SUBJECT: ( ) Transfer Recommendationfor GuantanamoDetainee Jahn Ghafoor, ISN: -00363DP

1. (S) PersonalInformation: Shai Jahn Ghafoor is an Afghan nationalborn in 1969 (age 33) in Karabagh, . Detaineehasbeen diagnosed with latent tuberculosis but is otherwise in good health

2. (FOUO) Detention Information: On 9 September 2001, subject detainee, a farmer and daylaborer inKarabakh village, Helmand province, Afghanistan, was forcibly conscripted by the to work as a supply driver in , Takhar province, Afghanistan. Detainee drove a pickup truck carrying foodstuffs and miscellaneous supplies from a bazaar outside of Taloqan to within two miles ofthe frontlines in the Takhar province. Detaineedid not transport ammunition or weapons and saw no foreign troops in the area where he dropped off the supplies. After Taliban forces surrendered to the Northern Alliance in Konduz on 26 November 2001, detainee was transported from the Yarganak Pass near Konduzthrough Mazar-e-Sharifto the prison in Sheberghan. Detainee was transferred to U.S. forces in December 2001 and subsequently transported to Guantanamo Bay NavalBase, Cuba on 11 June 2002 because detainee's knowledge ofTaliban recruitment and travel routes, and of details regardingSheberghan Prison. Detainee has been cooperative, but Joint Task Force Guantanamo considers the information obtained from and about him as neither valuable nor tactically exploitable .

3. ( S ) Assessment: Basedon current information, detainee ISN: -00363DP is assessed as beingneitheraffiliatedwith al-Qaida nor a Taliban leader. Moreover, basedon the detaineefolder, the knowledgeabilitybrief, andsubsequentinterrogationsby JTF Guantanamo, the resultsof which are availableon the JTF Guantanamodetaineedatabase, the detaineehas no further intelligencevalue to the United States and will not seen for further intelligencepurposes. Subjectdetaineehas not expressedthoughtsofviolenceor made threatstoward the U.S. or its allies duringinterrogationsor in the course ofhisdetention. Basedonthe above, detaineedoes not pose a future threat to the U.S.or its interests.
