Roles of Community Boards

Community Boards are set up under Section 49 of the Local Government Act 2002 (LGA 2002) and their role is detailed under section 52 of the LGA 2002 to: ∑ Represent and act as advocates for the interests of their community; ∑ Consider and report on all matters referred to it by the Council or any matter of interest or concern to the Community Board; ∑ Make an annual submission to the Council on expenditure within the community; ∑ Maintain an overview of services provided by the Council within the community; ∑ Act as a channel of communication between the community and Council; ∑ Undertake any other responsibilities delegated by the Council.

Minutes of the Ordinary Meeting of the Hāwera-Tangahoe Community Board held in the Council Chamber, Albion Street, Hāwera on Monday 8 July 2019, commencing at 4.30 pm.

PRESENT: Celine Filbee (Chairperson), Roydon Collingwood and Councillor Gary Brown.

IN ATTENDANCE: Fiona Greenhill (Group Manager Community and Infrastructure Services), Ella Borrows (Community Development Advisor) and Julie Ingram (Support Services Administrator) and four members of the public.

1 Open Forum and Presentations

1.1 Angus McGrath and Daniel Gilmour, NZTA – State Highway 3 Roading Projects

Mr McGrath stated their Business Case was to investigate safety along State Highway 3 (SH3) including SH3A between the 70km sign North of Hāwera and New Plymouth. They were including the towns that were along the road including Eltham and Normanby. They received a lot of feedback following the meetings held late 2018. Mr McGrath explained that they had made a list of improvements from the most expensive to the simple quick fixes and would narrow down the list before they release their draft business case and request public consultation. He stated that some of the suggestions would be speed limit reductions on the open roads.

Mr Collingwood enquired how the speed limit changes we assessed. Mr McGrath replied that NZTA no longer evaluated the speed based on a points system of time travelled, the aim was for safety and if the road met certain criteria.

1.2 Wendy Foreman and Carol Curtis – Neighbourhood Support Funding

Ms Foreman explained how Neighbourhood Support was looking at ways of self- funding to be a sustainable organisation. She stated that she had run Casino night fundraisers elsewhere in the past and had great success. Ms Forman stated they were only requesting funds to cover the hall hire and fuel for the ‘Safe driver’ facility.

Ms Filbee asked how much they were charging for the event. Ms Foreman replied that the tickets were $25 per head and that included funny money and the entertainment.

The Board discussed the success of the Comic book day and wondered how they could build on the success to encourage visitors to remain in Hāwera longer. The Board would like to talk to the LibraryPlus staff involved with how they could help.

5 Members Business

The bricks from the A and P show façade were discussed as it had recently been in the media. The A&P organisation were asked if they wanted to ‘save’ the wall and they were not interested. The bricks were delivered to Peter Muller who is building a brick wall opposite the A&P show grounds gateway.

District Activities

Town Centre Masterplans

2. Community meetings were held in Ōpūnake, Manaia, Pātea, Waverley and Eltham to seek feedback on the draft town centre masterplans and comments were also sought from the communities at the LibraryPlus until 2 August. All of the comments have now been fed back to the consultants and the reviewed masterplans will be workshopped by the Council and Community Board Chairs on 28 August. The final documents will be presented at the 9 October Council meeting.

Mayor’s Taskforce for Jobs – Panel Discussion

3. On 24 July the South Taranaki Mayor’s Taskforce for Jobs (MTFJ) and Hāwera Bizlink hosted a panel discussion with the three South Taranaki secondary school principals to discuss “Is business youth ready?”.

4. A diverse range of points were covered, including building relationships with students who come from families with widely disparate values, cultures and structures, use of cellphones in the workplace, understanding of employment contracts and the norms of working for an employer. An audience of approximately 45 attended representing businesses, educators and community organisations.

Mayor’s Taskforce for Jobs – Youth to Work Awards

5. Organisation for the Youth to Work Awards continue with final nominations totalling 34 across the six categories. Around 150 people have registered to attend the celebration event on 29 August at TSB Hub.

