Construction of the European Standard Gauge Public Railway Environmental State Bureau of the Republic of Latvia Construction of the European standard gauge public railway infrastructure line in Latvia • The Project developer is the Ministry of Transport of the Republic of Latvia. • The Project intends construction of European gauge public railway line "Rail Baltic 2" infrastructure and it is listed under the point 7.a) of Annex 1 of the Directive 2011/92/EU and point 7 of Annex 1 of the Espoo Convention. 2 • The decision about necessity of transbondary EIA of the Project was issued on January 26, 2015 - Decision No. 3-02/122 of Bureau "On transboundary impact for an activity subject to the procedure of an environmental impact assessment“. • 25.02.2015. Latvia sent notification about the proposed activity and information to Lithuania, Estonia, Poland. Answers: • February 19, 2015 Ministry of the Environment of Republic Poland (letter No. 3442.2.2015.PF.1 of 18.02.2015), • March 10, 2015 Republic of Estonia Ministry of Environment (letter No. 11-2/15/1091-10 of 10.03.2015), • March 13, 2015 The Ministry of Environment of the Republic of Lithuania (letter No. (10- 3)-D8-1817 of 09.03.2015). 4 Ongoing status: • within the scope of the initial public discussion Bureau has received more than 600 of individual and collective submissions; • the programme for an environmental impact assessment for construction of the European standard gauge public railway infrastructure/line Rail Baltica is issued and sent to Lithuania and Estonia; • preparation of EIS is ongoing. 5 Some facts: • 15 municipalities (Seja County, Salaspils County, lecava County, Olaine County, Kekava County, Baldone County, Limbazi County, Salacgriva County, Bauska County, Stopini County, Marupe County, Incukalns County, Ropazi County, Garkalne County and Riga City); • length ~ 265 km; • directly influenced landowners 2000 - >1000?; • main issues of concern – NIMBY. 6 Environmental State Bureau of the Republic of Latvia Thank you for your attention!.

FICIL has identified underlying concerns affecting the business environment and investment climate in Latvia when it comes to the current state of the transport sector, as well as awaiting future investment in connection to large scale transport infrastructure projects being realised in the Baltic States. To improve the performance of the transport sector, FICIL would like to highlight these areas requiring action: 1. In terms of improving the existing transportation network environment: 1.1. Analyse the most suitable and effective governance model for transport sector enterprises. Establishment of good corporate governance principles with the goal to improve efficiency, transparency and competitiveness; 1.2. Improve quality, connectivity and maintenance of existing infrastructure; 1.3. Enforcement of existing rules and legislation to reduce shadow economy in transport sector.

Analysis of data published on basement faulting in the Baltic region makes it possible to distinguish the >700 km long East European Craton (EEC) interior fault zone extending from the Leba Ridge in the southern Baltic Sea across the Latvian cities of Liepaja and Riga to Pskov in Russia (LeRPFZ). The complex geometry and pattern of its faults, with different styles and flower structures, suggests that the LeRPFZ includes a significant horizontal component. Exceptionally high fault amplitudes with signs of pulsative activities reveal that the LeRPFZ has been acting as an early Palaeozoic tectonic hinge-line, accommodating bulk of the far-field stresses and dividing thus the NW EEC interior into NW and SW halves. The LeRPFZ has been playing a vital role in the evolution of the Baltic Ordovician–Silurian Basin, as a deep-facies protrusion of this basin (Livonian Tongue) extending into the remote NW EEC interior adheres to this fault zone. The Avalonia–Baltica collision record suggests that transpression with high shear stress, forcing the SE blocks in the LeRPFZ to move obliquely to the NE, reigned in the Ordovician.
