Sbmintel.com [email protected] @sbmintelligence Facebook.com/sbmintel OCTOBER 2020 I CLOUDS IN THE SUNSHINE STATE INTRODUCTION On October 10 2020, Ondo State governor, Rotimi Akeredolu aims to match Olusegun Mimiko's record and become the second person to be voted for a second term at the Alagbaka Government House. For him, it is almost a sense of deja vu as his opponents are familiar faces. Eyitayo Jegede lost to him in 2016, while Agboola Ajayi was his running mate four years ago. This report aims to look at the key factors likely to influence voting in the gubernatorial elections in Ondo State. The state has three Senatorial Districts, 10 Federal House of Representative seats A BRIEF HISTORY OF ONDO and 23 State House of Assembly Seats. The three Senatorial Districts are Ondo North made up of Akoko North East, Akoko North West, Akoko South-East, Akoko Ondo State was created on 3 February South West, Owola and Ose Local Government Areas; Ondo Central consisting of 1976 when the Western State was Akure South, Akure North, Ifedore/Igaraoke, Ondo West and Ondo East; and Ondo split into gun, ondo and Oyo states. During the Second Republic (1979-1983), by which time the state had been created, the Unity Party of Nigeria (UPN), AG's successor in the South West, continued to dominate the politics of Ondo. During the period, Michael Adekunle Ajasin of the UPN won the governorship election of 1979. However, by the second election of 1983, Akinwole Michael Omoboriowo, Ajasin's deputy from 1979-1983, decamped to the National Party of Nigeria (NPN), the ruling party at the centre, to contest the governorship race with Ajasin. As it turned out, Omoboriowo was officially declared the winner of the governorship election by the Federal Electoral Commission (FEDECO). The declaration led to an unprecedented level of post-election violence across the state, reminiscent of the Operation Weti e post-election violence of the 1960s. The state was, as famed columnist Dare Babarinsa put it, 'The House of War' during the period. Mr Ajasin of the UPN eventually reclaimed his mandate and Mr Omoboriowo fled the state. The people of Ondo State were at the epicentre of post-electoral violence stemming from perceptions of the will of the people being shortchanged by politicians in these two instances During the short-lived Third Republic (1992-1993), Bamidele Olumilua of the Social Democratic Party (SDP) won the governorship election. His reign was, however, cut short with the abortion of that democratic experiment following the annulment of 12 June 1993 presidential election by the Ibrahim Babangida regime. Following the return of democracy in 1999, Adebayo Adefarati of the Alliance for Democracy (AD) was elected Ondo State Governor. Mr Adefarati lost in his re-election bid in 2003 when Olusegun Agagu of the PDP was elected the governor. Dr Agagu, who was earlier declared to have won his reelection bid in 2007, eventually lost to Olusegun Mimiko of the Labour Party (LP), who was a member of his inner cabinet, after protracted legal battles over the winner of the election. 2 OCTOBER 2020 I CLOUDS IN THE SUNSHINE STATE The race for the governorship in the 20 October 2012 election The 2016 governorship election saw Mr Akeredolu was contested among three major parties, the Action victorious at the second time of asking, beating Eyitayo Congress of Nigeria (ACN), the Labour Party (LP) and the PDP. These added interesting dimensions to the 2016 gubernatorial election.     PRESS RELEASE Ondo Guber pre-election poll- Close race between Akeredolu and Oke With significant proportion of undecided voters Abuja, Nigeria. November 22nd 2016 – In the race to the Ondo State Governorship election, a new public opinion poll conducted by NOIPolls has revealed a close race between Rotimi Akeredolu, candidate of the All Progressives Congress (APC) and Olusola Oke, candidate of the Alliance for Democracy (AD); with a 1 percent point difference between both candidates. The poll was conducted in the week commencing 14th November 2016 and it sought to measure the level of preparedness of Ondo State residents for the forthcoming Gubernatorial election slated for 26th November 2016. When asked which candidate respondents will be casting their vote for, the result puts Akeredolu in a slight lead with 24%, over Olusola Oke with 23%. Interestingly, respondents also mentioned two candidates of the Peoples Democratic Party (PDP), with Eyitayo Jegede (11%) trending ahead of the candidate currently listed by INEC, Jimoh Ibrahim (7%). Other candidates mentioned include Olu Agunloye (4%) and Francis Adeyemi Alao (2%) of the Social Democratic Party (SDP) and All Progressive Grand Alliance (APGA) respectively. However, a significant proportion of voters, 29%, remain undecided as to who they will cast their vote for on election day. It is worth noting from the poll that Olusola Oke seems to be gaining huge momentum as a consolation candidate swinging support across party lines; especially from the PDP where most supporters of one of the candidates, Eyitayo Jegede, disclosed that they would cast their votes in favour of Olusola Oke if the party does not resolve its internal crisis.

