The Kennebec Estuary Focus Area contains more than 20 percent of Maine’s tidal marshes, a significant percentage of Maine’s sandy beach and associated dune Biophysical Region habitats, and globally rare pitch pine • Central Maine Embayment woodland communities. Numerous imperiled species of animals have been documented in the Focus Area, and it contains some of the state’s best habitat for bald eagles. This statutory five-year review is required since hazardous contamination remains at the Site above levels that allow for unlimited use and unrestricted exposure. The review was completed in accordance with EPA guidance entitled "Comprehensive Five-Year Review Guidance," OSWER No. 9355.7-03B-P, June 2001. Starting in 1946, two owners, Harry Smith, Sr., and Harry Smith, Jr., used the Site as a storage and salvage yard. The area north of Route 191 at one time had debris/junk covering over 50% of the area, with thick vegetation covering the remaining areas. Some of the junk/surplus materials contained hazardous substances that were released into the site soils and further released into the groundwater. In 1985 Maine Department of Environmental Protection (Maine DEP) performed an inspection and identified the Site as an uncontrolled hazardous substance site. Maine DEP initiated a removal action to stabilize the Site, including removing approximately 120 transformers and other waste and fencing the Site. At the request of Maine DEP, EPA then took over the removal activities. Most of the liquid hazardous waste, drums, containers, and compressed gas cylinders were removed during the first EPA removal action in the 1980s. -

I. NATURAL RESOURCES 1. Introduction A comprehensive plan should provide an overview of a town's natural resources. These resources are important to the town in several ways. First, they provide critical wildlife and fisheries habitats. Second, inappropriate development in environmentally fragile areas could be costly to the entire town. For example, disruption of natural drainage patterns could increase the chances of flooding. Finally, these resources are an essential part of the town's rural character and help sustain Orland's quality of life. Specifically, this chapter will: a. describe Orland's critical natural and scenic resources; b. predict whether these resources will be threatened by the impacts of future growth and development; and c. assess the effectiveness of existing efforts to protect and preserve these resources. 2. Key Findings and Issues Orland has one bald eagle nest site, according to state records, and one of the few known locations in Maine for the ram's-head lady slipper plant, a member of the orchid family. There are also several high value waterfowl and wading bird habitats in town. Game species such as deer, black bear, and moose can be found in upland areas. Orland's varied landscape of lakes, river valleys, and ridges means that there are many scenic views. While there are no immediate threats to Orland's natural resources, there are also few measures in place to protect these resources over the long run. 3. Public Opinion Survey and Community Workshop Results About 71 percent of survey respondents said that they favored measures to protect open space and wildlife habitat. -

Trapping facilities used to capture fish are located at dams and barrier weirs. Fish traps are operated to enumerate the spawning stock, collect biological data, procure sea-run broodstock, and exclude suspected aquaculture Atlantic salmon for each river in which salmon are trapped. Traps at the following dams/weirs are covered in this document: Mill Town Dam on the Saint Croix River, the Cherryfield Dam on the Narraguagus River, the Ellsworth Dam on the Union River, the Milford Dam on the Penobscot River, the Lockwood dam on the Kennebec River, the Benton Falls Dam on the Sebasticook River, the Brunswick, Worumbo, and Pejepscot dams on the Androscoggin river, and the Skelton Dam on the Saco River. To standardize operations among trapping facilities, the following protocols were developed. General procedures are outlined in Chapter 1 and subsequent chapters give additional facility specific details as needed. Each chapter is organized for quick reference of special procedures unique to a trapping facility. -

KELIHER GOVERNOR COMMISSIONER Shellfish Harvesting Area Classification-Notification of Changes October 18, 2020 This notice is in effect until repealed or replaced Ladies and Gentlemen: Under the authority of 12 M.R.S.A. § 6172; the Commissioner has made the following change to Area No. 500, Maine Coast Flood Closure: This notice reopens the Bagaduce River and from Eggemoggin Reach to Morgan Bay due to water quality returning to approved standards. Martin Pt (Friendship) to the Weskeag River, eastern Penobscot Bay, and from the Union River Bay to the Rt. 3 bridge in Trenton remain closed. All existing pollution and biotoxin closures remain in effect. The boundary descriptions of the area are as follows (struck text is being removed and underlined text is being added): Effective immediately, because of pollution from heavy rainfall, it shall be unlawful to dig, take or possess any clams, quahogs, oysters, mussels, whole or roe-on scallops from the shores, flats and waters; East of a line beginning at Martin Point (Friendship) running south to the limits of Maine territorial waters; AND south of a line beginning at the southern tip of Spaulding Island (South Thomaston) running west to the mainland shore and running east to the southern tip of Greens Island (Vinalhaven) then running northeast to the southern tip of Lane’s Island (Vinalhaven): AND east of a line beginning at Telegraph Point (North Haven) running south to Calf Point (Vinalhaven); AND east of a line beginning at Pendleton Point (Islesboro) running southwest to Crabtree Point (North Haven); AND south of a line beginning at Turtle Head (Islesboro) running southeast to Sawyer Pt (Cape Rosier); AND west of the Deer Isle Bridge (Sargentville/Deer Isle); AND south of the N. -

While the State of Maine provided recommendations for this plan, it was developed using federal guidelines and policies pertaining to recovery plans for federally listed species. MaineDOT Work Plan Calendar Years 2019-2020-2021 February 2019 February 21, 2019 MaineDOT Customers and Partners: On behalf of the 2,000 valued employees of the Maine Department of Transportation (MaineDOT), I am privileged to present this 2019 Edition of our Work Plan for the three Calendar Years 2019, 2020 and 2021. Implementation of this plan allows us to achieve our mission of responsibly providing our customers with the safest and most reliable transportation system possible, given available resources. Like all recent editions, this Work Plan includes all capital projects and programs, maintenance and operations activities, planning initiatives, and administrative functions. This plan contains 2,193 individual work items with a total value of $2.44 billion, consisting principally of work to be delivered or coordinated through MaineDOT, but also including funding and work delivered by other transportation agencies that receive federal funds directly including airports and transit agencies. Although I have the pleasure of presenting this plan, it is really the product of staff efforts dating back to the summer of last year.
