Followingthe December2004 AsianTsunami, the International Federationof Red Crossand Red CrescentSocieties (Federation) anda numberof PartnerNational Societies (PNS) became engaged in relief and recoveryprogrammes in .These covered a varietyof secto15,including construction (private housing and public buildings),water and sanitation,waste management, livelihoods, psychologicalsuppot anddisaster management. At the sametime, this extensiveintervention served as an introductionofthe RedCross RedCrescent movement to the Maldiviancommunitv. l\4aldivianRed Crescent (MRC) was formed on 16August 2009 during its first GeneralAssembly. The processof establishinga National Societyin Maldivesbegan in 2005,initiated by a groupof volunteers of the Maldiviancommunity who recognizedthe needfor a Red CrossRed Crescent national society that will provide humanitarian servicesto vulnerablesegments of the Maldivianpopulation. Since 2007,the processhas been lead by the lnterimPlanning Group {lPG)

with the supportof FederationsMaldives Delegation. The process involvedtwo mainelements: a) legalrecognition throogh national legislation{an MRC Act) and b) subsequentinstitutional formation throughthe completion of MRC'sl st GeneralAssembly and a process to develop lvlRc(its structures,policies, programmes, human and financialresources) into a relevant,well-functioning Red Crescent organization,with presenceand activities all over the countty, eventuallyleading to internationalrecognition by the ICRCand membershipin the IFRC.

HavingMRC legally recognized proved to be length, primarilydue to the transformationof the Maldivianpolitical system. However, on 28 April2009 the MaldivianRed Crescent Act was passed by the Maldivesparliament and was ratified by the Presidenton 7 N4ay 2009.Since its formation, MRChas been involved in an intensive developmentprocess ofestablishing systems and structures thatwill enabledelivery of servicesto the communities

Asa new nationalsociet, the InterimPlanning Group (lPG) with the suppoftof IFRCand PNSworked on a InterimDevelopment Plan to developMRC into a fullyfunctjonal society and attain international recognition by the ICRCand membership in the IFRC.Consequently, the firstGeneralAssembly ofMaldivian Red Crescent approved the Interim Development Plan 2009-201O.The ultimate goalofthe plan is:to ensure that by the time it holdsits third 6eneral Assembly in 2011, Maldlvian Red Crescent will havefulfilled the 10conditions for recognitionby the InternationalCommittee ofthe RedCross (ICRC) and simultaneougly become a fully-fledgedmember ofthe lnternationalFederation. The Planwas divided into five major development components Governance Management Development, Organisational Capability Deve'opmenr, ProgrammeDevelopment, Branch Development and External Affairs Development as indicated in the diagrambelow. 1.Governance Management Development

An elevenmember Governinq Boafd (GB) was elected during the first6eneral Assembly on 16 August2009. This included a president,2 VicePresidents,l Treasurer,2 members representing North ofMaldives,2 members representing south of Maldives,lmember representing Malel1 governmentrepresentative and a youth member.Throughoutthe periodthe GoverningBoard formed two sub committees;a policy 5ub-committeeand EranchDevelopment Sub-committee to work effectively.Both sub committeeswere mandatedto give adviceto the GoverningBoard and to the Managementbeforethe boardadopts the documents.

TheGovehing Board held 8 meetinqsduring this period. The table below gives detail of members'attendanceto these meetings.

MajorAchievements: CommunityBased Health and FirstAid (CBHFA) With the adoptionof CommunitvBased Health and FirstAid (CBHFA)framework by Maldivian Red Crescent6overning Board on 5th December2009, the developmentand preparationsfor the programmewas scaledup. Consequentlta nationallevel CBHFA sensitizationmeeting was held in January2010 with the aim of bringingtogether key stakeholders,sensitising them, obtaining theirfeedback on CBHFAframework and establishing a coordination mechanismbetween MRC and the stakeholders.

