THE ARAB-ISRAELI CONFLICT ON THE THRESHOLD OF NEGOTIATIONS BY YEHOSHAFAT HARKABI This essay analyzes recent developments in the Arab-Israeli conflict, drawing some important theoretical distinctions in terminology. Accord- ing to the author, the conflict is characterized by absolute positions, a fea- ture that has escaped the attention of many commentators and the public. Such positions are autonomous and not derived from the rival's position; thus, they are not influenced by changes in the rival's positions or by its promises. The Arab position had been absolute in its call for the destruc- tion of Israel; now the official Israeli position, which calls for Israel to retain all of the occupied territories and the settlements, is absolute.
