Minutes for Approval To approve Full Council Minutes for the remote meeting held on 04/01/2021. With one minor amendment to remove the word ‘chair’ from the councillor attendance list, it was resolved to approve the Full Council Minutes for the remote meeting held on 04/01/2021 as a correct record. -

Location: 2 Rockfield Avenue Monmouth Monmouthshire NP25 5BB It was resolved to recommend refusal of this application on the grounds of over development, scale, not in-keeping and potential loss of light for neighbour with the Committee recommending that the applicant reconsider reducing the footprint. -

Vision Monmouth brings together a series of action based projects that are perceived to be deliverable in the medium term, which, together, will strengthen the presentation and viability of the town as a shopping and tourism destination, thereby improving the quality of life of those that live and work in the town and its hinterland. Vision Monmouth recognises that these ambitions need to be delivered through partnerships, involving and apportioning responsibility to those best placed to deliver, and ensuring that the collective skills, resources and knowledge of the town are employed to produce the most successful results. Vision Monmouth is not intended to be a strategic document but a summary of the key aspirations jointly held by partner organisations within the town. It is important to remember that it is the destination’s plan not Monmouthshire County Council’s. The role of the Partnership is to champion the visitor economy of Monmouthshire and drive forward greater investment in the destination through a new and improved visitor experience that will deliver increased expenditure, reduced seasonality, and higher visitor satisfaction. It will oversee progress on delivery of the current plan and input into development of the next plan. Monmouthshire’s Destination Management Plan 2017‐2020 – update on progress (NE) NE discussed the main points on Monmouthshire’s DMP 17 – 20. -

WELCOME FROM THE MAYOR Dear Residents, It has been an incredibly difficult year for most of us but we shouldn't lose sight of the fact that we have managed with a war-like effort and quickly adapted to the "new- normal" as a community and without hesitation. Through that process we have also formed new relationships and maybe a better way of doing things. For us as your Town Council, it has given us time to be introspective; we have considered all of our processes and procedures, our administrative model, our committee structures, and our longer term aims and ambitions when considering strategic partnerships. We want to be a more effective part of local government, delivering more and better outcomes and facilitating other local community groups to achieve their goals and ambitions. We are going digital in readiness for the next Council, with a keen eye on our environmental footprint and a much more holistic, joined-up approach to delivering services for all our residents. It is with great pride and admiration of all our residents in their fortitude that I have served you as your Mayor. -

Armed Forces Covenant across Gwent NEWS Spring 2019 Armed Forces Covenant across Gwent The Covenant is a promise from the nation ensuring that those who serve and have served in the Armed Forces and their families are treated fairly. Updates from your local authority Blaenau Gwent Blaenau Gwent Council and partners representing Blaenau Gwent’s Armed Forces community came together at a special event to raise the RAF Ensign at the Civic Centre in Ebbw Vale. The Council’s Armed Forces Champion, Councillor Brian Thomas, welcomed the Lord Lieutenant of Gwent Brigadier Aitken, the High Sheriff of Gwent Sharon Linnard, and the RAF’s Air Commodore Adrian Williams (Air Offi cer Wales). Other distinguished guests at the event included Reverent Islwyn Morgan, who led the prayers for the ceremony, members The Council was also represented by the Deputy Leader of the local branches of the Royal British Legion (RBL) from Councillor Garth Collier, Chair of Council Councillor Mandy across Blaenau Gwent, representatives or the Tredegar Air Moore, and the Council’s Managing Director Michelle Morris. Cadets (2167 Squadron), the South Atlantic Medal Association, People of all ages from Blaenau Gwent came together to mark and partner organisations representatives from the Blaenau the Centenary year of the end of the First World War. VOTE LABOUR ON 4th MAY DIXTON WITH OSBASTON LABOUR PARTY VIVIEN MITCHELL Since retiring as an industrial consultant and financial adviser, I have devoted much of my time to ‘making Monmouth a better place in which to live, work and play’. This is the ethos of Monmouth Partnership Forum of which I have been a member since 2002. My main interest is the environment and I was a founder member of Transition Monmouth. This group’s activities are varied but currently my main project is flood prevention. Flooding affects everyone in Monmouth, but residents of Dixton/Osbaston and Wyesham in particular, and has become noticeably worse in the last 20 years. We need a plan to stop this! I believe that social justice, inclusivity and community engagement are key to a town’s success and I work with school children and older students, as well as numerous community groups. Also essential are our local producers and retailers. We must support our local businesses otherwise the town will die – young people will move away and our town centre will lose the wonderful independent shops. I was a member of Monmouth Town Council for two years and gained significant experience of working with Monmouthshire County Council. -

He explained that the changes were always driven by a wish to improve provision and health outcomes; but they were always subject to difficulties in recruiting and retaining staff at all levels. There was a national shortage of doctors and nurses, which inevitably had an impact on services. The new Grange Hospital at Llanfrechfa is the UHB’s flagship programme, with an investment of £350 million by the Welsh Government, and it is hoped that it will serve to attract medical staff into the area. The building is ahead of schedule and it is due to open in 2021. It will take all critical care patients for the whole of Gwent and should provide superior care due to the concentration of skills and resources. Other Gwent hospitals will continue to provide all other services, and it is hoped to add some new features, such as a cancer care centre at Nevill Hall Hospital as a satellite to the Velindre.
