ETHIOPIA JIMMA-MIZAN ROAD UPGRADING PROJECT (Project Number: P- ET- DB0 – 011) ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT SUMMARY 1. Introduction The Jimma-Mizan road upgrading project is one of the main road projects included in the Ethiopian Government’s 10 Years Road Sector Development Programme – (1997- 2007). This development programme is designed to improve and expand the country's road network in order to stimulate the economy for long term development. It is recognised that agriculture is the backbone of the economy and particular importance is placed on the development of this sector by the removal of the transport constraints facing the sector. This explains the decision to upgrade the deteriorating Jimma-Mizan road to provide market access to agricultural products and facilitate agricultural export particularly coffee produced in the project zone of influence. Road upgrading is likely to cause negative and positive impacts on the environment.The ESIA study for the Jimma-Mizan road project seeks to explain the biophysical features of the existing Jimma-Mizan road, to describe proposed realignment road sections and to assess potential positive and negative impacts of the whole Jimma-Mizan road upgrading project. It also proposed appropriate solutions to avoid or minimise any adverse impact that may result from the project during and after the upgrading process. The African Development Bank (AfDB) categorised this project as a Category 1 project, which is subjected to an ESIA. The Environmental Policy of Ethiopia (EPE) also includes ESIA policies in the cross-sectoral environmental policies and requires a project of this nature to prepare an ESIA study.

Ethiopia’s economy, decentralise its state, and democratise its politics have sought to reverse a history of centralised autocracy and violent political conflict. Despite important advances, the capacity and the freedom of action of civil society and political opposition remain limited. The cur- rent period is critical in terms both of political stability and pluralism, and of pro-poor socio-economic development in Ethiopia. This work is licensed under the Creative Commons Attribution International License (CC BY). http://creativecommons.org/licenses/by/4.0/ Abstract To assess broad sense heritability and phenotypic and genetic correlations among sugarcane yield components, an experiment was conducted at Wonji and Metehara Sugar Estates of Sugar Corpo- ration of Ethiopia during 2012/2013. High broad sense heritability (h2) was detected for stalk diameter (0.730), single cane weight (0.672), millable cane number (0.624), stalk height (0.624) and pol % (0.608), indicating that these traits could be selected for easily. Expected genetic gain of the yield components was moderate to high. All traits had low to high genetic correlations (rg = −0.005 to 0.884) with cane yield and (rg = 0.027 to 0.999) with sugar yield. On average genetic correlations were higher than phenotypic correlations. High Genotypic Coefficient of Variation (GCV), broad sense heritability and expected genetic advance were recorded for stalk diameter, single cane weight and millable cane number.
