Dear Mr President of the European Council, the Current Pandemic Has Dear Mr President of the European Council, The current pandemic has brought us together as European citizens. Healthcare staff and key workers throughout Europe have stepped up to this monumental task and people across Europe applaud them outside their windows in daily recognition of their work. Countries offer up hospital beds to help treat the most vulnerable, irrespective of nationality - Europe’s citizens are united in solidarity. We represent Volt, the only pan-European political party in the European Parliament, with voters and volunteers all over Europe. We write to you ahead of your meeting on 23 April because the European measures currently proposed fail to address the virus’s profound long-term impact. The debt incurred today to help citizens and businesses through the lockdown will significantly impair governments’ ability to invest in growth, jobs and shock resilience tomorrow. If Europe’s leaders fail to address this crisis adequately and together, we fear the eventual disintegration of the EU, a project of unprecedented peace and prosperity. Coronabonds are urgently needed . The suggested lowered conditionalities for ESM funding are a first step to support governments in delivering out-of-work benefits alongside cash grants for households, firms and the self-employed. However, the ESM can only be a short-term fix - we must also invest in recovering from the crisis, a fiscal burden that must be shared by all EU countries. Thus, the next EU budget must fund a stimulus package of at least €1 trillion in additional money to help governments invest in jobs and the shock resilience of their economies and societies. Europe needs a “New Deal”. Coming out of this crisis, we must set Europe on a path towards a fairer, more sustainable future. To achieve this, we need to plot a common course to the circular economy and the future of work. We urge you to invest in the sustainable and digital infrastructures as well as Europe-wide social care programs. For this, we need a European Treasury. It would be the first step towards a democratically legitimate fiscal union, led by a finance minister that is held accountable by the European Parliament, acting in the interests of all European citizens. The Conference on the Future of Europe is an ideal opportunity to kickstart this sorely needed debate on fundamental EU reform. Beyond the financial package, we need a coordinated exit plan, as reopening the economy without a common strategy risks causing a devastating second disease wave. W e implore you - the European Council - to demonstrate the solidarity called for by citizens. Go beyond healthcare and fiscal policies, and let a visionary recovery plan lay the foundations for more European integration. Human lives depend on our unity. DISTINGUISHING BETWEEN THE WEIGHT OF ELECTORATES AND THE ELECTORAL WEIGHT OF PARLIAMENTARY GROUPS The Fondation pour l’innovation politique wished to reflect on the European elections in May 2019 by assessing the weight of electorates across the European constituency independently of the electoral weight represented by the parliamentary groups comprised post-election. For example, we have reconstructed a right-wing Eurosceptic electorate by aggregating the votes in favour of right-wing national lists whose discourses are hostile to the European Union. In this case, for instance, this methodology has led us to assign those who voted for Fidesz not to the European People’s Party (EPP) group but rather to an electorate which we describe as the “populist right and extreme right” in which we also include those who voted for the Italian Lega, the French National Rally, the Austrian FPÖ and the Sweden Democrats. Likewise, Slovak SMER voters were detached from the Progressive Alliance of Socialists and Democrats (S&D) Group and instead categorised as part of an electorate which we describe as the “populist left and extreme left”. A. The data collected The electoral results were collected list by list, country by country 1, from the websites of the national parliaments and governments of each of the States of the Union. We then aggregated these data at the European level, thus obtaining: – the number of individuals registered on the electoral lists on the date of the elections, or the registered voters; – the number of votes, or the voters; – the number of valid votes in favour of each of the lists, or the votes cast; – the number of invalid votes, or the blank or invalid votes.

Yvon van der Pijl Submitted to the Department of Cultural Anthropology of Utrecht University as part of the requirements for the degree of Master of Science on August 14th, 2019. 14.442 words 2 Abstract While a new, progressive political movement, the “pan-European” party Volt, enters the European Parliament election of 2019 in the Netherlands, its members realize the difficulties advocating for more supranationalist collaboration in the current political climate. Based on three months of ethnographic fieldwork during the Volt NL campaign, this thesis uses Benedict Anderson’s conceptualization of “imagined communities” to describe and analyze this work. Anderson’s influential theory describes the emergence of communities and how nationalism shaped the modern world. Combining participant observation, interviews and online data analysis, I explore three challenges Volt NL members faced in advocating for their political cause – improving the European Union. The first challenge deals with using European and Volt symbols, the second with the use of modern means of communication and the third is the challenge to deal with an “elitist” or “cosmopolite” image. Volt NL members are aware of these challenges but have yet to find ways to overcome them. The state of today’s society affects the applicability of Anderson’s theory, because the European Union lacks “shared history” to make symbols meaningful, current communication methods differ crucially from the days of “print- capitalism” and the role of the “elite” is not perceived positively by the public today.
