Kjetil Tronvoll is a research fellow and Director of the Horn of Africa Programme at the For more than a decade, reforms designed to liberalise Norwegian Centre for Human Rights at the University of Oslo. Ethiopia’s economy, decentralise its state, and democratise its politics have sought to reverse a history of centralised autocracy and violent political conflict. Despite important advances, the capacity and the freedom of action of civil society and political opposition remain limited. The cur- rent period is critical in terms both of political stability and pluralism, and of pro-poor socio-economic development in Ethiopia. The study advocates an analysis of power that takes account of the political culture, knowledge, and be- liefs of Ethiopia’s diverse citizens. The authors argue that Sida involving all Ethiopians in decisions affecting their lives is studies one of the most significant challenges to socio-political transformation. Sidaen The Culture of Power in Contemporary Ethiopian Political Life BY SARAH VAUGHAN AND KJETIL TRONVOLL Sidastudies Foreword by Sida The mission of Sida is to contribute to poverty reduction in partner coun- tries. Sustained poverty reduction requires equitable growth – but it also requires that poor people have access to political power and resources. To better understand the persistent and multi-dimensional aspects of poverty as well as the potential for and obstacles to poverty reduction and development, Sida decided to commission, on a pilot basis, a “power analysis” of Ethiopia during the preparation of the Swedish Ethiopian Country Strategy for ‒ in . The purpose of the study is to provide Sida and the Swedish Embassy in Ethiopia with a deeper understanding of the formal and informal political, economic and social power structures and power relations in Ethiopian society as well as their implications for poverty reduction and development in Ethiopia. The study may also help Sida to identify dif- ferent processes and initiatives in Ethiopian society, which could con- tribute to poverty reduction, democratisation, and increased respect for human rights and socio-economic development. Our hope is that the study will also be of interest to everybody interested in developments in Ethiopia. To quote the authors of the report: “This study foregrounds culture, convention, and systems of shared belief in the study of relations and structures of power. In doing so, it seeks to look beyond the so-called ‘for- mal’ or ‘modern’ political sphere, to investigate the way it is influenced by, and influences social developments more generally. … it seeks to move beyond the constitutional developments, and formal structures which pro- vide the waxen form of politics in Ethiopia, to illuminate its ‘golden’ alternate: the relations and systems of power and convention which underpin and give it life and meaning.” Hitherto, Sida’s experience of conducting power analyses has been rather limited. The first round of analyses includes Ethiopia, Kenya, Burkina Faso and Mali. All these analyses were carried out as an integral part of each country strategy process. At present, Sidas’s Division for Democratic Governance () is assessing the approaches used in these four analyses further to develop methods for these types of studies. The Silte of southern Ethiopia is among those ethnic groups with their own conflict resolution mechanism. The main purpose of this study is to explore the indigenous institutions of conflict resolution among the Silte people of southern Ethiopia. This study has employed a qualitative research to meet the stated objectives of the study. To achieve the above objectives, the study collected primary data from different informants in Silte Woreda by employing such qualitative data collection techniques as an interview, focus group discussions and observation. The secondary data sources were obtained from published and unpublished government documents; such as books and magazine and. The finding of this research reveals that the indigenous conflict resolution institution is one of the ways of resolving conflict in the study area. The study also came up with the major causes of conflict in the study area and the indigenous means to resolve them through the Baliq conflict resolution institution.

    Army worm infestation in SNNP and Oromia Regions As of 24 May, some 8,368 hectares of belg cropland was reportedly destroyed by army worms in Wolayita zone of SNNPR - an area that suffered from late onset of the 2013 belg rains and subsequent heavy rains that damaged belg crops. The damage caused by the army worms will further reduce the expected harvest this season. Similar incidents were also reported from Boricha, Bona Zuria, Dara, Dale, Hawassa Zuria and Loko Abaya woredas of Sidama zone; Loma and Mareka woredas of Dawro zone (SNNPR), as well as from drought prone areas of East and West Hararge zones of Oromia Region; and quickly spreading to neighbouring areas. In Boricha woreda, for example, more than 655 hectares of belg cropland was destroyed in the course of one week, this is indicative of the speed that damage is being caused. Immediate distribution of spraying containers and chemicals to the farmers is required to prevent further loss of belg crops. For more information, contact: [email protected] Health Update The number of meningitis cases has gradually declined since the outbreak was declared in January. To date, 1,371 cases were reported from 24 woredas in five zones of SNNP and Oromia Regions. The Government, with support from health partners, is conducting a reactive vaccination in the affected areas, with 1, 678,220 people vaccinated so far. Next week, the number of people vaccinated during the Addis Ababa City Administration meningitis vaccination campaign, conducted from 20 to 26 May, will be released. Meanwhile, the number of kebeles reporting cases of Yellow Fever in South Ari, Benatsemay and Selmago woredas of South Omo zone, SNNPR, increased.

    Ethiopia: West Guji – Gedeo Conflict Displacement Flash Update 2 22 May 2018 Highlights • A rapid assessment conducted in Gedeo zone (SNNPR) found that at least 274,5481 people were displaced from West Guji (Oromia) to Gedeo zone following the violence that erupted along the regional boundary in mid-April. Some 84,000 people were also displaced in West Guji zone. More than 4,000 houses were reportedly burnt down or damaged in West Guji and livelihoods destroyed. • Official reports indicate that as of early May, 102,593 people of the 274,548 people displaced in Gedeo were returned to their villages in West Guji zone • The Government, the local community and civil society were the first and main responders to date, with sup- port from few partners. Significant gaps in food, shelter, NFI and WaSH are reported • Although there were no reported health outbreaks so far, AWD, scabies and measles are potential health risks due to the use of water from unsafe sources, open defecation, overcrowded shelter and sharing of clothes.
