EVOLUTION DE LA COUVERTURE DE FORETS NATURELLES A MADAGASCAR 1990-2000-2005 mars 2009 La publication de ce document a été rendue possible grâce à un support financier du Peuple Americain à travers l’USAID (United States Agency for International Development). L’analyse de la déforestation pour les années 1990 et 2000 a été fournie par Conservation International. MINISTERE DE L’ENVIRONNEMENT, DES FORETS ET DU TOURISME Le présent document est un rapport du Ministère de l’Environnement, des Forêts et du Tourisme (MEFT) sur l’état de de l’évolution de la couverture forestière naturelle à Madagascar entre 1990, 2000, et 2005. Ce rapport a été préparé par Conservation International. Transboundary Aquifers in Karst - Source of Water Management and Political Problems Case Study, SE Dinarides P. Milanović Belgrade, Serbia, email: [email protected] ABSTRACT One of the most deeply karstified regions in the world is the area of the South-Eastern Dinarides situated between the Neretva River in the West, Kotor Bay in the East and the Adriatic Sea in the South-West. This area has the largest resources of natural fresh water in the Mediterranean region, and experiences the highest precipitation in Europe (up to 8,000 mm). Surface flows are rare and generally short-lived. Between 70% and 80% of water in this region flow through the well developed network of underground karst conduits. The subterranean karst is, also, world famous for the large number of different endemic species. In this region, three countries (Croatia, Bosnia and Herzegovina, and Montenegro) now exist where a short time ago there was only one country, Yugoslavia. The transboundary relationships are sensitive and complex, and are further complicated by the existence of separate entities within Bosnia and Herzegovina. Infrastructure such as large hydropower systems, which previously served a single country, now needs to be shared between multiple interested partners. There are many examples where such engineering complexes now cross the newly defined international boundaries. The groundwater conditions are particularly complex. Main karst aquifers discharge from massive springs. In a few cases, serious problems have arisen as a result of aquifers crossing the new boundaries. In these cases, parts of catchment areas (and aquifers) do not fall into the same political entity as the springs. -

ASSEMBLEE NATIONALE REPOBLIKAN'I MADAGASIKARA Antenimieram-pirenena Tanindrazana-Fahafahana-Fahamarinana LOI n° 97- 032 modifiant certaines dispositions de l'Annexe de la Loi n° 94-001 du 26 avril 1995 fixant le nombre, la délimitation, la dénomination et les Chefs-lieux des Collectivités Territoriales Décentralisées L'Assemblée Nationale a adopté en sa séance du 10 Octobre 1997, la loi dont la teneur suit : Article premier .- Les listes des Communes et les Fokontany composants, celles des Départements, des régions de Betsiboka, du Sofia, de l'Est, du Mangoro, du Sud-Ouest, du Vonizongo-Marovatana, du Horombe, de la Haute Matsiatra, du Nord, d'Analamanga, du Vatovavy, de l'Androy, du Bongolava, du Fitovinany, d'Ivon'Imerina, du Boeni, de l'Itasy, du Vakinankaratra, du Melaky, de l'Anosy, d'Atsinanana, d'Ambatosoa, de l'Alaotra sont respectivement modifiées par le tableau annexé à la présente loi. Article 2 .- Toutes dispositions antérieures et contraires à la présente loi sont et demeurent abrogées notamment celles prévues par l'annexe de la Loi n° 94-001 du 26 avril 1995 fixant le nombre, la délimitation, la dénomination et les chefs lieux des Collectivités Territoriales Décentralisées. Article 3 .- La présente loi sera publiée au Journal Officiel de la République. Elle sera exécutée comme loi de l'Etat. In total, two billion Euros have been invested by the EU, EIB and EBRD in Corridor Vc in Bosnia and Herzegovina3. CEE Bankwatch Network has monitored the project since 20094, when communities and civil society requested rerouting of the proposed motorway sections around Blagaj and Počitelj. The alternative routes approved in 2011 were acceptable to local communities; however, another change of routes in 2015 has raised new concerns among local people and independent experts.
