A string of successful projects, from the opening of the St. Croix fishway to the renewal of commercial fishing on Card Mill Stream in Franklin, have fueled growing momentum for restoration of rivers and streams, big and small. This report is an update on the status of river herring runs in eastern Maine. It describes the value of river herring and some of the many projects underway to allow river herring to swim upstream to their spawning habitat. Because river herring are a keystone species in freshwater and marine systems—and are so responsive to restoration efforts—they have become a focus of the Downeast Fisheries Partnership effort to restore fisheries in eastern Maine. -

Trapping facilities used to capture fish are located at dams and barrier weirs. Fish traps are operated to enumerate the spawning stock, collect biological data, procure sea-run broodstock, and exclude suspected aquaculture Atlantic salmon for each river in which salmon are trapped. Traps at the following dams/weirs are covered in this document: Mill Town Dam on the Saint Croix River, the Cherryfield Dam on the Narraguagus River, the Ellsworth Dam on the Union River, the Milford Dam on the Penobscot River, the Lockwood dam on the Kennebec River, the Benton Falls Dam on the Sebasticook River, the Brunswick, Worumbo, and Pejepscot dams on the Androscoggin river, and the Skelton Dam on the Saco River. To standardize operations among trapping facilities, the following protocols were developed. General procedures are outlined in Chapter 1 and subsequent chapters give additional facility specific details as needed. Each chapter is organized for quick reference of special procedures unique to a trapping facility. -

MaineDOT Work Plan Calendar Years 2019-2020-2021 February 2019 February 21, 2019 MaineDOT Customers and Partners: On behalf of the 2,000 valued employees of the Maine Department of Transportation (MaineDOT), I am privileged to present this 2019 Edition of our Work Plan for the three Calendar Years 2019, 2020 and 2021. Implementation of this plan allows us to achieve our mission of responsibly providing our customers with the safest and most reliable transportation system possible, given available resources. Like all recent editions, this Work Plan includes all capital projects and programs, maintenance and operations activities, planning initiatives, and administrative functions. This plan contains 2,193 individual work items with a total value of $2.44 billion, consisting principally of work to be delivered or coordinated through MaineDOT, but also including funding and work delivered by other transportation agencies that receive federal funds directly including airports and transit agencies. Although I have the pleasure of presenting this plan, it is really the product of staff efforts dating back to the summer of last year. -

January 2006 Sponsored By The Narraguagus River Watershed Council Funded By The National Fish and Wildlife Foundation Narraguagus River Water Quality Monitoring Plan Preface In an effort to enhance water quality monitoring (WQM) coordination among agencies and conservation organizations, the Project SHARE Research and Management Committee initiated a program whereby river-specific WQM Plans are developed for Maine rivers that currently contain Atlantic salmon populations listed in the Endangered Species Act. The Sheepscot River WQM Plan was the first plan to be developed under this initiative. It was developed between May 2003 and June 2004. The Action Items were finalized and the document signed in March 2005 (Arter, 2005). The Narraguagus River WQM Plan is the second such plan and was produced by a workgroup comprised of representatives from both state and federal government agencies and several conservation organizations (see Acknowledgments). The purpose of this plan is to characterize current WQM activities, describe current water quality trends, identify the role of each monitoring agency, and make recommendations for future monitoring. The project was funded by the National Fish and Wildlife Foundation. -

Environmental Protection Agency 401 M. Street, S.W. Washington, D.C. 20460 Dear Ms. Browner: 1 am pleased to submit a State of Maine Conference Agreement that nominates Penobscot Bay for designation in the National Estuary Program. The Agreement describes the Bay's key issues and actions to respond to them, how we will continue to involve the public in developing and implementing solutions to these most pressing issues, and how we propose to finance this estuary project. Our nomination for Penobscot Bay is consistent with EPA's December; 1994 guidance that calls for considerable initiative by a state before requesting designation. Public and private entities have worked cooperatively since 1992 and made remarkable progress. Two major conferences have brought together all levels of government, the nonprofit community, Bay businesses and the public to talk openly about key issues and possible solutions. These and other activities described in the attached document have laid a solid foundation for a successful national estuaq project. I believe our estuary project will be successfully implemented because of the active participation of five state agencies over the past three years. These agencies (the Departments of Environmental Protection, Marine Resources, Inland Fisheries and Wildlife. Economic and Community Developmenf and the State Planning Office) are committed to this project and I am confident that in concert with our nonprofit, municipal and business partners we will m&e important strides to protect and restore Penobscot Bay. -

Principal Project Manager Associate Engineer US District Court – District of Maine Alternatives Evaluation Report Penobscot River Phase III Engineering Study EXECUTIVE SUMMARY In January 2016, the United States District Court for the District of Maine (the Court) selected Amec Foster Wheeler Environment & Infrastructure, Inc. (Amec Foster Wheeler) to conduct the Penobscot River Phase III Engineering Study (Phase III Engineering Study), to identify and evaluate feasible, effective and cost-effective measures to remediate mercury in the Penobscot River Estuary (the Estuary). The geographic area to be addressed within the Phase III Engineering Study is described by the Court as “the region from the site of the former Veazie Dam south to Upper Penobscot Bay, including Mendall Marsh and the Orland River." Beginning in 1967, a chlor-alkali facility located in Orrington, Maine released mercury into the Estuary. Releases of mercury at overall declining concentrations continued throughout facility operation and ceased with facility closure in 2000. In 2002, the Court ordered an independent scientific study, the Penobscot River Mercury Study, to assess the spatial distribution and impact of mercury discharge in the Penobscot River. -
