Northumbria Youth Offending Services Northumbria Youth Offending Services Northumberland - Newcastle - North Tyneside South Tyneside - Gateshead - Sunderland Northumbria Youth Offending Services operate independently within all of the above locations but all are responsible for dealing with young people who offend. The principle aim of the services is to:- prevent offending and reduce re- offending by children and young people. One of the responsibilities of the services is to deliver Restorative Justice which aims to enable the young person to face up to the consequences of their actions by either meeting their victim face to face, or by undertaking work within the community that benefits all. Restorative Justice enables victims to have their say on the impact of the crime which has affected their lives, and gives young people who have offended the opportunity to help put things right. To enable the services to identify which restorative justice option is the most appropriate for the offender to participate in, the Youth Offending Service has a duty to contact all victims once a guilty plea has been entered. Depending upon where you live, you may receive a letter or phone call to arrange a meeting with you to discuss your views and opinions as to what you would like to see happen next. Your views are central to this process and can be invaluable to the offender in ensuring they understand the impact their offence has had upon you. • Policing Northumbria
Policing Northumbria 2009 – 2011 Joint Policing Plan of Contents Page Foreword 3 Introduction 4 Our Vision and Values 7 Our Objectives, how we will achieve them and 8 measures of progress Managing our Finances and Performance 32 How to Contact Us 40 Page 2 of 43 Foreword We are proud to say that, over the last three years, our success in reducing crime in Northumbria has continued. An 18% reduction in crime and a 30% reduction in antisocial behaviour demonstrate a policing service that is delivering our Policing Pledge and responding to your needs and those of the most vulnerable in our communities. We could not have achieved this alone. Without joint working with our partners, including local authorities, criminal justice agencies, fire and rescue and probation services, we would have been unable to deliver many of these improvements. We are not complacent. Value for money is important to everyone and we want you to feel that we use our resources in the most effective and efficient way. We believe this is demonstrated by Northumbria Police Authority setting one of the lowest council tax charges for local policing in the country and Northumbria Police remaining a top performing policing service. This is achieved by good organisation and leadership. Over the next three years, we will ensure that officers and staff have the, right skills, are in the right place and deliver the right service to local communities. We will preserve frontline policing services despite financial pressures and you will not see a reduction in officers on the beat or responding to incidents.

Her Majesty’s Inspectorate of Constabulary (HMIC) carried out an inspection of all 43 police forces in England and Wales in Spring 2011, to see how they were planning to meet this financial challenge. When the results were published in July 2011 (search for ‘Valuing the Police’ on www.hmic.gov.uk), we committed to returning one year later to report on progress, and to assess whether there had been any impact on the service provided to the public.