Events

Ice Skate Tour

6. Thanks to TSB Community Trust, as part of the South Taranaki Winter Events Programme, the Hāwera Community Centre was transformed into a large artificial ice rink for the 2019 Ice Skate Tour. The first week the ice skate rink was booked out for 6 schools and during this time we had 611 students from 15 schools around the District give ice skating a go. All schools with year 5 and 6 classes were invited to book a space and a bus, which were kindly funded by TSB Community Trust, meaning that there was no cost to the schools for participating.

7. The rink was also open to the public and this generated 1,708 skaters (including 449 adults, which is quite a high number of adults and teenagers for ice skating).

8. Curling was also offered and was taken up by 86 people including a large group who came along with the Stratford District Youth Council. This was a great activity to include and encouraged people to give something new a try.

9. In total 2,435 people attended the Ice Skate Tour with no injuries recorded. Robin from the Ice Skate Tour was very pleased with the venue and found that it was perfect for the extra-large ice rink.

School Holiday Programme

10. Due to the Ice Skating Rink being in Hāwera for the first week of the school holidays, holiday activities were only organised for the second week of the July holiday period. This holiday period we had excellent attendance at activities with the majority being fully booked, or close to. Below is a breakdown of the numbers from the activities.

Pātea Ward

Pātea Billboards

11. The photographic billboards by local photographer, Nicky Gray and funded by the Pātea Community Board’s Local Discretionary Fund have been installed on the Mobil Station and next to the Red Rock Café in Pātea. The 3 x 2 metre beach images have 6 received favourable comments.

Eltham Ward

Soldiers Park

12. The spot spraying was completed in Soldiers Park a few weeks ago and it is now ready for planting. A well-attended community planting day was held on Saturday 3 August. Eltham Primary school will be assisting with planting and this will also happen during August.

Bridger Park Extension

13. Work at the Bridger Park extension site has been put on hold due to a sewer pipe issue running through the area that is being developed. Council contractors are installing a new manhole and sewer drainage pipe then work on the development can recommence.

Hāwera-Tangahoe Ward

Doggy Doo Bins

14. The doggy doo bins and bag dispensers purchased through shared funding by the Hāwera Community Board and the Council have been delivered. The Ōhawe Progressive Association have installed a single bin at Ōhawe Beach. The remaining four bins and dispensers will be installed by the Council’s maintenance team as time allows. One bin will be set up at each end of the Denby Road Pathway and two bins will be placed at the Beech Place Reserve and dog park.

Waihi Reserve Ablution Pod

15. A blessing was held at the Waihi Beach Reserve on Monday 5 August for the self- contained ablution pod which is to be installed in the next few weeks. The pod has been built out of a shipping container and will have two toilets, one which is fully accessible.

Egmont Plains Ward

Ōpūnake Lions Loop Trail

16. The Ōpūnake Lions Club have completed the access work for both bridges on the Ōpūnake Loop Track. The track above the old weir has also been constructed. Ōpūnake High School students have continued to work with the Lions Club in assisting the build project and will also be involved with the planned riparian planting.

Community Meeting at Boat Club

17. Another site meeting is to be held at the Cape Egmont Boat Club to discuss the possible siting of an ablution pod on Thursday 8 August. Present at the meeting will be the engineer who built the pod and the surveying company that has been contracted for placing the pods around the District. 6

18. The latest deadline for the 2019 Local Discretionary Fund applications was 27 July. There is one round of Local Discretionary Funding remaining for 2019. The final round closes for applications on 21 October. 6

19. As in 2018, all eligible and completed applications (including attachments), are provided to all Community Boards prior to the Board meetings. Only the application form will appear in the Community Board agendas for consideration.

