(1.5) (1.1) (0.8) LETTER TO SHAREHOLDERS To our shareholders: From the vantage point of spring 2017, I can see behind us a year when our television division delivered record revenue, driven by more than $100 million of political advertising revenue and a 50 percent increase in fees we receive from cable and satellite operators who include our TV stations in their packages. From this same vantage point, I can see ahead to a year when local broadcasters’ optimism already has been lifted by the promised tailwinds of the advancement of next-gen television transmission standard ATSC 3.0 as well as further increases in the value of our content as represented by rising rates for the retransmission of our stations. At Scripps, 2017 also brings the promise of new leadership. After nearly 18 years as a member of the senior leadership team here at Scripps — including nine as CEO — I will retire from the role of president and CEO later this year, retaining the job of chairman of the board. -

This year’s presidential election marks the high point of our four-year election cycle, and the open race is projected to bring record election spending across the broadcast television industry. We moved into this year after working through the transitions of 2015, brought about mostly by the completion of our merger with the former Journal Communications television and radio stations and the spinoff of our 13 newspapers, which were then merged with the Journal newspaper group to form an independent public company, Journal Media Group. -

Before the Audio Division is a Petition for Rule Making filed by Charles Crawford (“Petitioner”), requesting the allotment of Channel 228A at Wetumka, Oklahoma, as its first local service. To accommodate this allotment, Petitioner requests the substitution of Channel 224A for vacant Channel 228A at Stuart, Oklahoma; the relocation of reference coordinates of vacant Channel 224C2 at Blossom, Texas; and the reclassification of FM Station KBEZ, Channel 225C, Tulsa, Oklahoma and FM Station KOMA, Channel 223C, Oklahoma City, Oklahoma, to specify operation as C0 facilities. 2. FM Station KBEZ currently operates on Channel 225C with effective radiated power (“ERP”) of 100 kilowatts at 402 meters height above average terrain (“HAAT”). FM Station KOMA currently operates on Channel 223C with an ERP of 100 kilowatts at 300 meters HAAT. In this regards, FM Stations KBEZ and KOMA are both subject to reclassification as Class C0 facilities because they are operating below the minimum Class C antenna height requirements of at least 451 meters HAAT.1 3. Section 316(a) of the Communications Act of 1934, as amended, permits the Commission to modify an authorization if such action is in the public interest.2 Further, pursuant to Section 316(a), we are required to notify the affected station of the proposed action, as well as the public interest reasons for the action, and afford at least 30 days to respond. -

Scripps names David Abel VP/GM of Tulsa Radio Operations For immediate release Nov. 10, 2015 CINCINNATI – The E.W. Scripps Company (NYSE: SSP) has named David Abel as vice president and general manager of the Scripps radio operations in Tulsa, Oklahoma which include KVOO-FM, KHTT-FM, KBEZ-FM, KXBL-FM and KFAQ-AM. Abel will start in his new role on Nov. 23. “David’s broadcast and digital experience, as well as his strong leadership track record, makes him a great fit with Scripps and our Tulsa team,” said Steve Wexler, vice president of radio for Scripps. “I’m thrilled to welcome him to our company.” Most recently, Abel was VP/GM for Apex Broadcasting where he managed radio stations in Charleston, South Carolina and Hilton Head, South Carolina. Abel also served as a sales manager for Cox Media Group stations in Greenville, South Carolina, Orlando, Florida, and Birmingham, Alabama.
