John Ashworth’s Slavery, Capitalism, and Politics in the Antebellum Republic is a major Marxian contribution to a social interpretation of the US Civil War. However, Ashworth’s claim that the War was the result of sharpening political and ideological – but not social and economic – contradictions and conflicts between slavery and capitalism rests on problematic claims about the rôle of slave-resistance in the dynamics of plantation-slavery, the attitude of Northern manufacturers, artisans, professionals and farmers toward wage-labour, and economic restructuring in the 1840s and 1850s. An alternative social explanation of the US Civil War, rooted in an analysis of the specific path to capitalist social-property relations in the US, locates the War in the growing contradiction between the social requirements of the expanded reproduction of slavery and capitalism in the two decades before the War. DOUGlAS L. BENDELL AWARD THE STARVATION MYTH: THE U.S. BLOCKADE OF JAPAN IN WORLD WAR II CHRISTOPHER CLARY At 8:16 a.m., on August 6, 1945, the world changed. Fifty-seconds earlier, the Enola Gay had dropped an atomic bomb, "Little Boy", from 31,600 feet above Hiroshima, Japan. The world was ushered into the nuclear age. After seeing the "initial burst and 'ball of fire,'" co-pilot Robert Lewis questioned aloud, "My God, what have we done?" 1 Lewis, nearly six miles above the devastation, was responding to the pyrotechnic display. He could only imagine the very real damage the bomb had caused. While disagreements exist concerning the exact figures, it is undeniable that the bomb and its radioactive effects killed at least 70,000 people 2 Though he was one of the first to see its effects, Lewis was not the first to question the decision to use the atomic bomb nor would he be the last. The decision still sits at the center of one of the most debated historical (as well as historiographic) questions. The focus on this episode is justified. This singular event divides the Twentieth Century in numerous ways, but perhaps most relevantly it ends a hot and bloody war, and marks the beginning of a colder conflict. And since we examine the event in the year 2000, we must try to avoid the biases of the post-Cold War era. This paper tries to focus on two different realities: the first is what actually, really happened, the true state of affairs, then secondly the perceptions of that actuality. -

Building a Rattan Weapon for SCA Youth Combat By Mistress Arianna of Wynthrope Baronial Youth Combat Marshall, Barony-Marche of the Debatable Lands This article demonstrates one way to make rattan weapons for SCA Youth Combat Division 2 and 3 fighters. It is not the only way, but weapons made this way have passed inspection by Kingdom and Society level Youth Combat Marshals and proven to be durable and functional. You will need the following supplies and equipment: • A piece of rattan between ¾” and 1” in diameter and appropriate in length for the weapon you wish to make. Weapon length should be proportional to the fighter. Great weapons have the following maximum length limitations: • Spear - 7.5’ • Pole-arms - 6’ - The striking edge shall not exceed 1/3 of the weapons total length. • Great sword - 6’ - No more than 18" haft (hilt). • 1” inner diameter pipe foam that is at least 3/8” thick and long enough for the desired weapon • Closed cell camp foam, any thickness from ¼” to ¾” • A roll of duct tape • A roll of electrical tape in a contrasting color to the duct tape • Scissors • A utility knife • For single-handed weapons, a shoelace or other cord for a lanyard • A ruler 1 STEP 1 – Making sure your rattan is properly sized Using a ruler, verify that your rattan is at least ¾” and no more than 1” in diameter. If it is too large, use a plane or draw knife to shave it down, then sand the entire shaft. If it is less than ¾” in diameter, do not use that piece of rattan. -