Information Report 6 To Hāwera-Tangahoe Community Board From Libraries and Cultural Services Manager, Cath Sheard Date 19 August 2019 Subject District LibraryPlus Report – June and July 2019

Executive Summary

1. This report covers the range of library activities and statistics across the District for June and July 2019.

LibraryPlus Activities

Public Outreach and Events

2. During the 2018/19 year a wide range of events and programmes were held including book clubs, board game sessions, drag queen story times, quizzes, gardening and craft groups, author talks and book launches. These events and programmes help newcomers make friends, provide companionship for the socially isolated and ensure a safe environment for the diverse people in our communities. Social interaction in a welcoming setting helps build resilient communities and any time people come through our doors we have the opportunity to upsell a book.

3. Recent examples include the annual Adult Teddy Bears picnic at Ōpūnake LibraryPlus. Attendees brought bears and soft toys and shared interesting stories behind acquisition of the toys and the memories attached to them. In Waverley the community morning teas are a highlight for users, with up to 25 people attending. Community members look forward to this weekly gathering, with many baking and bringing along treats to share. In Eltham crafters gather each Tuesday with their knitting and crochet and participate in International Knit in Public Day.

4. Dr Mihi Ratima and her husband were guests at Casual Cuppa at Hāwera LibraryPlus in July, talking about Puanga celebrations and what this time means to their family. Talented weaver sculptor and musician, Rhegan Brooks (Ngāruahine / Te Whanau-A-Apanui), held two workshops based on the traditional style of short poi. People learnt the history of the performing arts piece and made their own from colourful fabrics with a contemporary twist. A selection of Rhegan’s artwork was displayed, including two pieces of sculptural weaving and a mixed media painting.

5. Ronald Hugh Morrieson Short story judge Dame Fiona Kidman spent an evening talking about her Acorn Foundation Fiction prize winning book This mortal boy. Fiona shared the storyline and some of her research, read a passage and answered questions. The following evening a smaller group of people met poetry judge James Brown. A member of the public read a couple of his poems, followed by James, who had everyone laughing at some of his work and then pausing to reflect on others. 6

Children’s Services

6. In Waverley 18 children enjoyed a Pony Party, with a house-trained pony visiting the LibraryPlus. The family brought in a saddle and helmet for some pony rides around the facility. Children made Hobby Horses out of rolled up paper and card to take home. A cake was donated by a local parent, everyone sang Happy Birthday to the pony and enjoyed some party food in keeping with the theme of the featured book Mini Whinny: Happy Birthday to me.

7. Sensory Hour is now being held at Waverley LibraryPlus, increasing accessibility to the facility for children and adults with sensory deficits who struggle with noise, bright lights and crowds. Staff turn off lights, close the public computers and keep other activities to an absolute minimum. Regular library users have embraced the idea, even talking in whispers. There are specific areas for children with different needs, including a tent with soft play things, a weighted toy and textured cushions.

8. Participation has grown with each session of Sensory Hour and feedback has been positive. The Branch Librarian received the following email; I just wanted to feed back about how amazing the sensory hour at the Waverley library on a Wednesday from 1.30 to 2.30 is. Sarah is completely welcoming, creative, kind and very understanding of the student’s needs. The atmosphere is perfect. My student who is autistic absolutely loves it and it is so wonderful to see him so happy and relaxed. Schools can be very busy, over stimulating and exhausting for students with sensory needs. He doesn’t always speak very much yet on the way to & from and at the Waverley library sensory hour he chats and sings away. He really enjoys the peace and the variety and just having the time to explore and discover without being rushed or having to write about it. As well as the sensory displays he also enjoys reading the newspaper and reading books. He loves to get books out as well. X’s mother has told me that he is really excited and looks forward to it”.

9. Staff run a variety of events and programmes to encourage a love of reading and lifelong learning. One recent example is a competition at Manaia LibraryPlus to promote the Junior Non-Fiction collection. Children borrowed and read a non-fiction book then wrote down something they learnt from the book. There were nine entries, with the winner of a small prize drawn at random.

