    DIGITAL TELEVISION 1 The Transition to Digital Television* Jérôme Addaa and Marco Ottavianib University College London; London Business School This paper studies the role of economic policy for the transition from analogue to digital television, with particular attention to the switch off of the analogue terrestrial signal. The analogue signal cannot be credibly switched off until almost all viewers have migrated to digital, due to universality of access to television. But before switch off, only part of the population can be reached with the digital signal. In addition, those who are reached need to spend more to upgrade their reception equipment than after switch off, because the capacity to increase the power of the digital signal will be made available only then. After reviewing the competitive structure and the role of government intervention in television markets, we present the early experience of a number of industrialised countries in the transition to digital television. We then formulate a micro-econometric model of digital television adoption by individual viewers. The model is calibrated to UK data and simulated to predict the impact of government policies on the take up of digital television. Policy makers can affect the speed of take up of digital television by: (i) controlling the quality of the signals and the content of public service broadcasters; (ii) intervening in the market for digital equipment with subsidies; and (iii) publicising the conditions and date of switch off of the analogue signal. We find that if the analogue terrestrial signal is switched off conditionally on aggregate adoption, strategic delays possibly arise and expectations affect the success of the switch off policy.

Technological changes have caused intense competition in news and general entertainment channels, as a result of which there is growth in regional and niche channels. The growth of cable and satellite television and direct to home television services has continued to drive television as the most preferred medium among advertisers. Broadcasters are also tapping into online and mobile media to increase their revenue. This paper seeks to study the impact of privatisation on media policy of the Government of India and how it has evolved various institutional mechanisms to deal with the growth of television as the medium to study the effect of privatisation and convergence on media regulations as television is the most powerful medium. Analysis of its origin and development, ownership, business models and programs suggests that Phoenix TV is a highly successful, China-oriented commercial venture. Inspired in part by the world’s most notorious media mogul, yet mostly compliant with a restrictive political environment, the station has transitioned from commercial, corporate ownership to an entity which state controlled entities have a significant, but not controlling ownership presence. Al-Jazeera started as a hybrid private-state entity, primarily oriented to the Arab and Islamic worlds and secondarily to a larger international audience interested in Arab and Islamic affairs. Doordarshan is a Public broadcast terrestrial television channel run by Prasar Bharati, a board formed by the Government of India. It is one of the largest broadcasting organizations in the world in terms of the infrastructure of studios and transmitters. Doordarshan had its beginning with the experimental telecast started in Delhi in September, 1959 with a small fransmitter and a makeshift studio. The regular daily transmission started in 1965 as a part of All India Radio. The television service was extended to a second city Mumbai in 1972. While some efforts were made to fulfil these brave goals, television also earned the unholy reputation of being a vehicle for government propaganda. Doordarshan – the public service broadcaster was the only available terrestrial network till 1991 when transnational satellite television channels began to make forays into the country. Soon Indian players entered the television industry thereby leading to enormous expansion. Since then, the very nature of Indian broadcasting has changed. Television has transformed from a medium devoted to development communication and the cause of the marginalised, to a true middle-class medium. Contemporary Indian television is divorced from the realities of the 'other half of India that lives in abject poverty and deprivation, thus presenting a distorted view of social reality.
