Mobile food vendors parked outside schools is putting children and parents in danger of collision with motor vehicles (the original reason that I as a Parish Councillor requested this within the Campbell Park Parish Council area) but also on the promotion of healthy eating reasons. This exclusion should be Borough wide with no exceptions. Milton Keynes Council, 1 Saxon Gate East, Central Milton Keynes, MK9 3EJ 17/01/19 Re: Consultation on changes to street trading arrangements Dear Regulatory Committee, Loughton and Great Holm Parish Council resolved to support prohibiting all street trading involving the sale of food within 250 metres of any school entrances and/or exits during main school hours, lunch breaks and including 30 minutes following school closing times. In April 2017, the Parish Council resolved to request that applications for ice cream vans have the condition that they do not park within 250 metres of schools in the Parish for 30 minutes after school closures, for two reasons. The first is to encourage health lifestyles with the current widespread concerns about childhood obesity. The second is because the roads around all schools in the Parish suffer serious congestions at school drop-off/pick up times, for which the Parish Council receives many expressions of concern. An ice cream van would add to the parking chaos and potentially be a hazard with children crossing near to the van and not being visible to oncoming traffic. The Parish Council did not wish to oppose people simply trying to run a business which many people enjoy, and therefore only request the prohibition for peak congestion times. To use the ice cream van would therefore mean a short (healthy) walk, and a safer situation for everyone. As I sit in an office which looks out over a car park where there is an ice cream van parked every day throughout the year outside the gate of a primary school, whilst I do not want to harm people’s livelihood, I do feel that it puts parents of young children under a lot of pressure when they come straight out of school to be faced with demands of wanting an icecream. Whilst it is good for children to learn that they cannot always have what they want, I feel that a distance of 250 yards would give parents the opportunity to be able to avoid a meltdown and to be able to chose to go another route if necessary. I would therefore support this proposal. One option is to allow traders with an existing consent to be allowed to continue to trade until the expiry of that consent .

    Loughton Conservation Area Review February 2014 Foreword 35 years have passed since the Loughton conservation area was established but during that time (and despite considerable changes to the area) the character statement which identifies the special interest of the area has never been reviewed or updated. There is much about the old village of Loughton in Milton Keynes which has been successfully preserved and this creates a place which is of unique character and interest which is much loved by residents. There is a strong local feeling that residents want to see these characteristics preserved and sympathetically incorporated within any future and sustainable development of the area. Loughton Parish Council has been pushing for a review of the conservation areas statement for some time now; but it has eventually become clear that to make this happen, the Parish Council has to take the initiative and commission the work itself. Milton Keynes Council are the planning authority for this area, and after the consultation exercise and any revisions resulting from it, the Parish Council will be applying to them to adopt this document as the new conservation area review. I sincerely hope they will adopt the statement and apply it to future planning applications within the area. I am grateful to MK Council Conservation and Archaeology for their assistance and co-operation, and for engaging with us in the preparation of this statement. I am also grateful to local residents and other local stakeholders such as the Parks Trust for engaging with us in this project. RESOLVED - That the Minutes of the meetings held on 3 July 2018 and 4 October 2018 and the meeting of the Sub-Committee held on 11 June 2018 be approved and signed by the Chair as correct records. ST17 DECLARATION OF INTEREST None were declared. ST18 PUBLIC INVOLVEMENT No members of the public were present. ST19 PERIODIC REPORT OF THE MONITORING OFFICER The Committee considered the Periodic Report of the Monitoring Officer, who reported the following update: The two older complaints dealt with by the Sub-Committee required final closure. The draft Minutes of the meetings held on 16 November 2018 and 21 November 2018 would be submitted to the next meeting of the Committee for approval. In respect of the complaint at Bradwell Parish Council, the Council was following up on information with the complainant as the complaint form had not been received.

    143. Please record my objection to proposal 16/0366/STCON, which I believe is a request to license a burger van to operate on Clifton Down. I feel it is an inappropriate site for such a facility and would be a source of litter. 144. I wish to preface my objection by saying that throughout my eight years as Chairman of the Sneyd Park Residents' Association I was never faced with an application which has so blatantly ignored any attempt to consult with local residents who would be most adversely affected by this proposed fast food burger van. I am appalled that such a body as the Downs Committee would behave in such an arrogant and self-seeking manner. I object most strongly to the application and also to the manner in which it has been forced through to this stage. For the sake of brevity I will restrict my objections to four aspects. Complete Lack of Public Consultation. I was only made aware of this proposal by a chance remark from a neighbour, who had also heard by word of mouth. This was not until mid-May, which was apparently long after the date for formal objections to be lodged. Although my road, Cook's Folly, plus Avon Grove, Seawalls, The Avenue, etc, are only 200 - 300 yards of the Downs and well within earshot of activities there, I gather that not one house or apartment within these roads had received any notification of this application. Even more seriously is the failure to notify the Sneyd Park Residents' Association and the Neighbourhood Partnership.
