This is not in line with European law and standards and should be addressed in a meaningful manner, across all national and local state institutions. As reported by a number of Albanian media outlets, the Socialist Party allegedly maintained a database which contains the names of 910,000 voters in the Tirana region, along with personal data including employment and family background records. This is an issue of significant public interest ahead of upcoming parliamentary elections. However, on Friday 16th April, Albania’s Special Structure Against Corruption and Organized Crime demanded that Andi Bushati and Armand Shkullaku, owners and editors of Lapsi.al, should hand over a portion of the database they had obtained from a source. When they refused, they were interrogated by representatives of the Special Structure.

Idva Cela University of Tirana Abstract Populism has been one of the most interesting areas in political science studies. This concept has nowadays been one of the most important issue in debates involving the European Union and the US and as such, has aff ected our country as well. The political system in Albania, and especially the party system, aft er the communist system, is a multi-party system, which seems to have quenched every person's thirst for representation. In the last 30 years of the democratic system, political parties have tried to be as close as possible to the ideal of being a European party. Not just in their organization, but in the way their political ideas are conveyed. But in addition to their eff orts to convey a more European spirit, these political entities themselves are facing the weaknesses of the political system and a poor legacy of lack of political pluralism. Recent developments show that populism has shift ed from a form of government to a practice of governance. The paper will begin with a brief introduction on how this phenomenon was conceived by various political studies and then on the forms it has taken in post-communist system in Albania. Further to the information provided in a letter of 27 October 2014 by the then Chair of the Albanian delegation to the Congress and at that time Mayor of the city of Tirana, Lulzim BASHA, also Head of the Democratic Party of Albania, to Congress’ President Jean-Claude FRECON, in respect of possible consequences of the redrawing of the electoral borders and the decentralisation reform, the relevant bodies decided to organise a Fact-finding Mission after the local elections, which were held on 21 June 2015.     Erion Veliaj Mayor of Tirana Erion Veliaj was born in Tirana in 1979. He was re-elected as Mayor of Tirana in June 2019, after being firstly elected as the 42nd Mayor of Tirana in June 2015. During his first term in office, Veliaj’s leadership focused on the implementation of child-friendly policies aimed at transforming Tirana into a long-term sustainable city. As part of his vision of giving the city back to its citizens, Veliaj’s administration worked on the complete renovation of the city’s central square, the Skanderbeg Square, which was awarded the European Prize for Urban Public Space 2018. Another major project that has been initiated during his term in office, is the Orbital Forest; a two-million tree belt that will serve as a pivotal element in addressing the environmental concerns of the city by 2030. Veliaj served as Minister of Social Welfare and Youth from September 2013 through April 2015. During his tenure, he introduced sweeping reforms in pensions, welfare payments, employment opportunities and professional education. In the parliamentary elections of June 2013 Veliaj was elected Member of Parliament for the district of Gjirokastra. His main focus during the electoral campaign was the organization of the voting process for the Albanian immigrants, which resulted in more than 70,000 immigrants voting in elections. In 2011 Veliaj joined the ranks of the Socialist Party of Albania as Secretary for Youth and Immigration. For the first time, he structured the Socialist Party’s branches in countries where the Albanian Diaspora resides, particularly in Greece and Italy.