    INTRODUCTION Ondo is one of the six states that make up the South West geopolitical zone of Nigeria. It has interstate boundaries with Ekiti and Kogi states to the north, Edo State to the east, Delta State to the southeast, Osun State to the northwest and Ogun State to the southwest. The Gulf of Guinea lies to its south and its capital is Akure. ONDO: THE FACTS AND FIGURES Dubbed as the Sunshine State, Ondo, which was created on February 3, 1976, has a population of 3,441,024 persons (2006 census) distributed across 18 local councils within a land area of 14,788.723 Square Kilometres. Located in the South-West geo-political zone of Nigeria, Ondo State is bounded in the North by Ekiti/Kogi states; in the East by Edo State; in the West by Oyo and Ogun states, and in the South by the Atlantic Ocean. Ondo State is a multi-ethnic state with the majority being Yoruba while there are also the Ikale, Ilaje, Arogbo and Akpoi, who are of Ijaw extraction and inhabit the riverine areas of the state. The state plays host to 880 public primary schools, and 190 public secondary schools and a number of tertiary institutions including the Federal University of Technology, Akure, Ondo State Polytechnic, Owo, Federal College of Agriculture, Akure and Adeyemi College of Education, Ondo. Arguably, Ondo is one of the most resource-endowed states of Nigeria. It is agriculturally rich with agriculture contributing about 75 per cent of its Gross Domestic Product (GDP). The main revenue yielding crops are cocoa, palm produce and timber.

    AWO AND HIS POLITICS: A SILVER JUBILEE INTIMATE REMINISCENCE BY AYO OPADOKUN Nigeria’s political landscape shook to its roots on 9th of May 1987, when the most unexpected happened. The earth-shaking occurrence was the transition to glory of Chief Jeremiah Oyeniyi Obafemi Awolowo (OA). With such a massive blow, Nigeria’s Progressives on the political divide lost Obafemi Awolowo, the most priced and valued possession, and the man for whom Chief Emeka Ojukwu spun the most enduring epithet, “The Best President Nigeria Never Had”. Indeed, OA was the best President Nigeria never had, thanks to the deliberate and conscious conspiracy of ultra-reactionary elements and agents of Right-Wing foreign socio-economic and political leeches. With the benefit of hindsight, we cannot but marvel at the last 100 days of OA. He displayed some signs, which we took no notice of at the Time-T. Lets us commence the journey from his last birthday on March 6, 1987. While OA’s guests were just having the usual breakfast at Efunyela Hall, OA enjoyed social interaction with those present. Mama, HID was also seated. At about 10am, I, as a personal Aide after Rotimi Abe got incarcerated for appending his name to OA’s convincing response which proved that contrary to General Idi Agbon’s assertion that UPN’s Governors have confessed to embezzling state funds to service the UPN party, none of them had been interrogated by the SIP as at that time I was called out to meet with a delegation from Oye Community now in Ekiti State.

    ELECTORAL VIOLENCE, ARMS PROLIFERATIONS AND ELECTORAL SECURITY IN NIGERIA: LESSONS FROM THE TWENTY-FIFTEEN ELECTIONS FOR EMERGING DEMOCRACIES By Gani Yoroms, PhD Associate Professor Department of Political Science, Bingham University, Karu, Nasarawa State [email protected] Abstracts This paper attempts to look at the rise of violence resulting from the accumulation and use of arms whenever elections are being conducted in Nigeria. It argues that elections in most cases are fraud with violence, defeating the purpose for democratic governance. The worst scenario of electoral violence is the surge in arms proliferations. Acquisition of arms has become synonymous with possessing voter’s card. This trend has been a common phenomenon in Nigeria, to the extent that election periods are often wrought with fear, anxiety and desperation between the political class as they seek electoral mandate. Political parties, party-candidates and supporters acquire their own private security, militias or party thugs; and armed them to carryout acts of electoral violence. This paper looks at the 2015 elections in Nigeria and the trends towards electoral violence following the rise and proliferation of arms in the course of the preparation/arrangement for the election. It posits that contrary to the arms built up and the expectation that the 2015 election was going to be the most violent of all the elections , and the likelihood that it might set the country apart/ablaze; it rather turned out to be the most credible elections; widely accepted , not only in Nigeria but the entire world. The paper will be interrogating the interplay of various dynamics that melted the drive towards violence and the circumstantial development that reinforced political stability for peaceful election.
