Over a long time, China's urban public transport system has been underdeveloped, and unable to meet the high-quality daily travelling demand of urban residents. The prominent contradictions between supply and demand in urban transport are shown by the incomplete capacity of urban public transport system, the failure of urban public transport system development in keeping simultaneous with urban development, the single structure of urban public transport system, the lack of advanced transport planning concepts, and the lack of public transport-oriented planning experience for most cities. The project is intended to optimize Harbin's urban public transport system, to improve social and economic development, and to alleviate residents' travel difficulties in cold weather.

Project Description RUSSIAN Project Site FEDERATION KAZAKHSTAN MONGOLIA Harbin Beijing CHINA Shanghai INDIA ProjectMYANMER Site Mudanjiang Sewage Treatment Plant 1.1 Background Since having adopted the reform and open-door policy in 1978, China has maintained steady economic growth. Meanwhile, however, a rapid progress in industrialization has brought about water pollution in rivers due to increased sewage and wastewater as well as air pollution due to the use of coal. Thus, it had been urgent to cope with these environmental problems. At the time of appraisal (1998), there were many state-owned large-scale enterprises represented by petrochemical industries in the basin of Songhuajiang River (about 2,308 km in total) flowing from Jilin Province to Heilongjiang Province, and their businesses were thriving. While sewage and wastewater were on the rapid increase with their business expansion, plant equipment to treat them was remained unready, and water pollution became more and more serious. Against such background, reducing pollution sources and construction of sewage systems have become urgent issues in Heilongjiang Province. 1.2 Project Outline The objective of this project is to improve water and air quality in the basin of Songhuajiang River, Heilongjiang Province, which suffers serious water and air pollution with rapid economic growth, by implementing environmental
