(1.5) (1.1) (0.8) LETTER TO SHAREHOLDERS To our shareholders: From the vantage point of spring 2017, I can see behind us a year when our television division delivered record revenue, driven by more than $100 million of political advertising revenue and a 50 percent increase in fees we receive from cable and satellite operators who include our TV stations in their packages. From this same vantage point, I can see ahead to a year when local broadcasters’ optimism already has been lifted by the promised tailwinds of the advancement of next-gen television transmission standard ATSC 3.0 as well as further increases in the value of our content as represented by rising rates for the retransmission of our stations. At Scripps, 2017 also brings the promise of new leadership. After nearly 18 years as a member of the senior leadership team here at Scripps — including nine as CEO — I will retire from the role of president and CEO later this year, retaining the job of chairman of the board.

Federal Communications Commission FCC 01-329 Before the Federal Communications Commission Washington, D.C. 20554 In the Matter of ) ) Rules and Policies Concerning ) MM Docket No. 01-317 Multiple Ownership of Radio Broadcast ) Stations in Local Markets ) ) ) Definition of Radio Markets ) MM Docket No. 00-244 NOTICE OF PROPOSED RULE MAKING AND FURTHER NOTICE OF PROPOSED RULE MAKING Adopted: November 8, 2001 Released: November 9, 2001 By the Commission: Commissioners Copps and Martin issuing separate statements. Comment Date: 60 Days After Publication in Federal Register Reply Comment Date: 90 Days After Publication in Federal Register I. INTRODUCTION 1. In accordance with Sections 309(a) and 310(d) of the Communications Act of 1934 (the 1934 Act), the Commission issues new radio broadcast licenses and approves the assignment and transfer of those licenses only when those actions are consistent with the public interest, 1 convenience, and necessity. Pursuant to its public interest authority, the Commission historically has sought to promote diversity and competition in broadcasting by limiting by rule the number of 2 radio stations a single party could own or acquire in a local market. In Section 202(b) of the Telecommunications Act of 1996 (the 1996 Act), Congress directed the Commission to revise its 3 local radio ownership rule to relax the numerical station limits in the ownership rules. In the almost six years since the Commission implemented this congressional directive, the local radio market has been significantly transformed as many communities throughout the country have experienced increased consolidation of radio station ownership. In this proceeding, we seek to examine the effect that this consolidation has had on the public and to consider possible changes to our local radio ownership rules and policies to reflect the current radio marketplace.

NESSELRODE Bachelor of Science Okllahoma State University Stillwater, Oklahoma 1987 Submitted to the Faculty of the Graduate College of Oklahoma State University in partial fulfillment of the requirements for the Degree of MASTER OF SCIENCE December 1998 A STUDY OF MEDIA PRACTITIONERS: DEFINING THE MARKET MIX AND EDUCATIONAL NEEDS OF POTENTIAL STUDENTS FOR OKLAHOMA STATE UNIVERSITY'S MASS COMMUNICATION GRADUATE PROGRAM ij PREFACE This study of media practitioners was designed to help the faculty of the Mass Communication graduate program at Oklahoma State University identify the market and educational needs of potential graduate students. This research examines whether media professionals are interested in a graduate education, the specific courses they are interested in tak.ing, and the preferred class schedule and location of those classes. Many people deserve much more than a simple acknowledgement for their help and support. First, this thesis would not have been possible had it not been for the funding that I received from the Mass Communication Department. am extremely grateful to Dr. Paul Smeyak and the department for generously financing the mailings and supplies used for this study. A very special thank you goes to my advisor, Dr. Sieve Smethers, for his endl, ess guidance, support, patience, and encouragement throughout this study. His words of wisdom and constant understanding provided me the inner-strength I needed to complete this research. Thank you, my dear friend, for all the academic advice and extra laughs.

This year’s presidential election marks the high point of our four-year election cycle, and the open race is projected to bring record election spending across the broadcast television industry. We moved into this year after working through the transitions of 2015, brought about mostly by the completion of our merger with the former Journal Communications television and radio stations and the spinoff of our 13 newspapers, which were then merged with the Journal newspaper group to form an independent public company, Journal Media Group.
