The Project will also include improvements to Consolidated Edison’s Pleasant Valley Substation. New protection and communication system upgrades will be required within the existing control buildings at the Pleasant Valley Substation. 2.2 General Description of Facility Location The Project will be located entirely within the existing Con Edison Line 398 right-of-way. Consistent with 16 NYCRR §86-3(a)(2), the location of the Project in relation to the larger electric transmission system is shown in Figure 2-1. Additional information regarding the Project location is included herein. 2.2.1 Cricket Valley Switchyard On September 26, 2012, the New York State Department of Environmental Conservation (“NYSDEC”) issued a State Environmental Quality Review Act (“SEQRA”) Finding Statement for Cricket Valley’s proposed combined cycle, natural gas-powered 1,000 megawatt (MW) electric generating facility in Dover, New York (the “Generation Facility”) and the Cricket Valley Switchyard -- the Generation Facility’s point of interconnection to the NYISO- administered grid. In its Findings Statement, NYSDEC concluded that the entire project was designed to avoid, or where not completely avoided, minimize and mitigate adverse environmental impacts. As proposed in the DEIS/FEIS, the Generation Facility would interconnect to the existing Line 398 at the Cricket Valley Switchyard by bifurcating Line 398 into two segments: ((1) the Pleasant Valley Substation – Cricket Valley Switchyard segment (PV-CV Segment) and (2) the Cricket Valley Switchyard to Long Mountain Substation segment (CV-LM Segment)). As proposed in the DEIS/FEIS, two pole lines would connect the Cricket Valley Switchyard to the Line 398 right-of-way, one pole line for the CV-LM Segment lead and one pole for the PV-CV Segment lead. Cricket Valley Energy Center LLC 2-1 Exhibit 2: Location of Facilities Cricket Valley Transmission Line Project Article VII Application Since the issuance of the FEIS, the configuration of the interconnection has been updated based on the results of NYISO Class Year Study analysis, as described below. The current design, whereby one pole line will now accommodate both the PV-CV and CV-LM Segment leads, and one pole line will accommodate the new Transmission Line lead, is shown in Figure 2-2. On February 14, 2013, the New York State Public Service Commission (“PSC” or “Commission”) issued an Order, granting the Generation Facility a Certificate of Public Convenience and Necessity (“CPCN”). The Commission approved the proposed Generation Facility and Switchyard, finding amongst other conclusions, that the project would avoid and minimize adverse environmental impacts to the maximum extent practicable. As a condition of the CPCN, Cricket Valley is obligated to design, engineer, and construct transmission facilities in support of the Generation Facility in accordance with the New York Interconnection System Operator (“NYISO”) Class Year 2011 Facilities Study (or such later study as may be applicable). As outlined in more detail in Exhibit E-4, Engineering Justification, during the 2011 Class Year study process for Generation Facility, NYISO determined that the Transmission Line and Re-conductoring Segment are System Upgrade Facilities (“SUFs”) necessary to allow the Generation Facility to interconnect with the grid without adversely impacting the reliability, stability, operability or transfer limits of the system. As a result of the Class Year Studies, the Switchyard is still interconnecting via the same two pole lines from the Switchyard to the Line 398 right-of-way (see Figure 2-2); however, as noted above one pole line will now accommodate both the PV-CV and CV-LM Segment leads, and one pole line will accommodate the new Transmission Line lead. 2.2.2 Cricket Valley Switchyard to the Pleasant Valley Substation The Transmission Line will connect the planned Cricket Valley Switchyard in the town of Dover, New York to the existing Pleasant Valley Substation in the town of Pleasant Valley, New York. The Transmission Line will be located within the existing Line 398 right-of-way. The existing Line 398 right-of-way is generally 250 feet wide and traverses (from east to west) the towns of Dover, Union Vale, LaGrange and Pleasant Valley, all in Dutchess County. No additional right-of-way is required to accommodate the new Transmission Line. The Transmission Line centerline will generally be offset 50 feet south of the existing Line 398 right-of-way centerline, or 100 feet south of the Line 398 centerline. The Transmission Line is, therefore, generally located within the southern 125 feet of the existing 250-foot wide Line 398 right-of-way. The Transmission Line will cross and be located near several notable geographic features. From the Cricket Valley Switchyard in the town of Dover, NY, the proposed Transmission Line heads northwest to the north of the Great Swamp Critical Environmental Area and then heads west over West Mountain. The Transmission Line continues in a northwesterly direction into the town of Union Vale. The total distance in the town of Dover is Cricket Valley Energy Center LLC 2-2 Exhibit 2: Location of Facilities Cricket Valley Transmission Line Project Article VII Application approximately 3.5 miles. The Transmission Line continues in a generally westerly direction through the town of Union Vale and passes to the north of the Sky Acres Airport. The total distance in the town of Union Vale is approximately 5.7 miles. The Transmission Line continues in a west-northwesterly direction through the town of LaGrange crossing State Route 82, several local roads and the Taconic State Parkway. The total distance in the town of LaGrange is approximately 2.7 miles. In the town of Pleasant Valley, the Transmission Line will cross Wappinger Creek and Main Street (U.S. Route 44) before interconnecting at the Pleasant Valley Substation. The total distance in the town of Pleasant Valley is approximately 2.7 miles. 2.2.3 Cricket Valley Switchyard to the New York-Connecticut State Line The Project will also include re-conductoring of the approximately 3.4-mile segment of Line 398 that runs east from the planned Cricket Valley Substation to the New York-Connecticut state line. The Re-conductoring Segment is entirely within the existing Line 398 right-of- way, generally located within the northern 125 feet of the existing 250-foot wide Line 398 right-of-way. The Re-conductoring Segment is located entirely within the town of Dover. No additional right-of-way is required for the Re-conductoring Segment. From the planned new Cricket Valley Switchyard, this 3.4-mile Re-conductoring Segment of Line 398 crosses New York State Route 22, County Route 6, Ten Mile River, and Lake Weil before reaching the New York-Connecticut state line. 2.3 Location Maps The location of the new Transmission Line and the location of Re-conductoring Segment are shown on Figure 2-3 in accordance with the requirements of16 NYCRR §86.3(a)(1)(i). This figure shows the area within five (5) miles of the new Transmission Line centerline and Re- conductoring Segment centerline, based on the latest edition of the USGS 7.5 minute 1:24,000 topographic edition maps (Revision 1.2013). Cricket Valley requests a waiver from the 16 NYCRR §86.3(a)(1)requirement to show the area out to five (5) miles on a New York State Department of Transportation map (at a scale of 1:24,000). In compliance with 16 NYCRR §86.3(a)(1)(ii), Figure 2-3 shows the area that would require permanent clearing at a scale of 1:24,000. To provide greater detail of the proposed clearing, Figure 2-4 shows the area that would require permanent clearing along the Transmission Line right-of-way at smaller scale of 1:2,400 overlaid on series of aerial photographs. The Transmission Line and Re-conductoring Segment will require the removal of only one existing man-made structures (lattice structure L-60) which will be replaced with a new double circuit steel monopole.
