainable urban design and clean technologies to the Jakarta Provincial Government and identified the potential to receive a government delegation to showcase these areas.
