Approve Mesa County’s Semi-Annual Financial Statement for the period ending June 30, 2013. (Janice Rich, Mesa County Treasurer.) 2. Approve the Updated Mesa County Noxious Weed Management Plan, as outlined in the attached document, and sign a Resolution Adopting the Revised Mesa County Noxious Weed Management Plan. (Melissa Werkmeister, Pest Division, Regional Services.) 3. Approve Compliance Certificate for NPDES with the Colorado Department of Public Health and Environment and authorize the Chair to sign. Approve the Cooperative Agreement for the Middle Colorado River Watershed Cooperative Weed Management Area, between Mesa County and various parties collectively known as the Middle Colorado River Watershed Cooperative, and sign a Resolution in Support of the Middle Colorado River Watershed Cooperative Weed Management Area Agreement. Adopt a resolution authorizing the Mesa County Health Department Executive Director to sign and execute the grant agreement in the amount of $52,000, effective June 2013, from the Great Outdoors Colorado (GOCO), for the Youth, Families and the Outdoors: Gap and Opportunity Analysis project. (Jeff Kuhr, Mesa County Health Department.) 7. Approve the purchase of one (1) new 2013 John Deere, model 624K, front end loader, with fork lift attachment from Honnen Equipment (local dealer) at a cost of $143,419 and authorize Mesa County Purchasing agent to issue a purchase order. (Rudy Bevan, Scott Forsgren, Road & Bridge, Public Works.) 8. Approve the First Amendment and Extension of the Lease Agreement between Mesa County (Lessor) and Grand Valley BMX, LLC (Lessee) extending the lease for property at the Mesa County Fairgrounds from July 1, 2013 to December 31, 2014, at an annual rental rate of $250.00, amending Section 16.1 to clarify lease extension terms and authorize the Chair to sign. JUSTIFICATION/BACKGROUND: In accordance with C.R.S. 30-25-111(2), it is the duty of the BOCC to publish the semi-annual financial statement furnished to the Board of County Commissioners by the County Treasurer. Such Semi-Annual Financial Statement is scheduled to be published in The Daily Sentinel on Saturday, August 17, 2013. [The delinquent property taxes for this period were $110,441.94, and the abatement refunds were $108,183.12.] “Other Collections” – departmental receipts; specific ownership tax; sales tax; HUTF; Federal and State PILT (payment in lieu of taxes); miscellaneous collections, including interest “Disbursements” – amounts disbursed as of 06/30/13 “Treasurer’s Fees” – statutory fees collected. These fees will show as a negative since they are deducted from what is collected. “Ending Balance” – monies left to be distributed. Ending balance of published report = $68,266,053.61. Monies are distributed (by statute) on the 10th day of each month. Additional Information: The Treasurer’s suspense (liability) accounts are: Public Trustee overbids and deposits; tax deed processing; Planning Department landscape deposits; prepayments (example: purchase of right-of-way prorated tax to exempt status); and Mesa County Motor Vehicle daily deposits (which are allocated at month-end – again by statute). JUSTIFICATION/BACKGROUND: The 2013 plan proposes to: * Update the title of the Mesa County Weed & Pest Inspector to Mesa County Weed & Pest Coordinator *Modify language on cost share with private landowners *Change the name of the Colorado Division of Wildlife to Colorado Parks & Wildlife *Automatically update any new State listed weeds per the Colorado Noxious Weed Act No new weed species have been added to the 2013 plan.
