The City of Memphis Division of Housing and Community Development (HCD) has prepared a draft of the Substantial Amendment to PY2019 Consolidated Plan - Annual Action Plan (July 1, 2019 - June 30, 2020) to add the Community Development Block Grant (CDBG) and Housing Opportunities for People with AIDS/HIV (HOPWA) – CARES ACT Funding. The Annual Action Plan for FY2020 (HUD Program Year 2019) is required by the U. S. Department of Housing and Urban Development (HUD) for the receipt of Community Development Block Grant (CDBG), HOME Grant, Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) Entitlement funds. The Proposed Substantial Amendment to the PY19 Annual Action Plan describes activities proposed by HCD to respond to the COVID -19 public health crisis as it relates to homelessness, supportive services, housing and community development needs, especially needs in low- to moderate- income areas of the city of Memphis. The CAPER is required by the U.S. Department of Housing and Urban Development to describe Community Development Block Grant, (CDBG), Home Investments Partnership (HOME), Emergency Solutions Grant (ESG), Housing Opportunities for Persons with AIDS (HOPWA) program activities undertaken by the City of Memphis Division of Housing and Community Development to address housing and community development needs, especially in low and moderate income areas and/or for low and moderate income citizens within the City of Memphis.

The City of Memphis utilized CDBG, HOME, HOPWA funds, and ESG funds for the following activities: affordable homeownership and rental housing construction and rehabilitation, down payment assistance, public services, emergency shelter, rapid re-housing, homeless prevention, street outreach, tenant based rental assistance, permanent housing, short-term rent, mortgage, and utility assistance, administra- tive expenses, and program delivery expenses.

Proposed Consolidated Plan Amendment and CAPER Public Review and Comment Period Copies of the proposed Substantial Amendment to PY2019 Consolidated Plan - Annual Action Plan will be available for a five-day public review and comment period beginning September 11, 2020 and end- ing September 16, 2020. The CAPER will be available for a fifteen-day public review and comment period beginning September 11, 2020 and ending September 25, 2020.