CHARACTERISATION OF EXPLOSIVE WEAPONS EXPLOSIVEEXPLOSIVE WEAPON EFFECTSWEAPON OVERVIEW EFFECTS FINAL REPORT ABOUT THE GICHD AND THE PROJECT The Geneva International Centre for Humanitarian Demining (GICHD) is an expert organisation working to reduce the impact of mines, cluster munitions and other explosive hazards, in close partnership with states, the UN and other human security actors. Based at the Maison de la paix in Geneva, the GICHD employs around 55 staff from over 15 countries with unique expertise and knowledge. Our work is made possible by core contributions, project funding and in-kind support from more than 20 governments and organisations. Motivated by its strategic goal to improve human security and equipped with subject expertise in explosive hazards, the GICHD launched a research project to characterise explosive weapons. The GICHD perceives the debate on explosive weapons in populated areas (EWIPA) as an important humanitarian issue. The aim of this research into explosive weapons characteristics and their immediate, destructive effects on humans and structures, is to help inform the ongoing discussions on EWIPA, intended to reduce harm to civilians. The intention of the research is not to discuss the moral, political or legal implications of using explosive weapon systems in populated areas, but to examine their characteristics, effects and use from a technical perspective. The research project started in January 2015 and was guided and advised by a group of 18 international experts dealing with weapons-related research and practitioners who address the implications of explosive weapons in the humanitarian, policy, advocacy and legal fields. This report and its annexes integrate the research efforts of the characterisation of explosive weapons (CEW) project in 2015-2016 and make reference to key information sources in this domain. -

Weekly Conflict Summary February 22-28, 2018 The Syrian government’s siege and bombardment of Eastern Ghouta remained intense despite two separate ceasefires from the UN and Russia. Fighting around the borders of Eastern Ghouta continued, as did opposition shelling of Damascus city. In northern Syria, new opposition coalitions have taken significant territory from Hai’yat Tahrir al-Sham (HTS, formerly Al-Qaeda-affiliated Jabhat al-Nusra), apparently with minimum fighting. Operation Olive Branch, the Turkish-led offensive into Afrin, gained control over the whole of the Syria-Turkish border from Syrian Democratic Forces (SDF, a Kurdish-led organization in northern Syria). The situation in the besieged area is increasingly dire, with reports of a lack of access to basic nutrition, repeated attacks on hospitals, and mounting civilian casualties. On February 24, the UN Security Council adopted a resolution calling for a 30-day nation-wide ceasefire “without delay”. The resolution was adopted after repeated delays due to disagreements between the US and Russians on the text before the vote. The UN vote was intended to allow emergency aid deliveries to the region’s hardest-hit areas. Despite the resolution, fighting has continued throughout most of Syria, and has been particularly intense in Eastern Ghouta and in the northwestern Afrin region. -

The tables are compiled from various Department of Defense (DOD) sources. Wars covered include the Revolutionary War, the War of 1812, the Mexican War, the Civil War, the Spanish-American War, World War I, World War II, the Korean War, the Vietnam Conflict, and the Persian Gulf War. Military operations covered include the Iranian Hostage Rescue Mission; Lebanon Peacekeeping; Urgent Fury in Grenada; Just Cause in Panama; Desert Shield and Desert Storm; Restore Hope in Somalia; Uphold Democracy in Haiti; Operation Enduring Freedom (OEF); Operation Iraqi Freedom (OIF); Operation New Dawn (OND); Operation Inherent Resolve (OIR); and Operation Freedom’s Sentinel (OFS). draft: March 7, 2015 Michael Davis, Illinois Institute of Technology Ethical Issues in the Global Arms Industry: A Role for Engineers Ethical Dilemmas in the Global Defense Industry Conference University of Pennsylvania Law School Philadelphia, April 16, 2015 This paper has four parts. The first two seek to clarify the subject of this conference, ethical issues in the global arms industry. The third sketches the role engineers have in much of the global arms industry. The last part considers one way that engineers might help with resolving some of the industry’s ethical issues. While the first part of this paper should contain few surprises, the last three will, I hope, contain more. 1. Dilemmas and Defense Let me begin with two differences between the official title of this conference and the title of my paper. First, I have substituted “issues” for “dilemmas”. Second, I have substituted “arms” for “defense”. The purpose of these changes is to avoid unnecessary disputes rather than to change the subject of the conference. Let me explain. A “dilemma” is a situation in which a difficult choice has to be made between two (or more) equally undesirable alternatives.1 If the alternatives were not equally undesirable, the choice would be easy: choose the more desirable alternative. There would be no dilemma (though the choice might, like most good choices, have its cost). My impression is that the main ethical issues, questions, problems, or quandaries posed by the global arms industry are not dilemmas (in this sense) but complex situations in which most of the choices on offer are hard to assess and many of the best choices have yet to be devised. -

Large combat formations were based in Europe and Asia. Additional forces—both land-based and maritime—were rotated periodically back to the rear area in the United States.
