More precisely, this case study gives an insight into the ways the editors of Yeni Adım (in Turkish, ‘The New Step’) and Yarın (in Turkish, ‘The Day After’), which appeared in Xanthi in late September 1926 and in late July 1927, respectively, kept silent about the migration that took place in mid-October 1928 on the Greek-Turkish land border. Insofar as the emigration of ‘non-exchangeables’1 from Greece has been attributed to the demographic engineering operated by the Greek state in the 1920s, this case study on the ways two editorships made use of the mid-October 1928 discussions on emigration to Turkey touches upon the broader issue of the government of a minority by consent.

Mr Robertshaw had previously indicated that he had evacuated prematurely because other parties involved were taking too long to get there, saying "it was defi- nitely their fault, I mean, other people have told me how good I am, but satisfying these guys seemed impossible". He added "I don't remember hearing any complaints when I was finished with the Sefton, which I assume means everyone was satisfied". With a big election expected to occur in 2016 many have wondered whether a concerned Mr Robertshaw is just saying the things he thinks people want to hear. One reader commented "I think Mr Robertshaw may be worrying about his potential to rise to the expectations of a big election. When I attended the Government's "Big Debate" sessions last year he was obsessed with defending his small government and seemed to get very agitated at even the thought of a big one. Anyway, I figured it's not the size of a man's government that counts but the way he thrusts his policies. I thought he'd at least have the stamina to go for a bit longer when it came to actually performing". Responding to this, Mr Robertshaw said "I'll admit I may have gone soft when con- fronted with the reality of replacing a big government, but the point here is whether my government is running for other people, or is it running for itself.

Although the historic monuments inherited from the Ottomans have been subject to systematic eradication, as of the year of 2006 there are 301 mosques in Western Thrace. 24 are closed and 277 of them still operate. Most of these mosques have minarets. In the last years only 14 minarets were built across the region. Much permission for building or restoring mosques and minarets are still pending in the Ministry of Religious Affairs and Education. Building a minaret up to 16 meters high was easier until the year of 2004. Since then, permissions for building mosques and minarets up to 16 meters and higher are still pending. There are 161 mosques in Komotini. 157 operate and 4 are closed. 11 new mosques and 12 new minarets were built in Komotini in the last years. The total number of mosques in Xanthi is 115. 97 mosques operate and 18 are closed. 10 new mosques and one minaret were built in the last years. 23 out of 25 mosques operate in Alexandroupolis, while 2 new mosques and one minaret are to be built. PERMISSION PROCEDURE The law no 1363/1938 which was later replaced by law no 1672/1939 conducts the procedure of getting permission to build any kind of house of prayer as well as mosques and minarets.