10. Puanga was celebrated across the District during June and in Eltham staff took Puanga out to the Kōhanga Reo. Over 40 pre-schoolers and 14 adults enjoyed learning about this special time of year with the assistance of local, Puhi Nuku. Children made paper feathers which were made into a kite for display in Eltham LibraryPlus.

11. The school holiday programme was centred around finalist books in the Book Awards for Children and Young Adults. One activity at Manaia LibraryPlus was based on the finalist Puffin the Architect; children created fantasy structures using cardboard, paint and craft materials, utilising several engineering techniques.

12. The annual Taranaki Secondary School Literary Challenge trophy changed hands for the first time in five years when New Plymouth Girls’ High School beat the defending school, second place getters Sacred Heart Girls’ College, who had held the trophy since 2014. Teams of five read the NZ Book Awards for children and young adults finalist books and competed in ten rounds in total. Teams were from: Waitara High School, Hāwera High School (2 teams), Ōpūnake High School, Stratford High School, New Plymouth Girls’ High 6 School (2 teams), Sacred Heart Girls’ College (2 teams) and Taranaki Diocesan Stratford.

Digital Services

13. Hāwera LibraryPlus staff have completed nine sessions at Hāwera Primary, with each class having three different sessions showing them how 3D printers work. Staff printed a seahorse necklace so children could watch the printing and showed examples of completed items alongside those that had not printed correctly either because of a power- cut, a fault in the design or the printer head over heating. They introduced the Thingiverse website, where items are created and shared for anyone to print.

14. The Aotearoa People’s Network Kaharoa (APNK) refresh was completed at the beginning of the month. The refresh involved removing the current equipment, then installing chrome boxes and making chrome books available to the public. Staff have been learning alongside customers and APNK staff have been available to help. The refresh has been a steep learning curve for some customers but overall people are happy with the new technology.

15. Staff attended the Digital Hui held during the school holidays in Hāwera which hosted teachers from schools around South Taranaki. The Hāwera LibraryPlus were invited to demonstrate the technologies that are available for use with schools. Story Box was promoted along with Press Reader and Borrow Box. The technology shown included Bee Bots, Blue Bots, Edison’s, 3D Printer, 3D Doodle Pens, Scratch, Tinker Cad and Oculus VR Goggles. This was an opportunity to continue building our relationship with teachers and reinforce the idea of libraries as knowledge centres.

16. The reach of the LibraryPlus social media presence continues to grow. A successful individual blog post can be read by over 245 people. Last month Facebook posts had a total reach of 10,405 for the month with the highest reaching post at 1,684. The highest number of engagements for one post was 339 (engagements are comments, shares and link clicks). During July Twitter posts collected 3,091 impressions with the top tweet gaining 220 impressions.

Wi-Fi Sessions

17. Statistics for Wi-Fi sessions will soon be available following changes in APNK service delivery by the Department of Internal Affair’s (DIA) contractors. These are released on the tenth of each month via 2 Degrees so are not yet available for July.

Circulation

18. Issues for June were 12,931 compared with 13,600 for the same period last year. Issues for July were 14,853 compared with 13,091 for the same period last year. Issues for the year ended 30 June 2019 were 173,681 compared with 173,141 for the year prior.

19. The acquisitions department has processed 9,586 new resources and distributed them across the seven LibraryPlus branches in the 2018/19 financial year. Of these items, 38% were for children and teens. 1,095 new resources were added in July; 32% were for children and teens.

20. Membership of the libraries stands at 14,549 or 54% of the population. This decrease is due to removing borrowers who have not used their card to access digital or physical items in the last three years. 6

Conclusion

21. The highlight for the year ended 30 June 2019 was the small increase in issues, which is against the trend within New Zealand and globally. This reflects the hard work staff put into building and maintaining a district of readers and lifelong learners. This, coupled with an innovative and full programme and events calendar, ensures our LibraryPlus are thriving facilities at the heart of each community.
