He heads the Technology & Systems Integration Division (TSID) of the Joint Operations & Technology Group, which incorporates NEA’s Environment Technology Department (ETD). He leads ETD in the strategic management of NEA’s overall research and development (R&D) plans and project portfolio, which entails operations-technology visioning, technology masterplanning, project pipelining and TOWARDS ZERO WASTE providing oversight of R&D funding allocation. TSID is also responsible for providing oversight to the development and implementation of technology within NEA, to – enhance operational effectiveness. As CTO, he also provides strategic, integrative leadership to the development of new technologies, innovation and technology adoption in the industry. His previous appointment was Director, Digital Economy at the National Research Foundation, where he set up the Digital Economy Research Directorate and coordinated the overall development of the Services & Digital Economy R&D agenda for Singapore, under the current five-year Research, Innovation & Enterprise 2020 (RIE2020) plan. Topic: Closing the Waste Loop Research anD Development Programme In conjunction with the Year Towards Zero Waste, this presentation provides a quick overview of the R&D efforts in the waste management sector in Singapore. NEA launched the Closing the Waste Loop (CTWL) Research and Development (R&D) funding initiative in December 2017. The S$45 million funding initiative aims to boost SESSION A: CLOSING THE LOOP Singapore’s R&D capabilities in extracting value and resources from key waste streams like plastics, food, electrical and electronic products, as well as residues like incineration ash. By converting waste to resources and keeping the recovered materials in the economic cycle, the Government seeks to enhance our resource efficiency, reduce dependency on incineration and landfilling while at the same time, help to maintain high levels of public health. Since its launch, NEA has successfully held two R&D grant calls on the utilisation of incineration ash and value recovery from plastic waste, and awarded numerous R&D projects. A S$20 million joint research centre between the Nanyang Technological University, Singapore (NTU) and the French Alternative Energies and Atomic Energy Commission (CEA) was also launched recently in March 2019. The new centre, named the NTU Singapore-CEA Alliance for Research in Circular Economy (SCARCE), aims to develop innovative, energy-efficient solutions for the recycling and recovery of resources from electrical and electronic waste. Mr Zhang Disong Managing Director, Anaergia Singapore Pte Ltd Disong is currently the Managing Director of Anaergia Singapore Pte Ltd and is responsible for its business activity in Asia. He has more than 20 years of experience in the Environmental and Renewable Energy industry in both technical and commercial aspects. Prior to the current position, Disong has worked in various senior regional roles in the area of water and wastewater treatment, Waste to Energy, waste MBT treatment and other environmental businesses. TOWARDS ZERO WASTE Disong contributes actively to the industrial development by participating in industrial association work and worked as technical advisor on a few industrial standard – development works. He also presented in various international industrial conferences and seminars in the environmental and renewable energy sectors. Disong received his Honors degree on Civil and Structural Engineering, Master of Engineering on Environmental Engineering, and MBA on Strategy and Finance, from Nanyang Technological University of Singapore. Topic: Co-digestion of Food Waste anD Municipal UseD Water SluDge CLOSING THE LOOP In Singapore, food waste accounts for about 10% of the total waste generated. Conventional methods to manage the waste such as landfill and incineration may cause ground water contamination and incur high costs due to the high moisture content in the waste. Co-digestion of waste water treatment sludge and food waste yields a number of potential process advantages and helps to convert the

    Greater Community Participation at i Light Marina Bay 2018 i Light Marina Bay has returned since 9 March 2018, with 22 enthralling light art installations and a myriad of activities to light up Marina Bay. This year’s edition of the festival also involves greater participation from the community in the creation of sustainable artworks. Organised by the Urban Redevelopment Authority (URA) as part of place-making efforts in Marina Bay, the sixth edition of the sustainable light art festival features installations created by artists from Singapore and around the world. Designed with energy-saving lighting and recycled or environmentally-friendly materials, the light art installations reinforce Marina Bay’s position as a sustainable precinct and encourages festival goers and the public to adopt sustainable habits in their daily lives. “Dancing Grass” by Yuree Hong and Siyoung Kim (South Korea) Three of the installations were created using used bottles and containers contributed by the community and corporate partners. One of the artworks, Transistable Plastic by Luzinterruptus from Spain, is a large-scale installation created using multiple panels encased with plastic waste. The artwork aims to raise awareness about the amount of waste we generate in our lives. About 20,000 PET (polyethylene terephthalate) bottles contributed by the public and corporate organisations, including those taken from a plastic bottle collection drive held at The URA Centre in February 2018 were used. The artists of two other installations have also sourced used bottles from local companies and cafes to be repurposed in their artworks. Milk Bottle Cows, by Singapore-based artist BP Loh, aims to encourage recycling and upcycling through a showcase of life-sized ’cows’ created from some 2,000 plastic milk bottles.

    Annex 2 i Light Marina Bay Artists & Installations Artist : Angela Chong (Singapore) Installation : ⊂/⊃ About the Installation The installation is a functional sculpture that illuminates at night while allowing the public to use it as a sitting area. Constructed out of acrylic sheets, the installation features coloured LED lights that are reflected onto the sheets. As a sculpture, it will also serve to give a futuristic edge to the environment. What’s Smart ? The artist uses LED lights to light up the edges of the acrylic sheets. The lights are programmed to change rhythmically to form a dynamic light display. About the Artist A graduate from RMIT Bachelor of Arts, Fine Arts (Honours), specializing in sculpture, Angela Chong has a keen interest in creating a narrative in her installation works. A recipient of the NAC Local Bursary and Georgette Chen Scholarship awards, her works deal with light and darkness, constantly blurring the line between fiction and ‘reality’. Her influences vary from literature to poetry, music to films. Her installations depict memories and an attachment between the object and a character using light projections. She is currently interested in creating interactive works. This is her first outdoor work dealing with light. She has been to several art residencies such as the Nes Artist Residency in Skagaströnd, Iceland in 2010, Youkobo Art Space in Tokyo, Japan in 2008 and for Sense of Fear Festival 2006, Tabor, Czech Republic and participated in 100 Points of Lights by Next Wave 2006 in Melbourne, Australia. She has been actively exhibiting locally in major exhibitions such as the Singapore Art Show 2005 and Visions and Illusions 2004.
