Main airport covered by LSSIP: EYVI - Vilnius Airport LSSIP Year 2020 Lithuania 1 Released Issue Traffic and Capacity Traffic growth in 2020 vs 2019 for Lithuania and the average en-route delay per flight (minutes per flight) remains zero at Vilnius ACC. 0.00 -54% 2019-2020 2020 Lithuania is part of the Baltic FAB. 2020 Number of national projects: 8 Number of FAB projects: 3 Number of multinational projects: 1 Summary of 2020 developments: In 2020, due to COVID-19, many projects implemented by LSSIP Lithuania stakeholders were reviewed and rescheduled. However, the major part of LSSIP implementation objectives progressed as planned. In 2020, COM10 Migrate from AFTN to AMHS was successfully completed. The important milestone was reached in NAV10 RNP Approach Procedures to instrument RWY objective: in 2020, SBAS (LPV) approach procedures were designed, tested and approved for 3 airports if Lithuania (Vilnius, Kaunas and Palanga), the implementation was in line with the EGNOS Lithuania Project under GSA/GRANT/06/2017-2). It was expected that in 2020 Oro Navigacija would put in operation its new ATM system which would allow to close many linked LSSIP implementation objectives (ITY-AGDL Initial ATC Air-Ground Data Link Services, ATC12.1 Automated Support for Conflict Detection, Resolution Support Information and Conformance Monitoring, ATC02.8 Ground-Based Safety Nets, ATC17 Electronic Dialogue as Automated Assistance to Controller during Coordination and Transfer). However, the ATM system has not become operational yet (the amended O date is 1-2Q/2021), therefore the above mentioned implementation objectives are still considered as ongoing, even if technically ready. In 2020, no important changes in organisational structures of LSSIP Lithuanian stakeholders took place. Important legislative changes in 2020 are connected with implementation of the requirements of Commission Implementing Regulation (EU) 2019/947 of 24 May 2019 on the rules and procedures for the operation of unmanned aircraft. Law on Aviation of the Republic of Lithuania (Articles 3, 6, 21, and Annex 3) was updated respectively, the newest redaction entered in force on 31/12/2020. LSSIP Year 2020 Lithuania 2 Released Issue Progress per SESAR Phase The figure below shows the progress made so far in the implementation of the SESAR baseline (Pre-SESAR and SESAR1 non- PCP) and the PCP elements. It shows the average implementation progress for all objectives grouped by SESAR Phases, excluding those for which the State is outside the applicability area as defined on a yearly basis in the European ATM Master Plan (Level 3) 2020, i.e. disregarding the declared “NOT APPLICABLE” LSSIP progress status. The SESAR 1 (non-PCP) progress in the graphics below for Lithuania is based on the following objectives AOP15, AOP16, AOP17, AOP18, ATC02.9, ATC18, ATC19, ATC20, NAV12 and COM11.2.
