    COUNTRY REPORT Hong Kong At a glance: 2001-02 OVERVIEW Donald Tsang will take over as chief secretary for administration on May 1st; he will be succeeded as financial secretary by Antony Leung. The first term in office of the chief executive, Tung Chee-hwa, comes to an end in 2002. He is unpopular in Hong Kong, but trusted by China's government, and so is likely to be appointed to a second term. After growing by 10.5% in 2000, real GDP is likely to expand by just 3% in 2001 as external demand weakens. Growth will pick up to 3.9% in 2002 on the back of improving export performance. Consumer prices are likely to be broadly stable this year, but inflation will return in 2002. The current account is likely to remain in modest surplus this year and next, despite an expanding merchandise trade deficit. Key changes from last month Political outlook • The government introduced legislation in mid-March that will enable the selection of the next chief executive to be made by the same 800-person election committee that was chosen in July 2000 for the purpose of selecting legislators in the Legco election the following September. This reinforces the EIU's view that Tung Chee-hwa will be re-appointed to a new term. Economic policy outlook • Interest rates have continued to fall, in line with reductions by the US Federal Reserve. We expect US rates to fall by a further 100 basis points this year, compared with our previous forecast of reductions of 75 basis points.

In recent years, there has been much research and theory on western film music, especially the Hollywood film industry, by musicologists and scholars in film studies, popular music studies, and other fields. However, there has been little research on Hong Kong Film music, the system of which is different from that of western film music, and therefore I will apply basic film music concepts, but using the real situation of Hong Kong film music to formulate my own argument. The methodology used in this thesis will include the application of basic concepts used by scholars of film music, such as the functions of music in film, combined with fieldwork and analysis of films.

It provides financial resources for the achievement of government policies. Irrespective of high sounding commitments, the resources set aside for them indicate the degree of seriousness. How the government views what it will, and can, afford to fund is bound up with its philosophy on budgetary issues. Much of this philosophy has not changed for decades. What is particularly noteworthy is the lack of debate about the underlying assumptions behind the government’s philosophy. Even though there are contending views in society, as can be seen from the many criticisms of government policies and frequent acrimonious exchanges between officials and legislators, there has been little serious, sustained deliberation and debate about the policies and financing of long-term issues, such as those relating to demographic changes and the public services needed to meet them. This publication is Civic Exchange’s contribution to that much needed debate. We hope this will be useful to government officials, legislators, political parties, students and members of the public who have an interest in local affairs.

    Antony LEUNG Financial Secretary Hong Kong Special Administrative Region People’s Republic of China ○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○○ Antony Leung is the Financial Secretary of the Hong Kong Special Administrative Region Government (HKSARG). His portfolio includes public finance, economic services, commerce and industry, financial services and information technology. As Financial Secretary, Mr Leung is an ex-officio member of the Executive Council of the HKSARG, the highest policy-making body in Hong Kong. He is also Chairman of a number of committees and organisations, including the Exchange Fund Advisory Committee, the Banking Advisory Committee, and the Economic Advisory Committee. Before assuming his post on 1 May 2001, Mr Leung served in senior management positions of major international banks in Hong Kong. He joined the Chase Manhattan Corporation in 1996, which was renamed J. P. Morgan Chase & Co. following the merger of Chase and J. P. Morgan in 2000. He was Asia-Pacific Chairman for the firm. Prior to this, Mr Leung spent 23 years with Citicorp where he took regional management positions in investment banking, corporate and private banking in Hong Kong, New York, Singapore and Manila. In the public arena, Mr Leung was a non-official member of the Executive Council from July 1997 to April 2001. He had been a member of the Exchange Fund Advisory Committee for over eight years before he became the Chairman in May 2001. He was Chairman of the Education Commission (April 1998-April 2001), Chairman of the University Grants Committee (1993-1998), Member of the Board of the Airport Authority and the Provisional Airport Authority (1990-1998), and Director of the Hong Kong Futures Exchange (1987-1990).
