Anne Clark1 Francis Mayall Mallalieu [Family collection] A faded framed photograph (above) of a stately looking gentleman with white hair always hung on the wall of my late father’s bedroom. This was ‘Great Uncle Frank’; who was my paternal grandmother’s great uncle and his surname was Mallalieu. DECLARATIONS OF INTEREST There were no declarations of interest. 77 MINUTES OF PREVIOUS MEETING The minutes of the meeting on the 5 August 2020 were approved as a correct record. 78 LIVING WITH AND CONTAINING COVID GOVERNANCE AND DECISION MAKING Consideration was given to a report of the Executive Leader/Chief Executive which proposed that a Living with Covid-19 Board should be introduced to: make recommendations to the Strategic Commissioning Board (and where outside its remit to its constituent bodies through the Executive Cabinet and the CCG Governing Body) around measures to limit the spread and impact of Covid (breaking the chain of transmission) and to support the population in mitigating the impact of the pandemic; oversee the development of the Local Outbreak Management Plan; provide assurance to the Cabinet/Strategic Commissioning Board on local arrangements for the prevention, surveillance, planning for, and response to, COVID-19; have appropriate health protection intelligence and data support to inform local decision making in partnership with lead agencies; monitor a ‘COVID-19 health protection dashboard’ and highlight concerns about significant health protection issues and the appropriateness of health protection arrangements, raising any concerns with the relevant commissioners and/or providers or, as necessary, escalating concerns to the cabinet/ strategic commissioning board; and seek assurance that the lessons identified are embedded in future working practices. -

Residents can call in on Tuesday afternoons between 1pm and 3pm for free access to the computers. Residents can use the internet to search for a job, help with benefits and housing benefit claims. We have also introduced “One To One” sessions where residents can spend time learning basic I.T skills. Residents will get help setting up email accounts and Facebook pages supported by local volunteers and staff from Ashton Pioneer Homes.We are also going to host a session on Social Media for Beginners. You may be aware that Ashton Pioneer Homes and Pioneer People have two Facebook pages, and residents are encouraged to “like” these pages. We use these pages to share information about Welfare Reform and other relevant topics. We also give regular updates on the Community Groups and what the Resident Involvement Team has been up to. Recommendations: That Members note the report and recommend to Executive Cabinet that the following be added to the approved Council Capital Programme Statutory Compliance expenditure of £143,353 which was urgent and unavoidable and scheduled at Appendix 2 including £7,000 additional required spend on Hartshead Pike as set out in the report. Manchester, Ashton-Under-Lyne and Stalybridge The Diocese of Manchester is the Church of England in Greater Manchester. Manchester is situated in the south-central part of North West England, fringed by the Cheshire Plain to the south and the Pennines to the north and east. The recorded history of Manchester began with the Romans in AD 79. Throughout the Middle Ages Manchester remained a town, but began expanding "at an astonishing rate" around the turn of the 19th century as part of a boom in textile production in the Industrial Revolution in the Victorian period resulting in it becoming the world's first industrial city. As the result of an early-19th century factory building boom, Manchester was transformed from a township into a major mill town, borough and was later granted honorific city status in 1853. ITEM NO: 7 Report To: STRATEGIC PLANNING AND CAPITAL MONITORING PANEL Date: 30 June 2014 Reporting Officer: Elaine Todd - Assistant Executive Director (Asset Management and Investment Partnership) Subject: CORPORATE ASSET MANAGEMENT PLAN UPDATE Report Summary: The attached report is intended to update members of the Board Capital Panel with progress on the disposal of the Council’s surplus assets, anticipated capital receipts that will be realised and investment that is required to maintain those buildings being occupied and retained or dilapidations arising from the termination of leases. Recommendations: That Strategic Capital Members note the contents of the report and approves : a) The allocation of £159,411 to carry out the works detailed at paragraph 2.4. b) That a replacement boiler to service both the school and recreation centre be purchased in the sum of £120,000. Links to Community To support the delivery of the objectives of the Community Strategy: Strategy. Policy Implications: Expenditure in line with financial and policy framework. To assist in delivering a balanced budget and support the sustainability of the local economy. Financial Implications: Substantial work has been undertaken to vacate, market and dispose of a number of buildings, however, the allocation of £4 million budget reduction to the corporate landlord together with increased costs of utilities, business rates and backlog maintenance which are not provided for, means that the vacation of buildings needs to be escalated in order to deliver a balanced budget. Where leasehold properties are disposed of, the corporate landlord will have a reduction in the income target specifically for that asset.
