PROJECT SYNOPSIS The project is described as “Steel pole: Size: Thickness 2.2mm x 4cm x8cm x 600cm, Coated Steel for basecamps structure JFA 20-1LA Vilaboury Base Camp, Vilaboury district, Savannakhet province, and Ban Kaleum Mai, Kaleum district, Sekong province, Laos. The contractor shall provide the required transportation and labor to unloading from original purchase to delivery point at Vilabouly District, Savannakhet Province and at Ban Kaleum Mai, Kaleum district, Sekong province, Laos. Work will be performed within a fixed-price contract. 2. BACKGROUND The Defense POWMIA Accounting Agency (DPAA) Detachment Three conducts 4 missions per year to achieve the fullest possible accounting of Americans missing as a result of previous conflicts. The missions last up to 45 days. The various mission sites are located throughout the Lao PDR. DPAA requires the supplies and services described herein to support these efforts. 3. SOLUTION Steel pole Size: Thickness 2.2mm x 4cm x 8cm x 600cm, Coated Steel. The cost should include transportation and unloading. Required material delivery to Vilabouly District Savannakhet Province, and Ban Kaleum Mai, Kaleum district, Sekong province, Laos. The pole will be used for base camp structures to raise the sleeping floor above the ground to prevent hazardous from insects, snake and any animals. GENERAL CONDITIONS 1. Fixed-Price Proposal. The Contractor shall provide one fixed-priced Proposal for the complete Project that includes all aspects of the Work unless specified by this Scope of Work. All pricing is in local currency (Kip or US dollar) contractor must specify which currency used in their quote. 2. Specifications. The delivery point shall be managed by the Detachment Three team station at the Base camp. The Contractor is responsible for compliance with all Building Codes; Work not in compliance with the Codes shall be deemed to be unacceptable. 3. Execution. The Work shall be executed in a diligent and workmanlike manner in accordance with the negotiated fixed-price, this Scope of Work (SOW), and the Project Schedule. Page 3 of 9 Unclassified 4. Work Hours. Unless otherwise agreed to by Contracting Officer’s representative, the Work shall be executed during normal work hours 7:30 am until 5:00pm, Monday through Sunday; included is night, weekend or holiday work which shall be permitted with no over time charges. 5. Safety. The Contractor shall be responsible for conducting the work in a manner that ensures the safety of employees, Joint field activities US and Lao team members. 6. Workforce. The contractor shall provide all supervision, skilled and unskilled labor needed to perform the work. 7. Subcontractors. Contractor shall be responsible for the conduct and workmanship of Subcontractors engaged in the Project, and for Subcontractors compliance with the terms of this Scope of Work (SOW). 8. Modification to Contract. The Contractor shall not incur any costs beyond those described in this SOW unless directed otherwise in writing by the Contracting Officer (CO). Any work performed by the Contractor beyond this SOW without written direction from the Contracting Officer will be at the Contractor’s own risk and at no cost to the U.S. EMBASSY VIENTIANE LAOS. 9. Stop Work. At any time during the Project, the Contracting Officer reserves the right to Stop Work for protection of employees or visitors, security, or any other reason at his/her discretion. 10.