With the successof this meeting, in Februar, MRC started a campaignto createawareness and inform communitiesabout CBHFAprogramme and to recruitvolunteers. The responseto this campaignwas very good and through an interviewprocess, several volunteerswere recruited.These volunteers with the newlyrecruited CBHFAField Offcers went throughan intensecapacity building of FirstAid Training of Trainers (ToT) training, Vulnerability and Capacity Assessment(VCA) training and CBHFAToT training. CBHFAprogramme was initiatedin HaaDhaalu, Thaa and Seenu atoll in newlyformed unats and branchesof MRCin March2010. Exploringnew opportunities and developingneed-based programmes

TheCanadian Red Cross (CRC) launched a "DRRlnitiative" grant and MRCis also curently reviewingthe availableVulnerability and calledfor proposalsfrom theTsunami affected countries in February CapacityAssessments (vCA) in-order to developrelevant and need 2010.Thegrant offered an opportunityto implement a projectworth basedprogrammes for the Maldiviancommunities. 5.ExternalAffa irs Development lvlajorAchievements: lmprovementin mediarelations and communications A mediasensitization meeting was held in March20l0 by MRCwith the objectiveof providinginformation on MRCactivities and upcoming eventsto the mediaand building relations with them. lMajor media partners such as Television lMaldives (TVM), DhiTV Villa TV (VTV), Voice of Maldives(VoM) and Minivan News attended the meeting.Media packs were sent to allthose who couldnot attend the meeting.

Allmediaoutlets were informed of MRCprogramme activities, branch formations and 2nd GA through out this period lnterviewswere given to VOM,VTV and DhiTV during MRC events such a5 Unit Assemblies held in Januaryand February. Press release5 were also issued in Dhivehi andcirculated to the mediaoutlets.

Widemedia coverage was given to the announcementof the upcoming2nd GA. The Secretary General (5G) gave interviews to DhiTVand VTVon thissubiect. In additionSG also pa(icipated in programmesof Vo/\,4to giveinformation on 2nd GAand the currentprogramme implementation.

l.GoverningBoard Withthe establishmentof MaldivianRed Crescent on 16August and the GoverningBoard being elected, work was initiatedto implementthe adoptedMRC lnterim Development Plan. Through adoption of policiesand guidelines the Boardassisted and guided the eariyimplementation. In addition,the Board authorizedthe establishmentof MRCUnits and Branchesin accordancewith the BranchDevelopment Plan.Consequently the Boardformally recognized the 8 Unitsand 4 Branchesof MaldivianRed Crescent establishedin 3 atollsand Male'.The Society has been able to register524 individual and 3 corporate membersby I2 April2010. Member5 of the Boardpafticipated in two internationalevents. These visits enabledthe membersto gainmore knowledge on the functioningof a nationalsociety and were able to makedirect contact with olficials to seekfunds for the implementationof brancherand programmes.

2.NationalAdvisory Council Asthe bodymandated to giveadvice to the governingbodies of MaldivianRed crescent, the advisory councilheld two meetingsduring the reportingperiod. The Governing Eoard sought advice from the Councilregarding matters related to the GeneralAssembly. The Council also identified (he positionsof the GoverningBoard that will be re-electedat the Second6eneral A55embly of MaldivianRed Crescent.

3.FinanceCommission TheFinance Commission held two meetingsin the pasteight months. The meetings presided over tasks suchas finalization of lrRCFinance Policy and approval of managementaccounts for the quarterending in 28 February2010 and adoption of MRCplan and budget for the year 2010 and 201]

4.ComplaintsCommittee Sincethe formationof MaldivianRed Crescent (iVRC) on 16August 2009, the Committeeheld only one meeting.The committee comprise5 five members. lts main responsibility isto handlecomplaints against branchboard members, misuse of authoritygiven by the GeneralAssembly, violation of the rulesand regulationof Redcross Red crescent Movement by membersand branches,MRc statutesand [4RCRules of procedure.Work is underway in formulating the procedurefor filingand handling complaints received by its memberseffectively.
