1 INTRODUCTION

1.1.1 This scheme has been prepared in response to Condition 37 of the Decision Notice for the approval of the Application to deepen the quarry from a permitted working depth of 105m AOD to a maximum depth of 36m AOD at Knutton Quarry, Knutton, Newcastle-under-Lyme (application reference N.05/20/214 M).

Condition 37

1.1.2 “Within 6 months of the date of this permission, a traffic management scheme shall be submitted for the written approval of the Mineral Planning Authority. The scheme shall include details of signs to be erected to instruct and remind drivers about traffic speed restrictions within the Site required by Condition 421, and the prescribed routes from the Site to be followed to and from the local brick and tile works in accordance with the details set out in the Environmental Statement Section 6 ‘Traffic Impact Assessment’, paragraph 6.3.4 9 (and in accordance with the Section 106 Legal Agreement). Traffic Management shall thereafter be carried out in accordance with the approved scheme).”

Condition 42

1.1.3 “All vehicles operating within the Site shall not exceed 10 miles per hour speed limit and suitable signs shall be erected within the Site to remind drivers of the speed limit”.

1.1.4 This document is intended to inform County Council (SCC) of the proposed traffic management plan for Knutton Quarry. It provides details on the vehicles, including Heavy Commercial Vehicles (HCVs) operated by Ibstock Brick Ltd and their sub-contractors.

1.1.5 The management plan has been prepared in consideration of the instruction set out in Schedule 2 of the Section 106 Agreement dated 7th August 2012.

1.1.6 The scope of this document is limited to the minor roads surrounding Knutton Quarry which are used by HCVs for access to and from the quarry. The wider strategic highway network is not considered as no concerns have been raised as to it being used by HCVs from the quarry.

2 HEAVY COMMERCIAL VEHICLES (HCVS)

2.1 Hours of Operation

2.1.1 Vehicle movements entering and exiting the site will be limited to:

 Arrival of unladen lorries and loading

0715 – 1730 (Monday to Friday)

0700 – 1300 (Saturdays)

 Exit of laden vehicles

0730 – 1730 (Monday to Friday)

0730 – 1300 (Saturdays)

2.1.2 Other than in the case of emergencies, no operations or vehicle movements will occur on Sundays, Bank or Public Holidays.

2.2 Vehicle Numbers

2.2.1 The site will be limited to 435 loads of mineral (870 two-way movements) leaving the Site per full working week.

2.2.2 No more than 79 loads of mineral (158 two-way movements) will leave the Site per full working day.

2.3 Haul Routes

2.3.1 The material extracted from Knutton Quarry is used to supply three Works in the vicinity of the quarry. These works are:

 Eternit Works at Keele

 Ibstock Works at Chesterton

 Ibstock Works at Parkhouse

2.3.2 Haul routes from the quarries to the Works have been established on surrounding roads. The route taken to each of these Works from the quarry keeps the distance travelled on minor routes to a minimum. A summary of the haul routes from Knutton quarry is shown outlined below in Table 2.1:

Eternit Works (Madeley Heath) South along Cemetery Road; west along the A525 to Eternit Works; and then south-west on Ridge Hill Drive to the entrance of the Works.

Chesterton Works Northeast along Church Lane, northeast along Lower Milehouse Lane, north along the A34, northwest along Parkhouse Road West, then southeast along the B5500 (Audley Road) to Chesterton Works.

Parkhouse Works Northeast along Church Lane, northeast along Lower Milehouse Lane; north along the A34; and then east along Parkhouse Road East to Parkhouse Industrial Estate.

2.3.3 Drawing Number NL06919-S106-01 Route Plan (included within Appendix 1, S.106 Agreement) shows the approved routes to each of the brick works as outlined above.

2.4 Vehicle routing instructions

2.4.1 The site manager will co-ordinate all vehicle movements at the Site.

2.4.2 All subcontractors and suppliers will be provided with site location plan to assist in avoiding vehicles causing congestion on local roads.

2.4.3 In accordance with Schedule 2 of the Section 106 agreement, notices showing the Approved Routes will be displayed in the Site office at Knutton Quarry.

2.4.4 Appropriate measures will be taken to ensure that all drivers follow the Approved Routes in accordance with points 1-7 of Schedule 2.

3 ON-SITE SIGNAGE

3.1 Speed Restrictions

3.1.1 As prescribed by Condition 42, all vehicles operating within the Site will not exceed the speed limit of 10 miles per hour.

3.1.2 Suitable signs will be erected within the Site to remind drivers of the speed limit. Figure 3.1 provides an example of the signs to be erected.

3.1.3 The compound layout plan below in Figure 3.2 provides approximate locations of where the signs will be erected. One sign will be erected at the site entrance (adjacent) to the security gates; a second sign will be erected within the yard entrance (facing incoming vehicles) and a final sign will be erected (facing outgoing vehicles).

General Vehicle Signage

3.1.4 Existing signage will also be retained to ensure that standard vehicles such as cars of employees and visitors will be directed to the designated parking area and will not interfere with the HCVs entering or exiting the site.

3.1.5 In addition to this, there is a sign to remind drivers that all HCVs must be sheeted before leaving the site.

4 CONCLUSION

4.1.1 Ibstock Brick Ltd seeks the approval of the above scheme and once approved, traffic management shall thereafter be carried out in accordance with the approved scheme.
