On Electoral Issues
The report reflects violations of the provisions of the Electoral Code, Criminal Code and Decision No. 9, dated 24.12.2021, "On the Rules for Reporting Public Activities of Public Institutions, Agencies and / or State Enterprises, Categories of Prohibited Activities, and monitoring the activity, behavior and use of human, financial and logistical resources of the state administration before the "Regulatory Commission, the Central Election Commission, which foresee the prohibition of public activities and the use of state resources over the day of Election. The report contains findings on monitoring the way of using public funds in order to favor people related to the Socialist Party or people with criminal records to influence elections, put pressure on administration, citizens and businesses in order to support and vote the SP as well as other problem related to the elections denounced by the media.
THE SECRETARY OF THE DEMOCRATIC PARTY, IN KAVAJA BRANCH IS INJURED
On Monday, April 19, in the premises of the Democratic Party's Electoral Office in Kavaja, was injured with a gun, Kavaja Branch Secretary, Bledar Okshtuni (27 years). The author of this criminal act is a citizen of Ndricim Tahiri know as Jonuz Tahiri, after changing the surname. DECISION OF THE TECHNICAL COMMITTEE OF EXPERTS VIOLATING THE CONSTITUTIONAL RIGHT TO VOTE
On April 19, the Technical Committee of Experts at the Ministry of Health and Social Protection has decided that for the next two weeks, people coming from North Macedonia and Greece are subject to 14 days mandatory quarantine due to the pandemic situation.

This decision is entirely political and dictated by the government, in order to prevent the exercise of the constitutional right of voting by Albanian citizens living in Northern Macedonia and Greece. 6. 3. All visual propaganda materials used in the campaign should be accompanied by note: "Produced under the legal responsibility of ..." (the name of the electoral subject).
4. It is forbidden to use propaganda materials contrary to the definitions made in points 2 and 3 of this Article.
5. Municipal Police and / or State Police shall guarantee the implementation of the definitions made in this article by immediately removing any propaganda material of electoral subjects in countries outside the definitions made in points 1 and 2 of this Article.”
Instruction no. 6, dated 23.03.2021 "On the use of propaganda and educational materials and rules for their posting during the election campaign" of the State Election Commissioner, the Central Election Commission expressly provides that:
"1. The mayor, fairly and impartially, no later than 35 (thirty-five) days before the election date, defines public places in the territory of the respective municipality for the display of propaganda materials from electoral subjects. Electoral propaganda materials are allowed to be displayed up to a distance of 5 (five) meters from the electoral office of the political party or the respective electoral entity no earlier than 30 (thirty) days before the election date. With the end of the election campaign, electoral subjects take measures to remove all propaganda materials.
2. The display of propaganda materials is prohibited in: facades of residential buildings, public institutions or surrounding facilities near them, within recreational areas, parks, city trees and lighting pillars.
3. It is forbidden to establish propagandastic materials in vehicles operating in public transport.
4. The countries specified in paragraph 1 of this Article shall be in facilities that provide public visibility and have sufficient space for all electoral subjects participating in the elections to present propaganda materials, their electoral programs and / or electoral messages.

5. Public places in the territory of the municipality dedicated to the display of propaganda materials shall be distributed to the electoral subjects proportionally, avoiding priority for any of the electoral subjects.
6. Mayors should take measures to prevent or immediately remove any static material, including posters and flags from any other location where they are not placed in accordance with the criteria of this Instruction.
7. The decision of the mayor for the appointment of seats for the display of propaganda materials is made public on the Municipality's website shortly after approval and a copy is notified to the State Commissioner for Elections within 24 hours of its approval. Decisions taken by mayors before the adoption of this Instruction are reviewed in accordance with the criteria set out in this Instruction.
8. Electoral subjects are allowed to display propaganda materials only in the countries designated by the mayor, according to this article, and take measures to abolish them with the end of the election campaign.
