Previous to joining the EU, Romania was subjected to certain accession conditionality‟s aimed at tackling the issue of corruption, but constant scandals still appeared. Therefore, conducting a research about the progress of eradicating corruption published in EU reports and the reality provides insights into the changes that need to be made. This will help to make those measures more successful. The methodology used includes a case study approach and a critical discourse analysis. This combination was chosen due to the nature of the research problem, which requires the application of policy within a context. Thus, understanding how corruption manifests in Romania is critical and analysing the various reports and measures is essential. Furthermore, social indicators allow for implicating the human factor which is a fundamental influence in corrupt behaviour. The final results show a slight discrepancy in the reports published by the EU and measures of combating corruption in Romania. This has been identified as being due to the exclusion of the particularistic cultural factor heavily present, but also due to the implementation of anti-corrupt measures, institutions, programmes etc. via networks which have already succumbed to corruption. In conclusion, the overall thesis of the paper was found to be true to the extent that the informative gap is not enormous, but what is missing may be of great importance in diminishing corruption in Romania. Keywords: European Union, Romania, corruption, Cooperation and Verification Mechanism, governance. 6 INTRODUCTION When a country is well governed, poverty and mean condition are things to be ashamed of. When a country is poorly governed, riches and honour are things to be ashamed of. (Confucius) The Republic of Romania transitioned towards democracy after one of the most violent revolutions in Europe which took place in 1989. The uprisings put an end to the suppressive socialist regime led by autocratic leader Nicolae Ceaușescu. In the years that followed additional protests and altercations with authorities occurred, leading to a frequent exchange of powers. The fall of communism had a substantial impact on the country as on the night of 22 December 1989 the state structure was destroyed and without a plan a replacement plan it left the country in a state of institutional fluidity permitting it to produce new democratic structures and political representations (Papadimitroiu & Phinnemore 2008). Nonetheless, it could be argued that the newly introduced democratic political regime was still connected to the former system and kept hold of a corrupt, post-communist mentality. Furthermore, the need of state-controlled industries paved the way for party-control to seize power as well as for corruption to grow. Also, poor governance and overall bad decisions, slowed advancement and reduced development. It took Romania a number of years to realise the importance of the private sector and the role it plays in development, as during communism entrepreneurship did not exist. In the period after the revolution, citizens were relieved to escape from the ruthless regime of Ceaușescu and looked hopefully to the Western nations for help. It was very difficult for Romanians to acclimatize to a new social system, as the entire communistic scene evolved around the workers. Now the population had to collaborate with the elites and 7 pursue strategies beneficial to the country as well as the individual. It was undeniable that the new reforms would be difficult as they would create friction at the social level. It would become a challenge for the country to implement a new system with working political and economic reforms in a restricted amount of time. Moreover, the fall of the socialist system led to a decline in industrial output resulting in the collapse of several major industries, which needed to be rescued. According to Crăciun (2014, 4): […] the communist modernisation paradigm had linked urban development to urbanisation of the country, a significant number of small and medium cities which had grown due to the industries were now ailing. Almost no city was exempt from the repercussion of this scheme and most of them never recovered. However, during the transition towards a democratic political system they provided an opportunity for the EU to pursue economic migration. Rising from the wreckage left by Ceaușescu and his regime became a challenge for the country. However, in 1990s, Romania began to see a light at the end of the tunnel and with the turn of the millennium, the country experienced economic growth. By mid-2000s, Romania affirmed to the transformational effects associated with the EU accession guidelines (Papadimitroiu & Phinnemore 2008). Nevertheless, the initial accession discussions originated already in 1999

E-mail: [email protected] Abstract Inland epigean freshwater amphipods of Romania are diverse and abundant for this region has a favourable geographical position between the Balkans and the Black Sea. Excluding Ponto-Caspian species originating in brackish waters and freshwater subterranean taxa, there are 11 formally recognized epigean freshwater species recorded from this country. They belong to 3 genera, each representing a different family: Gammarus (Gammaridae, 8 species or species complexes), Niphargus (Niphargidae, 2 epigean species) and Synurella (Crangonyctidae, one species). Their large-scale distribution patterns nevertheless remain obscure due to insufficient data, consequently limiting biogeographical interpretations. We provide extensive new data with high resolution distribution maps, thus improving the knowledge of the ranges of these taxa.

