Foreword This document provides a Non‐Technical Summary (NTS) of the Environmental and Social Impact Assessment (ESIA) of the Alibunar A Wind Project, which is being developed in the Republic of Serbia. The document describes in a non‐technical manner the proposed Project and presents major findings of the ESIA. The document provides a summary of environmental and socioeconomic conditions and of how the project could affect the environment and people. In addition, the NTS describes what actions will be taken to reduce the effects on the environment and people. The information contained within the NTS can be further researched in the detailed ESIA. The way in which to contact the company with requests for additional information is provided below and in the Stakeholder Engagement Plan. Both documents are provided on the WindVision website (www.windvision.com). 2. Introduction The company WindVision Windfarm A d.o.o, a subsidiary of the Dutch company WindVision (both referred to in this NTS as WindVision or the Company), intends to develop and operate a wind energy power plant near the settlements of Seleuš, Vladimirovac, and Alibunar on the territory of the municipality of Alibunar, in the south Banat region of the autonomous province of Vojvodina in Serbia. The project will include Alibunar A and B windfarms (also known as Alibunar 1 and 2), a substation, and an 11.8 kilometre transmission line. WindVision prepared an Environmental Impact Assessment (EIA) that was approved by the Vojvodina General Secretariat for Urbanism, Building, and Environmental Protection in 2014. This EIA covered only the Alibunar A wind project, not the entire development. Another EIA was prepared for Alibunar B and approved by the General Secretariat. If required, EIAs will also be prepared for the substation and the transmission line. As required by Serbian law, the EIAs for Alibunar A and B were disclosed for public review and comment in 2014 before being approved by the General Secretariat. The European Bank for Reconstruction and Development (the EBRD) and the European Investment Bank (EIB) (together, the Lenders) are considering providing financing for the Alibunar A project, the substation, and the transmission line. To meet their requirements, WindVision prepared an assessment that covered the entire development, and this NTS is a summary of this larger Environmental and Social Impact Assessment (ESIA), written in nontechnical language. WindVision is now disclosing this NonTechnical Summary and a series of companion documents. Documents are in Serbian and in English and include: The ESIA that covers the entire project and the EIAs for Alibunar A and B. A Stakeholder Engagement Plan that describes how WindVision will communicate with people and institutions, and how they may communicate with WindVision and be assured of being heard. An Environmental and Social Action Plan that identifies actions WindVision and its contractors will have to take to make sure there are no unacceptable impacts on people or the environment from construction and operation of the Project. Page 1 of 17 NonTechnical Summary of Alibunar A Wind Project In addition, WindVision is disclosing the results of a year’s monitoring of birds and bats (Serbian only) as well as archaeological studies conducted by the Institute for Protection of Cultural Heritage Pančevo. All these documents will be publicly available on the internet at www.windvision.com and www.ebrd.com. WindVision will hold a public hearing in Alibunar in late May or early June 2015 to present information on the project and to receive comments on the project and the documentation. The date, time, and location of the meeting will be advertised in the following newspapers at least a week before the meeting: Dnevnik (Novi Sad), Hlas Ludu (Novi Sad), Libertatea (Pančevo), and Familia (Vladimirovac) and will also be announced on the radio station Radio‐ TV Serbia in Belgrade. 3. The Proposed Project The Project is in the south Banat region of northeast Serbia (Figure 1) about 50 kilometres northeast of Belgrade. It is located on a gently rolling loess plateau on land that is currently used to grow maize, sunflowers, and other crops. The Project is being developed in two phases, Alibunar A and Alibunar B. This objective has been fulfilled using computer aided modelling performed within the constraints of geographic information system software based on the physical characteristics of the terrain and the reconstruction of paleoenvironmental and paleoclimatic conditions in the period of the late Neolithic. The second largest obsidian collection in the territory of Vin~a culture originates from the site of Potporanj, south of Vr{ac. The abundance of finds indicates the importance this region had in the distribution of this resource during late Neolithic. In the paper the modelling of two different possibilities of land based distribution from the flow of the river Tisza are shown; the first from Perlez/Opovo (western route) and the other from Mureº (northern route), i.e. present day Arad and Timiºoara. The modelled results indicate the existence of a settlement patterning close to the modelled pathways in the period of Vin~a culture.

