As we enter the summer season and the country opens back up, we are gearing up for a Army Aviation Museum Foundation G busy season. I noticed an unusually high volume of traffic on the interstate over the P.O. Box 620610 weekend and realized folks are eager to travel, visit family and trying to put 2020 in the Fort Rucker, AL 36362 rear view mirror. All this is good news for museums as well as others that count on attendance. This past Sunday, June 6th marked the anniversary of the D-Day landing, but it was also the 79th anniversary of the birth of Organic Army Aviation. General Order number 98 was signed giving the Ground Forces their own aircraft, pilots and mechanics as part of their Tables of Organization and Equipment (TO&E). Each Artillery unit would be authorized two aircraft, two pilots and one mechanic. These crews would travel and live with the unit in the field and provide reconnaissance, target spotting, medical evacuation and a host of other services. -

Class Narrative Class 16-66 D1 10 February 1966 –12 May 1966 U.S. Army Armor School OCS Class 16-66, Company D1 was the fifth OCS class at Fort Knox since the OCS course there closed during the Korean War. It was also the first of three Company D1 classes, and the first of three thirteen week Phase I classes that would be sent to Fort Lee, Virginia for Phase II OCS training and commissioning in the Quartermaster Corps. Phase I training cycle for the class started on Thursday 10 February 1966 with 116 volunteers and ended on Thursday 12 May 1966 with 93 graduates being sent to Fort Lee. Five members of the starting class would be recycled to Class 21-66, another Phase I Quartermaster class, and all five would graduate with that class at Fort Knox. Eighteen individuals would either quit or be relieved from the course. Unfortunately there was no news article in the Fort Knox post weekly newspaper about the class completing OCS training at Fort Knox. The 93 individuals sent to Fort Lee started Phase II of OCS training on Monday, 16 May 1966. On Tuesday, 19 July 1966 90 members of the class, re-designated Class 66-16, would be commissioned as Second Lieutenants in the Quartermaster Corps. The Honor Graduate was Richard A. Platt followed by Distinguished Graduates, in order of class ranking, Robert L. Whiteley, Louis Plank, Norris C. Conner and Richard D. Walls. These five individuals received special recognition by having “with distinction” printed in gold lettering on their diplomas. -

Biography Department of the Army Ms. Tamara G. Payne Deputy Garrison Commander for ASA Fort Eustis U.S. Army Installation Management Command Joint Base Langley - Eustis, VA Ms. Tamara Payne serves as the Deputy Garrison Commander of ASA Fort Eustis, part of the Joint Base Langley- Eustis command. She is responsible for providing leadership and management of installation service delivery, performance management, business planning, and analysis on a joint base community servicing Army, Air Force and Navy servicemen and women, civilians their families and the surrounding communities. Prior to this assignment, Ms. Payne served as the IMCOM Training, Deputy Chief, Plans and Ops, Chief of Analysis and Integration and the IMCOM Central Region Installation Support lead for two of the largest installations in the Army, Fort Bliss and White Sands Missile Range, the largest Army Reserve Installation of Fort Hunter Liggett and Reserve Forces Training Area Parks. She was also dual hatted as the Chief of Plans Analysis and Integration and Transformation Office at USAG Ansbach, where she planned and led installation restructure and receipt of the Army’s first rotational aviation brigade. She has stood up and led two transformation offices, responsible for integration and planning of installation and mission initiatives in support of region-wide efforts such as the Aviation Restructure Initiative, Camp Humphreys Transformation and Yongsan Relocation Program. Throughout her civilian career she provided installation governance, transformation, strategic planning and integrated support to Soldiers, Civilians and their families at eight (8) installations across four (4) regions. She served in the United States Army as an intelligence analyst primarily focused on Persian Area studies and crypto-linguistics. -