    Mapping the radical right populism and their discourses in public spheres: the case of Romania and Hungary RESEARCH PLAN Aim of the project Despite the growing body of literature which explains the emergence and the electoral contours of radical right populism in Central and Eastern Europe (e.g. Minkenberg 2002, Hanley et al. 2008, Mudde 2005, Kovács 2013, Auers–Kasekamp 2013) we have sporadic knowledge about the radical right mass communication channels and media discourses. Cross-country researches with comparative focus are particularly needed to gain more insight into the contemporary nature of the radical right populism. The proposed project fills this gap by conducting a cross-case analysis focusing on Romania and Hungary. The aim is twofold. First, we envisage an analysis of the characteristics of media discourses of the radical right. Second, we aim to identify the positions of the radical right populist media products within the network structure of the general media sphere. Our purpose is to shed lights on one of the major public issues in our region: the communicative construction of radical right populism and its location in the public spheres. Case selection: why Romania and Hungary? Romania and Hungary are excellent comparative cases as countries with different electoral patterns concerning the radical right populism. In Romania, the radical right political parties gained significant electoral success soon after the collapse of the communist regime and by 2000 the Greater Romania Party (Partidul România Mare, PRM) became the largest opposition force. Contrary to the wider European trend, popular support for the PRM has declined so far and no other radical right-wing group has managed to replicate its electoral performance.

Protesters claim to guard fundamental values of democracy such as the rule of law and fair representation and to rise against institutions crippled by corruption. In similar fashion to the 1989 revolution and the early 1990s protests, students have assumed an active role in these events. They took to the streets in Bucharest, Cluj, Iași and Timișoara, the country’s four largest cities, and elsewhere. Over the same period, social media has proven essential for the gathering of information, for coordinating collective action and expressing the young pro- testers’ identity. Yet recent research (Bădescu and Sum 2018) canvasses a gloomy picture of Romanian youth, said to have an eroded democratic profile. This situation is not unique. In Hungary, age and the display of authoritarian attitudes are inversely related, unlike in Poland (Fesnic 2015). Eastern Europeans might have finally re- jected the remnants of the previous regime, yet the new generation is eager to embrace values that are not necessarily democratic. Value change trends bring out new interpretations to the way the transition to democracy unfolds in Eastern Europe.

Using a sample of seven listed companies that meet the criteria required by the Directive EU/95/2014 for disclosing non-financial information, the present paper has found that companies have mostly not been prepared for such a risk, but they immediately responded and have taken measures in order to protect their employees. In terms of social initiatives, only one company in the sample disclosed such information which is most related to supporting medical institution to combat and treat Covid-19.     Notes for the Helsinki Commission Briefing on Hungary, April 9, 2019 Dalibor Rohac, American Enterprise Institute THIS VERSION: April 5, 2019 Since its decisive electoral victory in 2010, Fidesz has embarked on a distinctly authoritarian political project, as articulated in Viktor Orbán’s speech on July 26, 2014 in Romania. There, he singled out Singapore, China, India, Turkey, and Russia as “stars of international analysts”; touted the idea of illiberal democracy; and suggested that Hungary needed to part with Western European “dogmas,” especially with the liberal notion that people “have the right to do anything that does not infringe on the freedom of the other party.”1 Fidesz policies have been consistent with the message of that speech. They have pushed Hungary down the path of kleptocratic authoritarianism along the Turkish and Russian lines: packing of courts, a gradual tightening of restrictions on civil society organizations, mobilization of public opinion against imaginary external enemies, and the concentration of media ownership in few hands close to the ruling party. True, Fidesz relies on strong popular support – yet the party received only 50 percent of the popular vote in the most recent elections of 2018, which translated into a two‐thirds supermajority in parliament thanks to quirks of Hungary’s electoral law. Moreover, even the openly autocratic governments of Turkey and Russia rely on substantial popular support.2 Popular support does not justify crude majority rule, dismantling checks and balances, attacking civil society, distorting markets, and concentrating power in the hands of a narrow political elite. This note focuses on three aspects of Hungary’s development: (1) measurable decline in institutional quality, (2) patterns of politically organized corruption, (3) instances in which Hungary’s government has openly defied the US interests in Central Europe.

The early 1990s were dominated by concerns over the likelihood that democracy will not take root in CEE. Some predicted the erosion of support for democracy as a result of economic reforms (Przeworski, 1991), while others thought that “the danger of new dictatorship in Eastern Europe comes from the bottom, not from the top” (Ost, 1992). The mid-1990s and early 2000s brought reassurance that democratic CEE polities worked fairly well (Levitz and Pop-Eleches, 2010; Roberts, 2009). Some saw the region as an “unqualified democratic success story” and declared earlier analogies with Latin America misplaced (Greskovits, 1998). The first couple of decades after the end of the Cold War seemed to bode well for postcommunist new democracies. Since 2004, eleven CEE have countries joined the European Union (EU). Many noted that Poland and Hungary had rapidly consolidated (Linz and Stepan, 1996) and thought they “passed the point of no return” making “authoritarian reversal” inconceivable (Ekiert and Kubik, 1998). In the 2000s, however, it became clear that earlier optimism had been somewhat premature. Some warned of “democratic fatigue” and populist backlash (Rupnik, 2007). What was most puzzling, however, was the uneven way in which backsliding affected the region.