INTRODUCTION Voïvodina, a region in Northern Serbia, is the southern part of the Pannonian plane, bordering with Croatia on the west, Romania on the east and Hungary to the north. The surface area is 21,506 km2, almost as large as Slovenia, with two million inhabitants of some twenty different nationalities. At the end of the IXth century, the Hungarians colonised Voïvodina, which became part of the Kingdom of Hungary and stayed so until the Turkish occupation in 1529. When the latter ended at the turn of the XVII-XVIIIth centuries, Voïvodina was part of the Kingdom of Hungary until 1918. The region's inter-ethnic complexity is rooted in the XVIIIth century Habsburg policy of repopulation, which brought in people from the various nationalities that made up their empire at the time: Serbians fleeing Ottoman rule, Croatians, Hungarians, Germans, Slovaks, Ruthenes, etc. The events of 1848-49 had repercussions in Voïvodina, which was transformed into a region enjoying a modicum of autonomy, with the Emperor François-Joseph bearing the title Voïvode. It was then joined to Hungary in 1860, and then the Austro-Hungarian empire in 1867. Within the Compromise of 1867, Austria and Hungary undertook to treat all the various nationalities on an equal basis, and recognised the equality of all the empire's languages in schools, the administration and public life.

Introduction The Program for supporting local community initiatives (Social Investment Plan - SIP), implemented by WEBG (Wind Energy Balkan Group), was primarily focused on fostering cooperation with both the Local Communities (MZs) where the project “Čibuk 1” will be implemented and the representatives of their local governments with objective to support local economic and social development of the four villages: Bavanište, Dolovo, Mramorak and Vladimirovac and two towns: Kovin and Alibunar. The program is actively promoting the following principles and core values: sustainable development, transparency, cultural diversity, human rights, social freedoms and antidiscrimination in all personal and social aspects. 2. Background and rationale From the very beginning of its activities in Serbia, WEBG has been directing all its socially responsible efforts through the Local Communities and local governments. WEBG has so far been supporting numerous local initiatives, festivals, sport clubs and events, competitions and other activities. As of 2013, WEBG has been carrying out the Program for support of social initiatives in a systematic and organized manner. In 2015, Bavanište was added as the fourth local community (in addition to Mramorak, Dolovo and Vladimirovac) to the SIP as the project is nearing the start of construction and Bavanište will be the community most heavily exposed to works on interconnection (grid construction). SIP 2016 was focusing on: ° Small projects for development of infrastructure; ° Improving quality of local public services in villages; ° Education and sport; ° Support to vulnerable groups (old people, disabled persons, youth and children); ° Promotion of renewable energy sources; ° Preservation of environment; ° Promotion of local customs and tradition.

    WEBG SOCIAL INVESTMENT PLAN - PROGRAM FOR SUPPORT OF LOCAL INITIATIVES ANNUAL REPORT - 2015 1. Introduction The Program for supporting local community initiatives (Social Investment Plan), implemented by WEBG (Wind Energy Balkan Group), was primarily focused on fostering cooperation with both the Local Communities (MZs) where the project “Čibuk 1” will be implemented and the representatives of their local governments with objective to support local economic and social development of the four villages: Bavanište, Dolovo, Mramorak and Vladimirovac and two towns: Alibunar and Kovin. The program is actively promoting the following principles and core values: sustainable development, transparency, cultural diversity, human rights, social freedoms and antidiscrimination in all personal and social aspects. 2. Background and rationale From the very beginning of its activities in Serbia, WEBG has been directing all its socially responsible efforts through the Local Communities and local governments. WEBG has so far been supporting numerous local initiatives, festivals, sport clubs and events, competitions and other activities. As of 2013, WEBG has been carrying out the Program for support of social initiatives in a systematic and organized manner. In 2015, Bavanište was added as the fourth local community (in addition to Mramorak, Dolovo and Vladimirovac) to the SIP as the project is nearing the start of construction and Bavanište will be the community most heavily exposed to works on interconnection (grid construction). SIP 2015 was focusing on: ° Small projects for development of infrastructure; ° Improving quality of local public services in villages; ° Education and sport; ° Support to vulnerable groups (old people, disabled persons, youth and children); ° Promotion of renewable energy sources; ° Preservation of environment; ° Promotion of local customs and tradition.
