Entró en la Sesión de: Girado a la Comisión N^: Orden del día N^: Z3 ¿^Ü *V'-M \íu^,¥anueIOtero4685-Bar"0 Mirador de los Ushuaía - Tierra del Fuego - Arge 054-02901-435- EDUCACIÓN AMBIENTAL -<* "* "provínci'atíe'TIcrradéy Fues1 •odcpL-sgisIcUv PRESIDENCIA Ushuaia, 21 de agosto de 2017 Sr Presidente de la Legislatura Juan Carlos Arcando En mí carácter de presidente de Asociación Manekenk, me presento y digo que Visto: El asunto N° 329 /2017 Proyecto de Ley modificando el artículo 1° de la Ley Provincial 415, mediante el cual la Gobernadora de Tierra del Fuego propone modificar los límites de la Reserva Costa Atlántica, reduciéndola drásticamente en su extensión y provocando una fragmentación del corredor biológico que la misma conforma. Considerando: Que la Reserva Costa Atlántica de Tierra del Fuego fue. establecida en primera instancia, en el año 1992, mediante el Decreto Provincial N° 2202 / 92, con el principal objetivo de conservar las aves playeras migratorias y sus hábítats. La misma abarca el sector de costa comprendido entre Cabo Nombre al norte de la Bahía San Sebastián y la desembocadura del Río Ewan, con una extensión aproximada de 220 km. Que ese mismo año fue incorporado como Sitio Hemisférico a la Red Hemisférica de Reserva para Aves Playeras, programa destinado a la protección de las aves migratorias y sus hábítats. Que En el año 1998 de dictó la Ley Provincial N° 415 la cual se crea la Reserva Costa Atlántica de Tierra del Fuego, bajo la categoría de manejo de "Reserva Costera Natural". Dicha categoría se encuentra comprendida dentro de lo que la Ley Provincial N° 272 establece como áreas de aptitud productiva controladas técnicamente por el Estado. Que por su importancia a nivel internacional en la conservación de las aves playeras migratorias y sus habitáis, la Reserva fue incorporada en septiembre de 1995 a la Lista de Humedales de Importancia Internacional establecida por la Convención RAMSAR, a la cual adhirió el Estado Argentino mediante Ley N° 23919. Que todos los órganos del Estado deben respetar las obligaciones asumidas por el Estado Argentino por medio de la firma y ratificación de convenios internacionales. Esto implica que al momento de legislar, no sólo debe tenerse en cuenta los preceptos incluidos en la Constitución Nacional y Provincial sino también realizar una comparación entre el derecho local y el supranacional, a fin de velar por el efecto útil de los instrumentos internacionales. http://www.manekenk.orq.ar educacion@manekenk.org.ar |ffian Manee! Que la Provincia de Tierra del Fuego y el Estado Nacional asumieron y compromisos a raíz de Ía incorporación de la Reserva Costa Atlántica de Tierra deljf Fuego a la Convención Ramsar. Por ende, cualquier modificación que se pretenda sobre ^^NS! el área vulnera los principios establecidos en ía Convención Rsmssr, a la cual el Estado Argentino adhirió en todos sus términos (Ley N° 23019, Decreto N° 664/1991, Ley N° 25335 y Resol. 776/2014}» De acuerdo a dicha Convención, ía reducción en la superficie deí sitio sólo podrá tener tugar por motivos de urgencia nacional y dicha modificación debe ser informada, fundamentada y compensada a través de la protección de otras superficies de importancia para las aves acuáticas (Artículo 2 ínc, 6, Art. 3 me. 2 y Art.4 inc.2 del texto de ía Convención Rainsar 02.02.1971). Solicito: No se modifiquen los límites de la Reserva Costa Atlántica de Tierra, establecidos por Ley Provincia! W 415. Se destaca en relación ai fundamento expuesto, que en la presente nota sólo se cita, por la urgencia de ía comunicación, el que posee carácter supranacionai, encontrándose en elaboración un documento donde se detallan los numerosos fundamentos que sustentan el rechazo al Proyecto de Ley contenido en el asunto 3297 2017. Aborda inicialmente a Maurice Halbwachs, quien piensa la memoria como un fenómeno sociológico de cohesión social. Posteriormente, analiza la memoria política como una construcción producida por el Estado en el proceso de formación de las identidades nacionales. Discute a Pierre Nora y su propuesta de los “lugares de memoria” y Benedict Anderson y su concepto de “comunidad imaginada”. En un tercer momento aborda las trasformaciones del campo de la memoria política en cuanto a la emergencia de nuevos agentes y de nuevo tipo de soportes. Concluye con observaciones sobre artefactos de la memoria política en comunidades rurales de Colombia, abordados en el artículo como formas de expresión de las memorias subterráneas.

She did understandably slow from there on but her finishing time of 47:00 was a 2:22 PB. It is a shame that she is too young for this year's World Junior Champs but she is eligible to contest the World Cup and, like Jesse, is an automatic selection as winner of the trial. • 19 year old Jesse also strode straight to the lead in the Junior Men's race and was on target for a sub-41 at the 6km mark before fading slightly in the warming morning conditions.

    Re-imagining and Updating Catholicity: Building Church Unity in a Globalized and Scattered World* SANDRA ARENAS PÉREZ** ABSTRACT ontemporary Catholic theological debate on catholicity claims to recover a qualitative conception of catholicity, in order to correct C the classical emphasis on geographical breadth. The tendencies to iden tify catholicity with universality, to confuse universality with uniformity and to equate continuity with immutability, prevented the Church from developing a holistic approach to catholicity. In facing the challenge of globalization, Christianity can offer an alter native way of togetherness in diversity, which seems to be the current translation of the theological category of the catholicity of the Church. This article’s focus will be therefore on the role and significance of community building and the Church’s unity in regard to sustaining creation and addressing globalization. He has done PBs over a range of distances this winter season, including 51:58 for 10km, but I suspect that particular one is going to take a hiding pretty soon. He came 2nd in the U16 3km at the LBG Carnival in June (14:24) and is another young walker on the rise. Well done Heath! She has been in good racing form lately but has now catapulted herself into our top Junior ranks. This was one out of the bag. And to cap it off, she had been sick and in bed prior to the race. • 23 year old Victorian walker Rhydian Cowley walked the fastest AV Shield 2000m time so far this summer in winning his walk at Casey Fields last Thursday evening. His time of 7:29.1 was a 13 sec PB and is a new VRWC Open Club record. With the Victorian 5000m coming up next Sunday, he will be amongst the favourites. George shows up in our results section nearly every week with what are consistently superb times for an M68 walker, This week he was at it again, walking 27:08 (90.12%) in the SAMA 5km Handicap. In 2010, George published a History of the South Australian Masters (Age is an Advantage) and in that, his profile read as follows Athletically I have been fortunate enough to win 17 Open State Walk Titles in distances from 3km to 30km (two of them while a Vet), am still the fifth fastest for 20km in South Australia and achieved a best placing of sixth in the Australian open 20k walk championships. In Masters competition I have won 30 Australian Walk Titles at 5km, l0km and 20km and set four Australian records. At World level I have won three gold, two silver and two bronze medals as well as recording wins at World Masters Games and US Masters Championships. I currently hold 32 SAMA records. In SAMA's Athlete of the Year awards I have won the walks awards in 2006, 2007, 2008 and 2009.
